#100B BOND: FINTIRI PLANS BIG FOR CATTLE MARKETS...TO GENERATE #100 BILLION IGR

Plans are underway to use part of the #100 billion Agric Bond approved by the Adamawa state House of Assembly to upgrade all cattle markets so as to boost socio economic activities as well as internally generated revenue for the state.

According to the government, part of the #25billion that will first be collected out of the #100 billion bond will be utilised in upgrading all cattle markets and produce markets to a world class standard as a deliberate plan to boost economic activities and in return generate #100 billion IGR.

This was made known by the Chairman House Standing Committee on Information of the Adamawa state House of Assembly, Hon. Japhet Kefas, while making clarification on the whooping #100billion agric bond approved for Governor Ahmadu Umaru Fintiri.

Hon. Kefas who represents Gombi constituency at the hallowed chamber told newsmen in Yola that the Honourable Members gave the approval because there was a clear cut explanation as to how the #100 billion would be used in not only developing the state but creating job opportunities for the teeming youth.

He said that Fintiri had informed them that the bond is for the period of 4 years, and that every year, the state will access #25billion only to carry out its developmental activities, saying that unlike loan, the interest rate on the bond is fixed and does not increase.

He further explained that #15 billion out of the first #25billion, will be used in liquidating the loan collected from a commercial bank because according to him, the interest rate is increasing at an alarming rate; hence the need to off-set the facility immediately.

According to him, the remaining #10billion will be used in upgrading Mubi, Ganye, Maiha, Ngurore, Song and other cattle and produce markets across the state, adding that part of the money will be used in constructing rural roads and health centers among others.

The legislator stated that the state government is targetting #100 billion IGR yearly from the affected markets if finally upgraded, insisting that the markets will be upgraded to the best standard that will generate IGR for the state.

He disclosed that Adamawa state collects the sum of #100 tax only on a cattle, and it does not generate up #1billion in a year despite thousands of cattle that are being transported out of the state, saying that Taraba state collects #1000 on every cattle including those are being transported from Adamawa through Jalingo.

He said that Lagos state collects #10, 000 on every cattle,  and that it generates about #40 billion in a year, pointing out that Mubi market alone is enough to generate revenue for state not to talk of other markets, saying that over 100 trucks transport cattle from Mubi market to Lagos, Aba and other states on weekly basis.

On another letter approved by the house, Hon. Kefas further said that the state LGCs obtained #4billion loan in 2006 which could not be settled, saying that the Governor approached the Assett Management Corporation of Nigeria (AMCON), and that the management agreed to wave #3billion for him which means the state will only pay #1billion, and that house found it to be in the interest of the state and approved same.

While on the approval granted on virement, he pointed out that a dual carriage has been extended on welcome to Yola road to double dual carriage which was not captured in the budget, and that the Governor wanted to mop up some heads and sub heads; hence the approval.

FINTIRI/CROWTHER: UNDERSTANDING THE PRAXIS OF LOYALTY, MUTUAL RESPECT

By Fidelis Jockthan

In the annals of democratic culture all over the world, it is a tradition for the Presidents, Governors and Local Government Chairmen to have a Vice/Deputies whose major function is to assist their principals in running the affairs of the Country, State or LGCs as the case may be.

Sometimes due to the complexity of the human nature, challenges use to erupt between the deputies and their principals mainly as a result of personal ego, lack of trust/confidence or even outright arrogance and unbridled disrespect for one another.

Such scenarios have in the past led to serious altercations and vitriolic confrontations between the two parties as was witnessed in many states of Nigeria in the course of our nascent democratic journey.

But two years after assuming power in Adamawa State, relationship between governor Ahmadu Umaru Fintiri and his deputy is waxing stronger by the day to the admiration of all and sundry.

In fact, the cordial relationship between Governor Ahmadu Umaru Fintiri and his deputy attracts a lot of interest to students of politics and leadership in view of the mistrust and rancour that have became order of the day the past between governors and their deputies in the chequered history of our democratic journey.

Even in Adamawa State, we have had incidences in which the governor and his deputy were at daggers drawn due to one or a combination of the factors mentioned in the course of this article.

The no love lost and friction that have ensued between most of the past governors and their deputies have greatly undermine the smooth running of the government in the past.

Many discerning minds in the state are upbeat that the Fintiri/Crowther led government is already a success story going by the current trajectories, and achievements it is recording which by every standard is phenomenal.

Despite the economic recession wrought on the national economy and the impact of the COVID-19 pandemic, the Fintiri led administration has continued to record significant mileage never seen in history, to the chagrin of its traducers.

In just two years of its stewardship, the administration has recorded wonders in virtually every facet of the state's socioeconomic well being.

The administration's giant strides in urban renewal, health, education, agriculture e.t.c is legendary.

Interestingly, the dou have continued to shame naysayers who are hell bent in creating a cleavage between the two great leaders.

