YUNGUR ASSOCIATION LAYS FOUNDATION FOR ITS SEC, HONOURS SIMON, PRAMBE, OTHERS


History was made in Dumne, a Yungur community in Song Local Government Area Adamawa state Saturday, when the National Yungur Area Development Association (YADA), laid the foundation for its National Secretariat and bestowed prestigious awards on 20 Sons of the land who have distinguished themselves in their various callings.

The Ground Breaking of the Yungur Cultural Centre and Award ceremony held in Dumne, the headquarters of Yungur land was adjudged to be first if its kind to be organised by the association since its establishment in 1884.

It equally marked the commencement of the construction work for building of a befitting Secretariat with conference hall, offices, library, museum, security outpost and most importantly a centre where Yungur nation will gather from time to time and deliberate on issues that will bring about the development of Yungur land, Song LGA and Adamawa state.

The historic event saw cream of Yungur sons and daughters within and beyond being recognised for their outstanding contributions towards the political and socio economic development of Yungur land, Song LGA and Adamawa state in general.

Likewise, the 4 hour programme witnessed the presence of personalities including Governor Ahmadu Umaru Fintiri, Member of National Assembly, the Speaker and other Honourable members of the state House of Assembly, Head of Service, Executive Chairman Song LGC, and other top government functionaries, stakeholders of the ruling People's Democratic Party (PDP), supporters, family members and well wishers among others.

Among the prominent sons of Yungur land crowned with the meritorious awards of excellence include; Hon. Simon Isa, member representing Song Constituency at the State House of Assembly, Hon. Abdullahi Adamu Prambe, Commissioner Ministry of Infrastructure and Community Development, Hon. Etabweden Amos Sunday, former Member House of Representatives, Lagos, Hon. Justice Adamu Hobon, former Federal High Court Judge, Prof Ibrahim Saidu, ex -Deputy Vice Chancellor State University Mubi, Prof Adamu Zata, MAUTEC, Yola, Late Hon. Ethan Danthibiya, former Member who represented Yungur constituency in the defunct Gongola State House of Assembly, Chief, Hon. Benson Atanga, former Commissioner Ministry of Education, Late Hon. Krim Kwantangra, former Chairman Song LGC, Late Hon. David Anakansa, erstwhile Chairman Song LGC, Mr. Elson Awano, former Chairman PDP Mai Jama'a Adamawa State, Late Bishop(Emeritus), Rt. Rev. Phanuel Agontara and James Saute, former Administrator Dumne State Development among others.

Speaking at the event, the Executive Governor of the state, Rt. Hon. Ahmadu Umaru Fintiri, congratulated YADA for laying foundation for its secretariat and the awardees for the honour done to them as a result of their contributions to the development of not only Yungur land but the state in general.

Governor Fintiri reiterated his government's  commitment towards the development of rural communities, saying that the decision of YADA to construct its Secretariat is in perfect agreement with the Fresh Air agenda and that his government is in full support.

The Governor who was represented at the event by the Commissioner Ministry of Infrastructure and Community Development, Hon. Abdullahi Adamu Prambe urged other well-meaning citizens to emulate the track record of the members of the association.

Also speaking, the Chief Ground Breaker and member representing Fufore Song at the Federal House of Representatives, Hon. Dr. Mustapha Saidu commended the organisers of the event, saying awarding those contributed to the progress of the land will encourage the upcoming generation to emulate them so as to be recognised.

Hon. Dr. Saidu particularly appealed to the youth to strive for the progress of their land, explaining that if the Secretariat is constructed will enormously help the association and bring about its development.

In his remarks, the Deputy Ground Breaker and member representing Song Constituency at the State House of Assembly, Hon. Simon Isa appreciated the initiative and promised to support the construction to its completion.

Hon. Simon Isa used the forum and told the gathering that he was receiving the honour with heavy heart for reasons that his community which is one of his strongest political base has never known peace occasioned by the spate of kidnapping, saying that it is worrisome to note that currently his constituents no longer sleep with their eyes closed due to security threats.

The legislator further noted with concern the inability of the successive governments to address the precarious problems of poor rural road network of primary concern is the 48 Kilometer Mararaba Dumne- Shelleng road, and near neglect it has suffered over the years, pointing out that the issue of constructing Dumne road has become a campaign slogan to win votes by the political class year in year out.

Today, according to him, the road which remains the only gate way to the agriculturally rich land is nothing but death trap, denying the people from easy transportation of their goods and services to the outside world.

Hon. Simon commended the government of the day for including the rehabilitation of Dumne cottage hospital in 2020 proposed budget estimates, adding the rehabilitation of the health facility will go along way in impacting positively in the health needs of our people.

He promised to continue to serve his constituents  with all sense of responsibility by ensuring democracy dividends are attracted to their community and Song Local Government in general.

In his keynote address, the Head of Service in the state, Dr. Edgar Amos applauded the past and especially the current leadership of the association for conceiving the Secretariat project and mobilising resources for the event.

The Head of Service told the gathering that the idea of presenting awards to people who have contributed to the development of the society is commendable, saying that this will serve as an encouragement and hopefully inspire others to emulate them.

In his welcome address, the National Chairman of the association, Mr Kefas Magani thanked the gathering for honouring their invitation to witness the foundation laying ceremony of their Secretariat.

The Chairman further acknowledged the contributions of awardees to the socio-economic developments of the land and stated that they really deserved the Award because of the wonderful achievements they had made in their chosen fields of endeavour.

YOLA NORTH MEMBER EXTENDS CHRISTMAS GREETINGS TO ALL CHRISTIANS

Member Representing Yola North Constituency at the Adamawa State House of Assembly, Hon. Hamidu Sajoh Lekki has sent a season greetings to all Christians across his constituency.

