EX- SPEAKER ADHA REITERATES COMMITMENT TO PEOPLE ORIENTED REP

Erstwhile Speaker of the Adamawa Stare House of Assembly, Hon. Kabiru Mijinyawa has reiterated his commitment towards the provision of people oriented representation through enactment of laws and resolutions.

According the former Speaker, meeting the yearnings and aspirations of his constituents will continue to remain his topmost priority and will strive towards achieving it.

Hon. Mijinyawa who was speaking at a one day townhall meeting organised by International Republican Institute(IRI) which he supported and held at Lamido Zubairu hall Yola bye-pass during the week, reassured his constituents of even representation.

The meeting attracted his electorate across 10 wards during which the constituents presented the needs of their various communities and demanded his intervention towards addressing them.

The former Speaker who represents Yola constituency at the Assembly said that the reason behind organising the meeting was to create a forum that will enable him to personally thank his voters  for their support during and after his re-election.

Hon. Mijinyawa told them that they organised the meeting so as to serve as an avenue where he will get first hand information on the impact of his representation and challenges they have been facing so that together they can discuss ways of addressing them.

While enumerating some of the achievements recorded during his first tenure in office, Hon. Mijinyawa said he had put education as number one priority, saying over 10,000 students from secondary and tertiary institutions benefited from scholarship scheme, constructed and renovated classrooms in various schools across his constituency.

He added that upon his assumption of office, he embarked on the provision of water supply: small scheme water supply, drilling and repairing of boreholes, hand dug wells in hard to reach areas, provision of health care facilities, electrification of some communities, provision of inputs to farmers, youth and women empowerment among other employment opportunities, and lobbied for the reconstruction and rehabilitation of both urban and rural roads in his constituency.

After the submissions of Needs Assessment by the participants, the Speaker who took note of all the needs, assured of his determination to doing everything possible towards meeting them.

In their separate submissions, the representatives of 10 wards outlined some of the areas of intervention which includes, provision of portable water supply, health care facilities, educational infrastructure, youth and women empowerment, evacuation of drainages and refuge dumps among others.

They commended the lawmaker for the achievements he recorded during his first tenure in office, and urged him to redouble his effort towards providing more developmental Projects to the people of his constituency.

The town hall meeting was attended by the Deputy Minority Whip of the House Alhaji Shaibu Dan Musa of Mubi North Constituency and the State Coordinator of the International Republican Institute Mrs Charity Anan

ADHA TAKES STEPS ON PENDING BILLS, CONSTITUTES C'TEE

Following the dissolution of the House Standing Committees of the Adamawa state House of Assembly, the speaker of the House has constituted Adhoc Committee to revisit bills that are pending at various stages for possible passage.

To achieve this, the house under the leadership of Rt. Hon. AminuI ya Abbas had on Wednesday set up the Committee with a mandate to look at all the bills floated by the members that could not see the light of the day.

The committee headed by the member representing Nassarawo Binyeri constituency, Hon. Umar Nashon Gubi will look at the outstanding bills taking into cognisance its merits and demerits and recommends steps to be adopted by the Honourable members to that effect.

The move by the Honourable speaker is to save some of the people oriented bills that are laying waste bearing in mind that the house at the moment is without single standing committee that will be scrutinising the bills that hanging at various stages.

Of utmost importance, the role of Hon. Nashon committee will ease work for the house and the new set of committees that will be constituted by the house.

It could be recalled that the hallowed chamber had while giving account of its stewardship in 6 months said that the house had passed 4 bills and 23 resolutions for good governance in the state.

According to house through its speaker, 2 out of the 4 bills enacted by the Honourable House were  assented to by Governor Ahmadu Umaru Fintiri, but could not say whether the 23 resolutions passed were implemented or not.