Since the duo came on board on 29th May, 2019, a lot of negative projections and downright aspersions have been promoted by fifth columnist in order to create misunderstanding but to the dismay of these conflict mongers, the governor and his deputy simply maintain a robust and water proof relationship.

Chief Crowther Seth, has since his assumption proved to be pivotal to the administration by maintaining an iron cast loyalty and capped it with an unalloyed commitment to the actualisation of the dreams of his boss never seen before.

The deputy governor has since his coming been promoting the administration as if his life depended on the task.

Upon their phenomenal victory in 2019, the deputy governor has taken the onerous task of going round the state on a 'thank-you' visit to show appreciation to the electorate for the overwhelming votes that ensure their victory.

He extended the same gesture to PDP stakeholders and supporters.

This spirit demonstrated by Crowther Seth continued to get commendations from different quota including the opposition.

The Deputy Governor's loyalty, humility and forthrightness even caught the attention of political analysts and the media, describing him as the best Deputy Governor in Nigeria.

Some stakeholders who interacted with this writer said, Governor Ahmadu Umaru Fintiri was lucky to have Deputy like Chief Crowther Seth.

Some people who are not familiar with Crowther's political dexterity may assumed him to be little but lucky.

In essence, the man 'Crowther Seth mean success, Formidability and integrity.

MUBI AGOG FOR NAMDAS AS STAKEHOLDERS ENDORSE HIS GUBER AMBITION

The ancient town of Mubi went into a spontaneous celebration mode yesterday as Hon. Abdulrazaq Namdas declares intention to contest for the plum seat of Adamawa State.

Enthusiastic residents on hearing about Namdas homecoming,  trooped out to major streets to catch a glimpse of the lawmaker who respectfully went to the palace of the Emir of Mubi to intimate His Royasl Highness about his ambition.

Youths were seen dancing and singing solidarity songs for the ambition of Namdas, saying that as one of them, they will never let him down.

"We are tired of supporting people who do not have us in their minds. We are happy that a man with a track record of integrity, honesty, dedication and excellence is coming out to contest the gubernatorial seat.

" Tell him to go home and rest as we have already endorsed him. We will deploy resources from our own pockets to ensure he wins the election," a leader of the youths, Abdul Fali told our reporter.

Many residents defied the COVID-19 restrictions and came out in numbers as a mark of solidarity and support for the ambition of Namdas, saying that his candidature will bring good tidings for the state knowing his numerous achievements as a legislature.

Expressing solidarity for Namdas, a former commissioner of women affairs in the state, Hajia Halima Mohammed Hayatu noted that Mubi people are receptive and at home with the ambition of Namdas knowing that he will turn around the fortunes of the state.

" In fact, it is a divine coincidence that Namdas declares his intention shortly after we engaged in intensive prayers during the Ramadan fast.

" Our August visitor is our own son because Ganye Chiefdom and Mubi Emirate have a long history of mutual cooperation. That is why governor Bindow picked his running mate from Ganye chiefdom.

" We are wishing him well. We are happy with his ambition because he is a man of the people, a grass root politician and has the support of his people because of the way he served them with diligence," she said.

Similarly, a former member of house of Representatives and Talba Mubi, Abdurrahman Shuaibu said the people of Mubi are behind the ambition of Namdas.

" From the reception we have, you can see our people are solidly behind Namdas.

" The reception was perfect. It is even coming despite the low mobilization as a result of the restrictions placed to curtail spread of COVID-19.

" Ganye and Mubi have shared a common destiny and have been working together and even agitated for the creation of Amana state. So far Namdas is the only candidate to beat.

" But despite the massive support, it is imperative for us to tell our emir that Namdas nurtures the gubernatorial ambition as a mark respect and to also solicit prayers from him. We don't want the emir to be hearing the ambition as rumors," he said.

Speaking at the palace of the emir of Mubi, Namdas said he was in the town specifically to tell the emir that he is vying for the top job in Adamawa.

" I'm here to pay homage to the emir of Mubi and extend my heartfelt greetings to him. Secondly, I have ambition of becoming the next governor of Adamawa State. It will not be fair that people should be getting the information from other sources," Namdas said.

Responding, the emir of Mubi, HRH Isa Ahmadu told Namdas that Mubi is his second home.

He expressed happiness with the visit saying, " I'm extremely happy with your homecoming."

The emir urged for peaceful conduct of political processes noting that Allah gives leadership to whoever he wants at the appropriate time urging Namdas not to see his ambition as a do or die affair.

" We need unity and cooperation. No body knows when he will die. Everyone has a destiny whatever will happen to you or whatever Allah provide for you, you must get it at the appropriate time. So rely on Allah. Don't hanker to rumour mongering. Have faith in Allah as he is the one who gives leadership at the appropriate time," the emir said.