While wishing everyone a happy Christmas and a prosperous new year, Hon. Lekki urged Christian faithful most especially in Yola North Local Government Area to pursue peace, love, forgiveness and tolerance for a peaceful coexistence.

According to the state legislator, peace, love, forgiveness and tolerance were the virtues that Jesus Christ preached and exhibited all through his sojourn on earth, and tasked Christians in general to imbibe such virtues.

In the spirit of Christmas, the Honourable Member however called on his constituents to demonstrate love and support to the vulnerable in the society so as to make them feel happy as they celebrate this special season.

As Christian faithful all over the world mark this year's anniversary of the birth of Jesus Christ, the Deputy Speaker Adamawa State House of Assembly, Hon. Pwamwakaino Mackondo, has urged on Christians to live in peace and harmony with their neighbours as exemplified by Christ.

However, the Deputy Speaker has felicitated with citizens on the occasion of today’s celebration of Christmas, a Christian religious celebration to mark the birth of Jesus Christ.

In his Christmas message made available in Yola the Adamawa State capital today, the Deputy Speaker who represents Numan constituency in the House of Assembly tasked Christians on peace and love as they celebrate Christmas.

The State Lawmaker further advised Nigerians to imbibe the virtues of honesty, love, giving, meekness and hope which Jesus preached, saying without peace and love in the society, no meaningful development will be recorded.

According to him, it is appropriate for Christians to reflect on the love of God aptly espoused in the teachings and lifestyle of Jesus Christ, and however wished them merry Christmas and a prosperous new year.

Hon. Pwamwakaino Mackondo reiterated the commitment of the 7th Assembly towards providing peoples oriented legislation for the progress of the state.

ADHA MP GIVES FINTIRI PASS MARK ON TOWNSHIP ROADS REHABILITATION

Impressed by his effort towards road construction within the state capital, the Member representing Yola North constituency at the Adamawa State House of Assembly,  Hon. Hamidu Sajoh Lekki has applauded Governor Ahmadu Umaru Fintiri for  flagging off the rehabilitation of Bachure and other township roads in his constituency.

The member of the Parliament further commended the Governor for delivering on his campaign promises in his constituency, urging on the contractors handling the road projects to adhere strictly to the contract agreement.

Hon. Lekki who gave the pass mark while speaking  to newsmen on Monday, said that his constituents are happy for the projects and that it will open up the area for further socio-economic development whenever it is completed.

While urging on his constituents to continue in supporting the government, the legislator disclosed that 60 to 70 percent developmental projects captured in the 2020 budget will be executed in his constituency, saying that Governor Fintiri has done his constituency proud.

Hon. Lekki who is also the Chairman House Standing Committee on Health and Human Services explained that Bachure community which is densely populated is without access road, saying that the road will end the suffering they have been encountering most especially during rainy season.

However, he pledged the continued support of the people of Yola North to the present administration, assuring that he would contribute his quarter through supervision to ensure smooth execution of the projects so to enable government move on with other projects.

Hon. Hamidu Sajoh Lekki noted that road construction and other infrastructural development have multiplier effects, adding that the state government is creating the enabling environment for investments to thrive in the state.

DEP SPEAKER CELEBRATES CHRISTMAS WITH FLOOD VICTIMS, DONATES RELIEF MATERIALS

In fulfilment of his promise, the Deputy Speaker Adamawa State House of Assembly, Hon. Pwamwakaino Mackondo has distributed bags of rice and beans to the October flood victims in his constituency.

It could be recalled that some communities in Numan and other Local Government Areas that reside at the bank of river Benue in the state were ravaged by flood as a result of huge volume of water released from Lagdo Dam by the Cameroonian authorities in October this year.

But when he visited some of the communities in his constituency to sympathise with them over the incident, the Deputy Speaker promised to personally reach out to them with some relief materials.

It is in the light of the above that the Deputy Speaker constituted a committee headed by executive Chairman Numan Local Government Numan LGC, Hon. Innocent Koto, and presented with relief materials for upward distribution to the victims.

Speaking while presenting the materials to the Chairman of the Committee for upward distribution to the victims, the Deputy Speaker said that the kind gesture was in fulfilment of promise made to those affected by the disaster.

Hon. Mackondo said he was deeply touched when he saw the level of damage caused by the flooding on some of the communities in his constituency, observing that the flood displaced hundreds of his electorate, hence his promise to distribute the relief materials.

The legislator said that though the House of Assembly had adopted resolutions for the National and State emergency agencies to provide them with some relief materials to ameliorate their suffering.

As their representative, Hon. Mackondo explained that he found it necessary to personally provide them with the relief materials in fulfilment of his promise made to them when he was there to commiserate with them over the incident.

He added that the materials will also enable his people celebrate Christmas with it, and pledged his commitment towards providing quality representation.

Speaking while receiving the materials for upward distribution to the victims, the Chairman of the Committee who is also the Chairman Numan Local Government Area, Hon. Innocent Koto promised to deliver the materials to the victims.

Hon. Innocent Koto commended the Deputy Speaker for reaching out to the affected at unique time, and pledged the readiness of the LGA towards supporting and cooperating with him so as to enable him succed in his representation.

ADHA SEEKS INVOLVEMENT IN BUDGET PREPARATION BY EXECUTIVE ARM

Legislators at the Adamawa State House of Assembly have sought for their involvement in budget preparation by the executive arm, saying their role in the early preparation will enable the Members collate and present the needs of their electorate across 25 constituents.