Checks by NEWS PLATFORM revealed that the hallowed chamber of 25 Members and inaugurated in June, 2019, sponsored no fewer than 9 different bills: 3 by the Speaker, Rt. Hon. Iya Abbas, 1 by the esrtwhile Speaker, Rt. Hon. Kabiru Mijinyawa (Yola South), 2 by the Majority Leader, Hon. Hammantukur Yettisuri(Jada Mbulo), 1 by Hon. Joseph Ayuba Kwada( Michika), 1 by Hon. Kate Raymond Mamuno(Demsa) and 1 by Hon. Umar Nashion Gubi (Nasarawo Binyeri.

Some of the outstanding bills that will be revisited include a bill for a Law to regulate the minimum standards for health care facilities, a Bill for a Law to provide for the Establishment and Functions of Adamawa State Agency for Humanitarian and Developmental Affairs, a Bill for a Law to Regulate the Practice of the Estate Agency in the State and a Bill for a Law to Amend Teachers' Retirement Years Law number 17 of 2018, so as to Restrict the Application of its Provisions to Science and English Language Teachers only.

The membership of the committee include; Hon. Umar Nashon Gubi(Nassarawo Binyeri) chairman, Hon. Simon Isa(Song), Hon. Shuaibu Babas(Fufore Gurin), Hon. Is a Yahaya (Maiha), Hon. Abubakar Isa(Shelleg) and Hon. Adawawa Donglock(Guyuk).

But the speaker had while presiding over the sitting, announced the composition of the committee and wished them well in their assignment.

A middle age husband names withheld of Sangere FUTY in Girei Local Government Area, Adamawa state has on Thursday asked Civil Area Court I to dissolve their marriage over threat to his life.

The petitioner and tricycle operator alleged that the actions of his wife have been threatening his life and that he cannot wait until she kills him before saving his life.

According to him, the nagging attitude of his life partner couple with her threat to his life will cause him paralysis or accident on the road, saying he neither have peace outside nor in his house due to her attitude.

However, he prayed the Honourable Court to end their union in order to save his life, adding that he is fade up and that he cannot continue to live with her under one roof any longer.

He further explained that when the court earlier issued summons to her, she tore and dumped it in their dustbin, and said let her see who will come and arrest her.

But the presiding judge, Hon. Al- Amin Diya who was furious about the actions of the wife and her failure to appear before the court, ordered for her arrest.

TWO MEN IN COURT FOR BUYING STOLEN NSCDC, VIGILANTE UNIFORMS


Two middle age men, Abba Bashir and Sale Bala have appeared before Upper Area Court III in Yola, the Adamawa state capital in connection with the supply of stolen property.

The defendants are standing trial for criminal conspiracy and receiving of stolen property from Danbaba Abdullahi, Ibrahim Adamu, Jamal Umar now at large.

Danbaba Abdullahi and 2 others were reported have broken into the house of Hauwa'u Suleiman of the Nigeria Security and Civil Defence Corps and carted away units of NSCDC and Vigilante uniforms, 1 bedsheet, 1 empty handbag and 2 pairs of shoes.

According to the prosecution, Danbaba Abdullahi and 2 others conspired and robbed the officer and business woman of her belonging on 8th January, 2020 and disposed it to Abba Bashir, 1st defendant.

After cross examination of the prosecution witness, the court presided by Hon. Umar Isa, adjourned the matter to 10 March, 2020 for continuation of hearing.

YOLA CRIMINAL COURT REMANDS 20 YEAR OLD AHMADU FOR STEALING ALCOHOL

For the offence of stealing assorted alcohol, the Yola Criminal Area Court I in Adamawa State has on Wednesday remanded a 20 year old Ahmadu Umar of Rhumde Ward in Jimeta.

The Criminal Court further ordered for the arrest of Idi and Aliyu of bye pass alleged to have bought the stolen items from the suspect.

The suspect was arraigned before Honourable Umar Gangs led Criminal Area Court today on the offence of theft contrary to section 276 of the Adamawa State Penal Code Law.

But when the charge was read to the suspect, he immediately pleaded guilty for the offence and however prayed for leniency while attributing poverty to the cause of his action.