According to the sponsor of the motion and member representing Shelleng constituency, Hon. abubakar Isa, the immediate needs of the citizens would be collated through the members right from preparation stage and factored into the annual budget estimates accordingly.

To this end, the legislators unanimously resolved and adopted the resolution to that effect as put by Hon. Abubakar Isa (Marafan Shelleng) at a resumed plenary session presided by the speaker, Rt. Hon. Aminu Iya Abbas, yesterday.

According to the mover of the motion, the 1999 Constitution as amended has given both the executive and legislative arms joint responsibility, powers and control of public funds through the mechanism of financial budgeting and appropriation, but he said that currently it is only Ministries, Departments and Agencies are involved in the preparation of the budget.

Abubakar Isa who is also the Chairman House Standing Committee on Interparliamentary Affairs, Special Duties and Internally Displaced Persons (IDP's) said that at the moment the executive arm is not receiving any input from the legislators who represent the entire citizens whom the budget is meant to provide for their security and welfare as stated in the Constitution.

The lawmaker prayed the House to seek for Citizen Centered Driven Budget whereby various needs of people of the State will be collated from the 25 Constituencies through the members right from the preparation stage and appropriately factored into the budget for implementation.

 He further urged the hallowed chamber to impress on Governor Ahmadu Umaru Fintiri that henceforth all annual appropriation bills should obtain need assessment from across state constituencies through the members at the preparation stage before it is laid by the Governor.

After observations and recommendations from the lawmakers, Speaker, Rt. Hon. Aminu Iya Abbas who presided over the sitting, directed the Clerk of the House to communicate the resolution of the House of Assembly to executive arm for further action.

DUMNE AND THE STORY OF ABANDONED ROAD PROJECT

Recalled the glorious days of Directorate of Roads, Food and Rural Infrastructure(DFRI), when government directives were treated with fiat, that was the period the Dumne Community in Song Local Government Area got it first ever blessings from the then military President, General Ibrahim Badamasi Babangida(IBB) when he commissioned the 48 kilometer road ostensibly to create access to the agriculturally rich area to the outside world.

The pomp and pageantry with which the commissioning of the Mararaba Dumne- Shelleng road was celebrated was not only unprecedented, but a water shed in the history of rural emancipation by the then military administration.

Stories surrounding the construction revealed that as part of activities to commemorate a historic visit of the Head of State to the then Gongola state, construction work on the Dumne access road was hastily designed, graded, constructed and tarred in less than 24 hours and set ready for commissioning by IBB.

Good as the approach was for Yungur Community, the joy which came with the vision was Short lifted as only 3 out of the 48 kilometer road was graded, constructed and tarred for the president's visit.

This means the remaining 45 kilometer length of the road had to remain until their kingdom comes as it is the situation today. What left many dumbfounded was how the president was stopped at Mararaba where the construction started and shamelessly told that the tarred road extended to Shelleng.

Every explanation on the nature of the work carried in 1987, was given to the president and his entourage at Mararaba unknown to the military president that the construction covered only 3 kilometers.

Unfortunately, since the president and his entourage  left and workers on the road demobilised, nothing has been done on the road by successive administrations in the state and even at the federal level for over 32 years now.

In fact, despite it huge population with agricultural and economic background, landmass, chiefdoms, market squares and untapped endowed natural resources, the inhabitants of the Yungur land are without access road to ease the transportation of  goods and services.

Giving that scenario, the construction which earlier brought hope not only to the inhabitants of Yungur land but the outside world, turned out to be a generational disappointment and regrets. To say the least, it was designed as a political gimmicks to appease IBB.

Today, the road which remains the only gate way to Yungur land is nothing but death trap, denying the people free movement.

But narrating the story of the failed road project, the former Commissioner Ministry of Education, Benson B. Atanga said that Mararaba Dumne-Shelleng road project was initiated during the regime of former Military President under DFRI,  saying that the project was supervised by Gongola state government under the leadership of Wing Commander Jonah David Jang (rtd).

Benson Atanga said that work started on the road in  1986 where they graded it from Mararaba to Dumne down to Shelleng, adding that around 1987 the President visited the state and was asked to commission the project based on the information given to him that the work on the road had been executed 100 percent.

He disclosed that when the news of president's visit broke, those handling the projects used torchlight when at night and tarred the road within 3 days to the visit, saying after the 3 kilometer tarred road nothing was done on the remaining 45 kilometers.

Benson Atanga who was the sole Administrator of Song LGA at that time, explained that since then neither the Federal Government nor State has ever taken any action on the road again, but failed promises from the successive governments.

According to him, when the road is constructed, the evacuation of farm produce will be easier and that it will boost socio economic activities in the area and the state in general, saying that Yungur people need immediate action on the road so as to ameliorate their hardship.

He pleaded with both Governor Ahmadu Umaru Fintiri and President Muhammad Buhari to wipe away the tears of their people by embarking on the construction of the road, pointing out that though Governor Fintiri had during his campaign tour, promised to construct the abandoned road.

Benson Atanga posited that he is aware that Governor Fintiri is a man of his words and that if he is able to construct the road, their people will hold him in confidence throughout their lives.

Also speaking, an elder statesman and former Chairman Peoples Democratic Party(PDP) Mai Jama'a, Elson Awano, asserted that the issue of Dumne road is a sad story because according to him, the road is the gateway to Yungur land.

He revealed that he was on the ground when IBB came to inspect the project and that when the then President came, Wing Commander Jonah Jang (rtd) told IBB that the road was constructed up to Shelleng.

Immediately, he contended that when IBB left, the workers demobilished and since then not an inch has been added to where it was left, describing the situation as unfortunate.

Elson Awano stated that the road goes through the middle of Yungur land, describing Yungur land as food basket not only to Adamawa but the country as a whole.

According to him, anybody who visits the land will testify to his statement, adding that anybody who goes to Dumne on market day will see the number of trucks that carry bags of assorted food items from the area.

The former Chairman told newsmen that despite the population and huge natural resources in the land, they cannot be reached easily because one has to leave the main road to go to Dumne and then to  Suktu, Waltadi, Prambe and Dirma among several other communities.

He added that a journey of 15 to 25 minutes now takes a minimum of 1 hour, observing with concern how the road adversely affected the development of the area and however asserted that Yungur land is backward up to today.

Elson Awano appealed to Governor Fintiri to make their people proud by constructing the road, pledging their readiness to continue in supporting the present administration so as to achieve the laudable programmes and policies put in place.

CHRISTMAS: HON. KATE SPLASHES CASH, OTHER GIFTS ON CONSTITUENTS

Member representing Demsa constituency at the Adamawa State House of Assembly, Hon. Kate Raymond Mamuno has splashed cash, delivery kits and bags of rice to her electorate across 10 wards of her constituency.

The kind gesture according to the only female lawmaker in the House was part of her Christmas gifts and a sign of gratitude for the support she has been receiving from her teeming electorate.

During the event, about 100 people were presented with #10,000 each, aside delivery kits donated to all the 10 wards and bags of rice presented to her supporters, PDP, APC, ADC among others.

Speaking while donating the cash and other items to the beneficiaries in Demsa today, the Wife of the Executive Governor of the state, Hajiya Lami Ahmadu Umaru Fintiri congratulated the lawmaker for distributing the items to her people at this special time.

Hajiya Lami Fintiri applauded the female Legislator for her kindness and love to the inhabitants of Demsa, saying that Hon. Kate has proven to be a woman of her words and one of the vibrant legislator in the house.

The Wife of the Governor who was represented at the occasion by the Honourable Commissioner Ministry for Women Affairs, Lami Patrick commended the people for voting for her.

She urged the Honourable Member not to relent in providing her voters with dividends of democracy, saying that the member has not only done her constituents proud but the entire state.

She told the gathering that the wife of the Governor had asked her to represent her and to thank them for voting for her husband as the Governor of the State.

In her remarks, Hon. Kate Raymond Mamuno said that she decided to celebrate Christmas with her people; hence, the distribution of the materials as a mark of appreciation and love to her people.

Hon. Kate posited that reaching out to people is not about gender but what one can offer, and pledged to continue in reaching out to them at all times so as to feel the impact of democracy.

The female lawmaker disclosed that she had kicked off  phase 1 of youth empowerment and that she is planning to continue with it because according to her the generality of her people are youth and women.

She thanked them for their support and cooperation and for bringing her to where she is today, and reiterated her commitment to providing them with people oriented representation.

Also speaking, the Executive Chairman Demsa Local Government Council, Chief Elkanah Kados Fwa who was represented by his Vice, Hon. Pwasato Amos described the kind gesture as democracy in action.

The Chairman commended the effort of the legislator for her decision to celebrate Christmas with her constituents with assorted materials and however called the people to rally round her to enable her succeed.

Baring his mind, the Vice Chairman Peoples Democratic Party (PDP), Sylvester Bosso told the gathering that they have made a good choice by sending Hon. Kate to represent them.

He said that the member has done them proud both at the hallowed chamber when it comes to debate and at the constituency level and prayed God to continue to protect and give her more wisdom in her representation.

JUST IN: ADHA APPROVES #183.3BILLION AS PROPOSED BUDGET ESTIMATE FOR 2020

Members of the Adamawa State House of Assembly have just passed the whopping sum of #183.3billion proposed budget estimate as presented by Governor Ahmadu Umaru Fintiri for the services of the state in the year 2020.

The passage of the appropriation bill followed the consideration and adoption of the the report of the House Standing Committee on Finance, Budget and Appropriation presented by it Chairman, Hon. Kate Raymond Mamuno (Demsa).

Earlier, Hon. Kate had while presenting the report of her committee at a resumed plenary session presided by the Speaker, Rt. Hon. Aminu Iya Abbas today, prayed the house to consider the report and possibly pass it due to it importance to the state.

She said that her committee had successfully completed its assignment, and urged the house to consider approving the budget to enable the present administration commence implementation of its laudable programmes.

After the passage of the appropriation bill, the speaker, Rt. Hon. Aminu Iya Abbas who presided over sitting, directed the clerk of the house to communicate the resolution of the honourable house to the executive arm for implementation.

YULETIDE: POLICE TO CRACK DOWN ON USE EXPLOSIVE DEVICES IN ADAMAWA


As part of commitment towards ensuring hitch free Christmas and new year celebrations, the Adamawa Police Command has banned the use of explosive devices, violent conduct or disposition under the pretext of celebrating Christmas and new year.

The Command said that it is adequately prepared to to crack down on the use of fireworks, knockouts, firecrackers and other explosive devices during and after Christmas.

A statement signed by the Command's Public Relation Officer (PPRO), DSP Suleiman Yahaya Nguroje, and made available to NEWS PLATFORM in Yola during the week, advised Christians faithful to submit themselves for security checks as may be required at their places of worship.

The statement further advised the general public to be cautious of their children/wards to avoid cases of rape and missing before, during and after the Yuletide.

DSP Yahaya Nguroje appealed to the citizens to conduct themselves in an orderly manner and be watchful of any suspicious movement, calling on them to immediately report to police via 08089671313 or to the nearest police station for prompt action.