Earlier, the prosecution informed the court that one Charles Madu of NEPA and one Joseph Okoronkwo of Taraba street in Jimeta jointly reported to the police that on 10th January, 2020, and 21st February, 2020, the suspect broke into their shops and made away with 10 items valued at #563,400.

According to the prosecution, some of the items carted away include; Captain Jack drink, 1 cartoon of Bullet Energy drink, 2 cartoon of Sachet Imperial drink, single flex cables, 16 mm service, coils flex cables among several other items. 

But the court presided by Honourable Gangs ordered that the suspect be remanded in Jimeta prison custody, and those suspected to have bought the items be brought to court for prosecution.

Speaking to NEWS PLATFORM shortly after the court proceedings, the accused said it was poverty that forced him into the unlawful action and pleaded with the court to temper justice with mercy.

He explained that he broke into the plaintiff's shops located at NEPA in the wee hours of Friday and stole assorted alcohol including one latest brand known as "One Man Squad" and other valuables which he later sold to cater for his needs.



GOV FINTIRI APPEALS FOR TRAUMA CENTER, REBUILDING OF GARKIDA

Following last week's attack by the dreaded Boko Haram which claimed lives in Garkida in Gombi Local Government Area, Adamawa state, Governor Ahmadu Umaru Fintiri has sought for the establishment of Trauma center for the victims of the attack.

He also sought the intervention of North East Development Commission towards rebuilding of both private and public structures/facilities destroyed by the insurgents in the area.

According to Fintiri, opening of the center will provide psychosocial support to the victims of the attack, urging on the North East Development Commission to help the people at this critical time.

Governor Ahmadu Umaru Fintiri made the appeal Wednesday when he visited North East Development Commission in Abuja.

 He told the Commission that his administration will not leave stone unturned in tackling insecurity, saying that he was at the commission to seek for Trauma center and the rebuilding the community.

According to him, as a first step towards enhancing security in the state, his government had donated 10 new vehicles to the military after distribution of 51 Toyota hilux to support operation Farauta in its efforts to curbing insecurity

Responding, the Chairman of the commission, General Paul Tarfa pledged the readiness of commission to meeting the request of the Governor, and promised to send a delegation to Garkida to assess the level of damage for possible assistance

RELATIVES OF DEATH KIDNAPPERS LOST OUT ON ENFORCEMENT OF FUNDAMENTAL HUMAN RIGHT


All entreaties by the relatives of 2 suspected kidnappers nabbed at Kabillo village in Fufore Local Government Area Adamawa State for the enforcement of fundamental human right have lost out as the suspects were reported to had lost their lives during a gun duel with the police and their kingpin.

The relatives in suit numberADSY/33m/2019 filed before Honourable Justice Abdul-Azez Waziri, led High Court against the Inspector General of Police and Commissioner of Police in the state, sought for an order of enforcement of fundamental human right.

Earlier, the defendants had told the Court that the suspects, Jalo Bello and Buba Abdulkarim, after their arrest offered to lead the crack team to the den of other kidnappers.

According to the defendants, the suspects and the police were engaged in a fierce gun battle upon reaching the hideout with a number of their kingpin, leading to the killing of Jallo Bello and Buba Abdulkarim.

The defendants explained that the suspects wanted to use the opportunity to escape, but unfortunately they were caught by the incoming bullets of their kingpin as they were not properly and professionally trained on operating standards in a shoot out scenario.

But the relatives of the suspects in their effort to seek for the enforcement of the fundamental human right prayed for a declaration by the court that the arrest of the 2 applicants on the 10th March, 2019, at Kabillo and continued detention by the defendants was illegal, null and void as it violates the fundamental right to dignity liberty as enshrined in section 34(1) and section 35(1) and (6) of the1999 constitution.

The relatives further asked for court order of perpetual injunction restraining the Inspector General of Police and his men from further arresting or detaining the applicants except in accordance with procedure permitted by law.