He wished Christians and the general public merry Christmas in advance and a happy, peaceful, and prosperous new year.

DSP Suleiman Yahaya Nguroje enjoined all and sundry to go about their lawful businesses without fear as the Command according to him will deal decisively with any person or group of persons who may attempt to disrupt the celebration.

 An Upper Area Court 3 in Yola, Adamawa State has described as untrue, false and misdirection of facts, a recent media publication that a case file slated for judgment on rape case against one Mohammed Aliyu was missing from the court.

In a statement made available to newsmen by the court, said at no time did the court entertain any case of rape as it is not within its its jurisdiction rather a case before it was that of indecent assault.

The Court further described the report as a calculated attempt by mischief makers to tarnish the image of the court of law, saying that there was no time in the court that a file was reported missing, thereby dismissing the reports in its entirety.

According to the Court, no case file ever disappeared and that all the files that are ready for judgment are under the custody of the registry, insisting that the so called journalists out of desperation decided portray the court in bad light.

It added that the case which was reported as "rape case" is not true, instead is it the case of alleged " Act of Gross Indecency" with file number Y/12/c3/2018/ involving one Mohammed Aliyu, saying that even on the First Information Report (FIR) it is stated: " Act of Gross Indecency" and not rape case as reported.

It described as unfortunate a situation whereby some so called journalists who do not have knowledge of legal terms and proceedings will be misrepresenting the court in their reportage.

Henceforth, according to the Court, any reporter who disseminate false report on its proceedings will be charged for contempt of Court, saying any reporter who knows his or her onions will cross check his facts before publication.

Reacting on the report, the Registrar of the Upper Area Court, Barrister Aminu Sule said that the case file was with the registry and that judgement was not ready at that time and not missing as reported.

Barr. Sule said it is the duty of a registrar to keep all files that are ready for judgment and not the Judge, explaining that ordinarily Area Courts and Upper Area Courts do not have jurisdiction to try rape cases.

Barr. Sule disclosed that the case was slated for 14th January, 2020 for judgment and not 4th January, as contained in the reports.

AREA COURT DISSOLVES 1YEAR OLD MARRIAGE WITH #75,000 IN YOLA


Demsawo Area Court sitting in Yola, the Adamawa State has dissolved a one year and nine months old marriage between Fatima Usman and Ali Shuaibu with the sum of #75,000.

According to the court, the money will be paid by Fatima Usman to her husband, Ali Shuaibu as Khuli, so as to free herself and to enable the husband marry another wife.

The court put a knife into the marriage following the case filed before it by Fatima, seeking for dissolution of the marriage based on Khuli, and as provided by Islamic injunction.

In suit number CV/ 135/2019/, the Plaintiff earlier on told the Court that they got married for 1 year and 9 months without an issue.

She said that soon after their marriage with 3 months, her husband started beating her, abusing her parents and accusing her of infidelity.

She told the court that she had lost confidence in staying with the defendant as husband and wife and prayed the court to separate the marriage based on Khuli.

But when the case was mentioned at a later date, the husband denied all the allegations levelled against him by his wife.

On the prayers of the wife for dissolution of the marriage, the husband objected to it and told the Honourable Court that he still loves his wife and pleaded for out of court settlement.

But at a resumed sitting of the court, the couple informed the court that they could not come to terms, thereby forcing the court to put an end to the marriage.

Delivering his judgement, Magistrate Abdullahi Mohammed Digil ordered the wife to pay the sum of #75,000 out of#150,000 earlier requested by the husband so as end the marriage.

The Court declared that Fatima still remains the wife of Ali pending the time she gives her husband the money, saying that anytime she pays the money, it marks the end of their marriage.

TAKE UP THE ISSUE OF COLLEGE OF AGRIC GANYE WITH FINTIRI, PROVOST BEGS ADHA

Apparently worried by the plight of his institution, the Provost College of Agriculture Ganye in Adamawa State, Dr. Abubakar Yaji has urged the State House of Assembly Standing Committee on Education to take up the challenges facing the college with Governor Ahmadu Umaru Fintiri for solution.

Dr.Yaji lamented that the institution has been confronting a lot of challenges since establishment about 20 years ago which affected its development, insisting that the college is offering 14 different courses but none of the courses has been accredited.

The Provost who was fielding questions from newsmen shortly after defending the 2020 proposed budget estimate of the academic institution today, stated that the situation of the college is sympathetic, hence the need for governor's intervention.

According to him, the school has no single course that has been accredited by the regulatory body since 1992, explaining that basically there are criteria that will make a course to be accredited: infrastructure, equipment, residential offices, security challenges among others which he said are some of their problems.

The Provost who sounded optimistic, said he is confident that whenever the house committee takes up the issue of his institution, the Governor will act and it will enable the college to meet it standard

He added that this year's budget is perfect and full of hope, saying with the effort of the Governor in prioritising education, the sector will be be better for it and however appealed to the members of the house not to relent in providing good representation to the citizens.

MINISTRY PLEADS WITH ADHA TO JACK UP BUDGET TO COVER ABANDONED PROJECTS


Adamawa State Ministry of Infrastructure and Community Development has made a passionate appeal on the House Standing Committee on Infrastructure to consider increasing its 2020 proposed budget estimate so as to cover the ongoing and abandoned projects spread across the state.

The Commissioner Ministry of Infrastructure and Community Development, Hon. Abdullahi Adamu Prambe made the appeal shortly after defending the ministry's 2020 proposed budget estimate at the House of Assembly complex today.

Hon. Prambe said that his ministry is worried about the number of abandoned projects inherited from the past administrations, and stressed the need for the review of the ministry's budget so as to cover both the abandoned and ongoing rural roads and electrification.