Equally, they sought for an order directing the IGP and his men to apologise to the suspected kidnappers and pay #20,000 each as damages as  for unlawful detention of the suspects.

In its judgement, the court presided by Justice Abdul-Azez Waziri, held that the applicants' application in this circumstances is belated and that the court is not in position to grant the reliefs sought.

Justice Abdul-Azez declared that the constitutional right ends the moment its owner is killed or murdered because he is no longer alive to enforce the right.

He said that the relatives or friends of those whose right to life were illegally terminated could not maintain an action under the fundamental procedure rule but under the common law.

According to him, fairly and legally, the applicants' application is liable to be dismissed with no cost awarded, adding that the relatives of the deceased are at liberty to seek redress at common law.

HON. KATE RAISES ALARM ON SNAKE BITE AS 14 CONFIRMED DEAD


Member representing Demsa constituency at the Adamawa State House of Assembly, Hon. Kate Raymond Mamuno, has raised an alarm over snake bite which so far claimed 14  lives in her constituency.

Hon. Kate Mamuno lamented that so far 14 people have been confirmed dead in the last 2 weeks as a result of  snake bite at Mbula, Borrong and Gwamba communities in her constituency.

The female legislator raised the alarm at the floor of the State House of Assembly during Tuesday plenary session presided by the Speaker, Rt. Hon. Aminu Iya Abbas.

It is against this backdrop that the Honourable House urged the State Government and Demsa Local Government Council to as a matter of urgency supply anti snake bite to the inhabitants of the affected areas.

In the same vein, the Hallowed Chamber appealed to the National and State Emergency Management Agencies to provide relief materials to the victims of fire disaster at Dilli ward, in Demsa LGA.

Earlier, while moving a motion on matters of public interest, the Honourable Member briefed her colleagues on the frequent snake bite that continue to claim the lives of her electorate and urged the house to support her in impressing on the executive arm to intervene so as to bring relief to her people.

She also intimated the House on the recent fire outbreak that wrecked havoc at Dilli ward in Demsa, and prayed the House to mandate Emergency Management Agencies to come to the aid of her people so as to ameliorate their suffering.

Several legislators who contributed on the motion commended the lawmaker and urged the authorities concern to intervene to cushion the effect of hardship being faced by the people.

Thereafter, the Speaker, Rt. Hon. Aminu Iya Abbas who presided over the sitting directed the clerk of the house to communicate the resolutions of the House to the executive arm for necessary action.

Legislators at the Adamawa State House of Assembly have just confirmed the appointment 50 Development Area Administrators as requested by Governor Ahmadu Umaru Fintiri.

The confirmation of the Administrators followed the consideration and adoption of letter of request forwarded to house by Governor Fintiri and read at a resumed plenary session presided by the speaker, Rt. Hon. Aminu Iya Abbas.

Following the formal presentation of First Class Staff of Office to new Kwandi Nunguraya by Governor Ahmadu Umaru Fintiri of Adamawa state, the member representing Nassarawo Binyeri constituency at the state Assembly, Hon. Umar Nashon Gubi has offered his sincere congratulations and best wishes to the new king.

According to Hon. Nashon the emergence and and formal presentation of Staff of Office to the Paramount ruler, His Royal Majesty, Kurhaye Dishon Dansanda worth celebration not only in Guyuk land but across the length and breadth of the society.

AIG HOLD TALKS WITH OFFICERS/MEN OF ADAMAWA POLICE COMMAND TOMORROW


Assistant Inspector General of Police (AIGP) In Charge of Zone 3, Haliru Abubakar Gwanda is billed to hold talks with the officers and men of the Nigeria Police Force, Adamawa State Command Tuesday.

The AIG is In Charge of Zone 3, Yola which comprises Adamawa, Taraba and Gombe states respectively.

AIG Abubakar Gwanda is expected to familiarise himself with the command, talk tough on the  general conduct of the officers and men of the command towards their official responsibilities and the prevailing security challenges.