He sought for partnership with a view to ensuring that the projects are accorded needed attention in the 2020 budget, and further pleaded with the House of Assembly to support the ministry to enable it complete the projects for the benefit of the citizens.

According to him, it is good for the state to embark on the execution of new projects, but added it is equally important to complete the ones that huge resources were expended on it without the citizens benefiting from it.

The Commissioner posited that the greater population of the state are rural dwellers, and that if the government is able to provide infrastructural facilities for them, it will go along way in addressing urban migration.

Hon. Abdullahi Adamu Prambe reiterated the readiness of his ministry to give maximum support to the committee so as to succeed.

DEMSA COMMUNITY HONOURS HON. KATE WITH AWARD, PLEDGES TOTAL SUPPORT

In recognition of her performance at the Adamawa State House of Assembly, Kodomun Community Development Association, Demsa Local Government Area in the state has presented an award of excellence on the member representing Demsa at the Assembly, Hon. Kate Raymond Mamuno.

The Community however pledged it 100 percent support on the female lawmaker so as to enable her succeed in her representation, insisting that the member has been doing her constituency proud with her stewardship in the house.

The Chairman of Kodomun Community Development Association, Demsa branch, Mr. Simon Tonmo, made the pledge while presenting an award of excellence on the member and over her election into house in her office today.

Mr. Tonmo told the member that their coming was to present her with the award so as to serve as a source of encouragement to her, saying that the award will spur her to continue in putting her best for her electorates.

The stakeholder declared that supporting their member has become necessary considering her track record within her short time at the hallowed chamber, adding that the association will not relent in identifying with leaders who have the love of their people at heart.

In his remarks, the National President of the association, Mr Pious Raymond said that the award bestowed on the legislator will make her do more for humanity, saying that whenever she sees it, will make her to remember that her people are solidly behind her.

The President told the gathering that they have confidence in the capability of their member that will deliver on her mandate, calling on her constituents to rally round her for the progress of Demsa and Adamawa state in general.

Responding, Hon. Kate Raymond Mamuno (Demsa) thanked the leadership and the entire members of the community for the honour done to her, saying what they have done to her will continue to remain evergreen in her mind.

Hon. Kate said she is satisfied provided that her constituents are feeling the impact of her representation, saying that the award will encourage her to do more bearing in mind that people are closely watching her footsteps.

PATIENTS DECRY EXORBITANT MEDICAL BILLS AT FMC YOLA

Several patients and their relatives at the Federal Medical Center(FMC), Yola in Adamawa State are now at the mercy of God following the exorbitant charges being offered by the hospital on the patients who are seeking for medical services.

Some of the patients and relatives who spoke to The Scope Newspaper expressed concern on the recent increase in the medical charges which according to them will definitely deny ordinary man access to healthcare delivery service being rendered by the FMC.

According to them, the medical charges is unbearable to the citizens and that already the situation is out of reach of the common man in and around the state.

The patients lamented that apart from the cut - throat charges, most of the staff do not take their jobs seriously as there are cases of missing folders which according to them hinder them from consulting their doctors.

They noted with dismay a situation where the FMC has only one pay point which makes them to face a lot difficulties on the process and called on the relevant authorities to come to their rescue.

Some of the patients who spoke under anonymity said that the bed space which used to be #100 is now #1000, screening of blood which was #1700 has skyrocketed to #5900, the cost of folder is now #500 instead of #100.

According to them, charges for delivering women is now #40,000 from #25000, hiring of ambulance of the center to Specialists Hospital in Jimeta cost #10,000, describing the charges as outrageneous  terrible.

In his reaction, the Medical Director of the center, Professor Auwal Abubakar denied the allegations, saying that the hospital renders cheapest services.

ADHA C'TEE ASKS FINTIRI TO FIX MINISTRY OF RRRHS IN 2020 BUDGET

Adamawa State House of Assembly Standing Committee on Interparliamentary Affairs, Special Duties and State Emergency Management Agency has asked Governor Ahmadu Umaru Fintiri to fix the newly created ministry, Reconstruction, Rehabilitation, Reintegration and Humanitarian Services into the 2020 proposed budget estimate before its passage.

The House Committee headed by the member representing Shelleng constituency, Hon. Abubakar Isa, had during the budget defence of the committee over the weekend found out that the new ministry has not been captured in the budget as laid before the house by the Governor.

Hon. Isa declared that if the 2020 proposed budget estimate is passed without the ministry being captured, it will make it ineffective; thereby, declaring the budget defence of the ministry inconclusive.

However, the lawmaker directed the ministry to meet with the Governor as well as liaise with other sister MDAs and fix its budget properly and recommend it to the ministry of Finance and Budget so as to capture it before defence.

He further asked the ministry to reappear before his committee today with its proposed budget estimate for consideration, commending the Governor for creating the new ministry that aimed taking care of citizens affected by insurgency and other disasters.

According to him, though many citizens affected by the insurgency have returned to their traditional homes, but said that the communities are in dire need of infrastructural facilities such as water supply, road networks, reconstruction of public facilities among others.

He asserted that the primary responsibility of  government as contained in the 1999 constitution is the welfare and security of the citizens and that when people are confronted with emergencies and government fails to come to their aid, it means it primary responsibility is being compromised.

Responding, the Commissioner of the Ministry, Elijah Tumba appreciated the committee for being friendly and opened to the ministry, describing the session as educative and encouraging.

He commended the committee for encouraging them to do the right thing for the people of the state and promised to meet the house committee today with the reviewed documents for its consideration.

Hon. Elijah Tumba pledged the readiness of his ministry towards partnering the committee so as to make sure that the good intention and plans of the Governor for the people of the state succeed.

WATER RESOURCES: HOUSE C'TEE VOWS TO TRACK IMPLEMENTATION OF 2020 BUDGET


The Chairman House Standing Committee on Water Resources and Member representing Song constituency at the Adamawa state House of Assembly, Hon. Simon Isa has vowed to ensure that 2020 budget is implemented to the later.

According to Hon. Simon his committee will strive hard towards encouraging 100 percent implementation of the 2020 budget on water sector so as to ensure the availability of portable water supply for the consumption of the inhabitants of the state.

Hon. Simon who was speaking during the defence of the 2020 proposed budget estimate of the Ministry of Water Resources, its Departments and Agencies over the weekend, added that his committee will liaise with the ministry to make 2020 budget most especially on water resources a reality.

He said that water sector is next to oil in terms of internally generated revenue and as such his committee will not hesitate in encouraging the government of the day towards giving the MDAs under his committee necessary attention they deserve.

The lawmaker disclosed that by early next year, his committee will visit MDAs on oversight with with a view to ensuring their effectiveness, saying that he is aware that Governor Ahmadu Umaru Fintiri has good intention on the sector.

Also sparking, the member of the committee, Hon. Joseph Ayuba Kwada(Michika) said that water is life and that the committee will facilitate the implementation of the proposed budget on the sector and solicited for support and cooperation from the MDAs.

In his response while leading principal officers of Ministry, State Water Board, Small Town Water Resources, Rural Water Supply and Sanitation Agency(RUWASA), the Honourable Commissioner of the Ministry, Hassan Kaigama pledged the readiness of the MDAs to house.

ADHA SPEAKER HOSTS N/EAST CONFERENCE OF SPEAKERS...ISSUES ON IDPS TOP AGENDA


Adamawa State House of Assembly Speaker, Rt. Hon. Aminu Iya Abbas, has hosted the Conference of Northeast Speakers on a round table discussion on issues affecting the Internally Displaced Persons (IDPs) in Northeast.

The Honourable Speakers of the Northeast which comprises Adamawa, Borno, Yobe, Bauchi, Gombe and Taraba were in the state primarily to deliberate on how to domesticate the Kampala Convention on the IDPs.

Though, the round table discussion was organised by the United Nations High Commission on Refugees (UNHCR) and Adamawa State Government, the participants were hosted by the Speaker of the House of Assembly, Rt. Hon. Aminu Iya Abbas.

It is against this backdrop that the Speakers unanimously resolved to go back to their various States and Houses of Assembly in particular to come up with legislations aimed at protecting the IDPs.

Speaking to newsmen shortly after being taken round the Complex of Adamawa State Assembly Friday, the Chairman of the Conference and Speaker Bauchi State House of Assembly, Rt. Hon. Abubakar Suleiman said they were in Adamawa purposely to look at the Kampala Convention on IDPs.

The Speaker said that their concern at the moment is to domesticate the Convention into their various States so as to assist and proctect IDPs in the Northeast in general.

Rt. Hon. Suleiman asserted that they have IDPs in all their constituencies; hence their decision to come to their aid with legislations, explaining that the immediate needs of the IDPs at this critical time is nothing but protection.

According to him, the affected people deserve their adequate attention as their representatives, saying that so far they have discussed extensively on how to come up with legislations.

Rt. Hon. Abubakar Suleiman described the Speaker of the Adamawa State House of Assembly as a nice person and however appreciated the warm reception accorded to them.

MINISTRIES OF FINANCE, COMMERCE, YOUTH STORM ADHA FOR 2020 BUDGET DEFENCE


In compliance with the provisions of the 1999 Constitution of the Federal Republic of Nigeria as amended, the Adamawa State Ministries, Departments and Agencies have commenced defending their 2020 proposed budget estimates before the House Standing Committees of the  7th Assembly.

At budget defence, heads of MDAs are expected to appear before relevant committees of the House of Assembly to defend their budget proposals, as the law has prevented the withdrawal of public funds without approval from the lawmakers.

So far, some of the MDAs that have appeared and defended what Governor Ahmadu Umaru Fintiri proposed for them include the ministries of Finance and Budget, Commerce and Entrepreneurship Development, Youth and Sports, Culture and Tourism.

The Ministries have stormed the House of Assembly complex along side the departments and agencies operating under them where they equally defended their budget estimates for the fiscal year.

For the Ministry of Finance for instance, the Honourable Commissioner, Hon. Dr. Ishaya John Dabiri, defended the ministry's budget along side his Permanent Secretary, Mr Geoffrey Garba, other principal officers, the Executive Chairman Board of Internal (BIR), Hamman Adama Jabbari, State Accountant General, Mrs. Augustina Mandamiya, Acting Chairman Fiscal Responsibility Commission, Barr. Aminu Babajo, other heads of Bureau for Public Procurement and Debt Management Office etc.

The MDAs that made it to the hallowed chamber yesterday, defended their budget under the committees headed by Hon. Kate Raymond Mamuno (Demsa) for Finance, Budget and Appropriation, Hon. Shuaibu Dan Musa(Mubi North) for Commerce and Entrepreneurship Development and Hon. Musa Umar Bororo(Mubi South) for Youth and Sports, Culture and Tourism, and Hon. Muhammed Mutawali (Girei) for Public Accounts.

But speaking while declaring her 2020 budget defence of her committee open, Hon. Kate Raymond Mamuno(Demsa) said that it is constitutionally provided that MDAs should appear before the house and defend their proposed budget estimates before implementation.