Speaking to NEWS PLATFORM on the visit, the Spokesman of the police command in the state, DSP Suleiman Nguroje said that the AIG will be at the command to familiarise himself with them.

DSP Nguroje disclosed that the AIG will equally assess the performance of the command in combating crime in the state, and how best to encourage them towards putting more efforts to fighting crime in the society and interact with the leadership of the community police.

During the visit, according to him, the AIG will interact with their men so as to get himself acquainted with their operational challenges with a view to addressing them.

GARKIDA ATTACK: HOUSE COMMISERATES WITH VICTIMS, URGES FG TO END INSECURITY


Following attack by the dreaded Boko Haram insurgents on Garkida, a community in Gombi Local Government Area, Adamawa State, the Lawmakers at the state House of Assembly have commiserated with the victims of the attack, calling on the Federal Government to end insecurity.

The house further urged the National and State Emergency Management Agencies as well as other relevant organisations to as a matter of urgency provide relief materials to the victims so as to cushion the effect of hardship being faced.

Recall that on Friday last week, the assailants  invaded Garkida community, killing 2 military officers, burning down 3 churches and houses, raping women and carting away property while displacing hundreds of others.

The resolutions of the hallowed chamber followed the matter of urgent public importance brought before the members by the member representing Gombi constituency, Hon. Japhet Kefas at a resumed plenary session presided by the Speaker, Rt. Hon. Aminu Iya Abbas today.

Earlier, Hon. Kefas who is also the Chairman House Standing Committee on Information briefed his colleagues on the level of devastation caused by the hoodlums, and called for immediate action towards curtailing insecurity.

Hon. Kefas told the house that the Boko Haram suspects who held the community ransom for more than 7 hours killed military officers, raped women, burnt churches and houses and displaced hundreds of hapless of citizens.

The Lawmaker prayed his colleagues to impress on the Federal Government to intensify more efforts towards addressing insecurity and appealed to the emergency management agencies to assist the victims, saying it appears the lives of their electorates are not more safe with the current security situation.

Speaking on the motion, the Majority Leader and member representing Jada Mbulo constituency, Hon. Hammantukur Yettisuri advised the house to liaise with the members of the National Assembly to enable them take up the issue with the FG.

Also speaking while presiding over the sitting, the Speaker, Rt. Hon. Aminu Iya Abbas sympathised with the community, the member and the state on the incident, and prayed God to comfort those that loss their loved ones.

Rt. Hon. Iya Abbas however commended the Nigeria Army for their efforts in repelling the attack, and called on the government to assist the victims with relief materials: shelter, food items, drugs to cushion the effect of hardship.
 

ADHA TAKES STEPS ON PETITION AGAINST SUKUR DISTRICT

Adamawa State House of Assembly has taken steps on a petition brought before it by the people of Midlu, a Community in Madagali Local Government Area against Sukur District.

To this end, the Lawmakers at today's resumed plenary session referred the petition to the House Standing Committee on Public Petitions and Electoral Matters for further legislative action.

Midlu Community in Sukur District, Madagali LGA had filed a petition seeking for the House of Assembly's approval so as to reverse the name of "Sukur District" to its original name of "Midlu District".

It could be recalled that the inhabitants of community recently stormed the premises of House of Assembly demanding the intervention of the Honourable Members so as to maintain status quo on the district.

The people told the House of Assembly that Sukur District in Madagali LGA comprises of Midlu Shalmi, Midlu Vapura, Midlu Chakawa Wulla and Sukur itself.

According to them, people of Midlu collectively worked for the creation of the district which was subsequently gazetted in 1983.

The District according to them along with many other political administrative and civil structures were abrogated by the military after the December, 31st 1983 coup, saying that following its creation in 1991, the district was mischievously and surreptitiously changed to Sukur district without consultation.

Some of the protesters explained that the change of name was spearheaded by a single individual of Sukur ethic extraction without consultation with other ethnic groups in the district, and that it stirred up the ongoing controversy and rancour threatening the peace in the area.