Hon. Kate urged the her Committee members and the MDAs under he to avail themselves with the opportunity and critically scrutinise this year's budget so as to make it a workable document that will bring about the development of the state.

As stakeholders in the development of the state, according to her, there is the need to put their hands on deck to see to the progress of the state, and appealed to them to make positive contributions on the budget.

Speaking at his committee level, Hon. Shuaibu Dan Musa( Mubi North) who was represented by his Vice, Hon. Hamidu Sajo Lekki(Yola North) stressed the readiness of his committee towards adhering to the budgetary provisions during the defence.

The Honourable Member urged the executive arm to religiously implement the 2020 budget as it will be approved by the house for the socioeconomic advancement of the state.

Speaking to newsmen shortly after the defence, the Commissioner Ministry of Finance and Budget, Hon. Dr. Ishaya John Dabiri, said that the members were thorough in their defence, stating that with the cooperation of the Honourable House, the state stands to achieve a lot.

2 INEC STAFF JAIL FOR 42 YEARS... AS COURT DECLARES EX-MINISTER WANTED

Adamawa State High Court sitting in Yola, the state capital has today sentenced 2 Staff of the Independent Electoral Commission (INEC) 42 years imprisonment for corrupt related offences.

The convicted staff of the electoral body include; Ibrahim Mohammed Umar and Sahabo Iya Hamman and their jail terms according to the court will run concurrently.

The court further ordered the Inspector General of Police, Economic and Financial Crimes Commission (EFCC) and Interpol to arrest former Minister of Petroleum, Diezani Alison Maduweke for her to face prosecution.

Both the convicts and the former minister who is now at large were charged to court by the EFCC in connection with #362million disbursed by the ex-minister during the 2015 general elections.

Delivering a judgement today, the court presided by Justice Nathan Musa said that the offence has a mandatory provision and sentenced each of the INEC staff 21 years prison.

Justice Nathan declared that in view of the plea by the counsel to the defendants to temper justice with mercy, and said that all the jail terms on 3 count charges for each one of them are to run concurrently.

Reacting on the judgement, counsel to EFCC Gombe Zonal Office, Barr.Abdulhamid Mustapha Labaran, said that the case is all about corruption and involving the total sum of #362 million used in bribing INEC staff during the 2015 general elections.

Barr Labaran said that the court has passed a very sound judgement and that the anti graft agency is happy with it, saying that the commission will do everything possible to produce the former minister minister as ordered by the court.

ADHA PLEDGES TO DO JUSTICE TO 2020 BUDGET AS DEFENCE COMMENCES THURSDAY

Lawmakers at the Adamawa state House of Assembly have pledged their readiness to critically scrutinise the 2020 proposed budget estimate presented to them by Governor Ahmadu Umaru Fintiri of the state.

The Honourable Members made the pledge during the 2rd reading of the of whopping sum of #183.3 billion proposed budget estimate of 2020 as presented by the Governor for the services of the state next year.

Already, the proposed budget estimate has since been referred to the House Standing Committee on Finance, Budget and Appropriation headed by Hon. Kate Raymond Mamuno(Demsa constituency) for defence by Ministries, Departments and Agencies(MDAs) which is expected to commence tomorrow.

But speaking during the consideration of the general principles of the bill at the resumed plenary session today, the Speaker of the House of Assembly, Rt. Hon. Aminu Iya Abbas pledged the readiness of the house to do justice to the budget.

Rt. Hon. Iya Abbas who presided over the sitting said that this year's budget is in line with the reality on the ground, and that the house will work tirelessly and look at all the areas that concern the needs of the people in the state and address them.

Speaking while moving a motion for the second reading of the bill, the Majority Leader of the House, Hon. Hammantukur Yettisuri(Jada Mbulo) told his colleagues that the seriousness and determination of every government is measured by its budget.

Hon. Yettisuri said that budget serves as a pointer to what the government expenditure should be in the fiscal year, adding that it serves as a foundation for any development to be attained by government for its citizens.

He said that all the laudable programmes captured in the budget proposal can only be achieved if the bill is passed and assented to by the executive arm of government and at the same time commence its implementation.

According to him, the second reading and subsequently passage of the bill will enable the citizens in the state to reap the dividends of democracy, and urged his colleagues to support him in reading the bill for the second time.

In her comments, the Chairman of the House Committee on Finance, Budget and Appropriation and member representing Demsa constituency, Hon. Kate Raymond Mamuno appealed to her colleagues to make positive contributions on the bill during budget defence.

Hon. Kate reminded the House that the budget is tagged, " Budget of Rebirth " which means budget of hope, explaining that it is articulated in the interest of the citizens in the state.

Baring his mind, Hon. Abubakar Isa(Shelleng Constituency) called on his colleagues to support the second reading of the bill , and commended the mover of the motion.

JUST IN: GUNMEN KIDNAP DIRECTOR LIT ADAMAWA MIN OF JUSTICE, 4 OTHERS

Unidentified gunmen have yesterday night abducted the Director Litigation Ministry of Justice in Adamawa state, Barrister Samuel Yaumande, a Principal and  3 others at Sangare, near Modibbo Adama University of Technology (MAUTECH) Yola.

According to a family source, the gunmen invaded the residence of the Director around 9:15 pm, bearing sophisticated weapons and took him away along side his neighbour who is a Principal and 3 students.

But when contacted, the Police Public Relations Officer(PPRO), DSP Suleiman Yahaya Nguroje confirmed the incident.

DSP Yahaya Nguroje told NEWS PLATFORM that the command was informed that the gunmen abducted the Director and 2 others, and that the command has deployed it men to go after the kidnappers with a view to rescuing the victims.