The delegation told the House of Assembly that the name Midlu is the name of an area made up of many nationalities and ethnic groups, though predominantly inhabited by the Margis, auguing that the name Sukur on the other hand is a single tribe and people.

Changing the name from Midlu to Sukur district, according to them was not only unfair, unjust, insensitive, but malicious as the name Sukur district presupposes that the inhabitants of the area are all of Sukur ethic extraction.

But the House during its plenary session presided by its Speaker, Rt. Hon. Aminu Iya Abbas formerly received the petition as presented by the Chairman of the Committee on Petition and a member representating Fufore Constituency, Hon. Shuaibu Baba's today.

After receiving the petition, the House which was presided by the Speaker, referred the petition to the committee on Public Petition and Electoral Matters and gave it 3 weeks within which to submit its report.

PRIVATE COMPANY, ADAMAWA COMMUNITY SIGN MoU ON SUGAR PLANTATION


In response to favourable investment climate created by Governor Ahmadu Umaru Fintiri led administration in the State, Legacy Sugar Company Limited has indicated its interest towards establishing Integrated and Mechanised Sugar Cane Plantation in Mayo Ine Community in Fufore Local Government Area, Adamawa State.

To this end, the Legacy Company had Yesterday signed a Memorandum of Understanding with the Community for the establishment of state of art Company that will produce raw Sugar cane on 15,000 hectares of land that will be crushed and refined into high quality white sugar for consumption.

The MoU was signed on behalf of the Company by it Chief Executive Officer, Alhaji Abubakar Musa, Director Policy Planning, National Sugar Council of Nigeria, Alhaji Babangida Damare, Executive Chairmen of Fufore and Mayo Belwa Local Government Councils, the District Head of Mayo Ine, Alhaji Lawal Muktar Mustapha and 10 Village Heads in Mayo Ine District, Fufore and Mbilla District in Mayo Belwa as well as other witnesses.

The CEO told that gathering that the mission behind it is to derive the agenda of Governor Ahmadu Umaru Fintiri led administration of rural infrastructure, economic development, wealth creation and providing employment opportunities for the teeming electorate in the state.

Alh Musa disclosed that the economic benefits of Sugar Cane is more than any agricultural produce depending on the experts that will process it, assuring that Mayo Ine Community stands to benefit from the Company more than any Community in the state.

He informed them that very soon Governor Ahmadu Umaru Fintiri, Central Bank Governor and other high profile personalities and experts will be in the Community for foundation laying ceremony after which the Company will kick start its activities, and called for support and cooperation so as to enable the Company succeeds.

In his remarks, the Director Policy Planning of the National Sugar Council of Nigeria, Alh Babangida Damare stated that the Council is delighted that the Company is coming on board with a clear cut mission, saying that the decision by Company to establish Sugar Cane Plantation is a welcome development for the state.

The Director explained that Nigeria is consuming over 1.7million metric tonnes of sugar currently and that the Country is producing less than 2 percent of it, saying that Company will contribute enormously in bridging the gap between demand and supply of Sugar.

He commended Governor Ahmadu Umaru Fintiri and Lamido Adamawa, Alh. Dr. Muhammad Barkindo Aliyu Musdafa for being solidly behind the establishment of the Company, adding that the economic benefits of the Company to the state cannot be overemphasised.

Also speaking on behalf of Fufore and Mayo Belwa LGCs, the Executive Chairman Mayo Belwa LGC, Mr Gershon Kasuwa said that the citizens of both the LGAs are happy with the plan, and pledged the readiness of the LGCs to providing needed support for taking off and for the growth of the Company.

LEGACY COMPANY, MAYO INE COMMUNITY SIGN MoU ON SUGAR PLANTATION

In response to favourable investment climate created by Governor Ahmadu Umaru Fintiri led administration in the State, Legacy Sugar Company Limited has indicated its interest towards establishing Integrated and Mechanised Sugar Cane Plantation in Mayo Ine Community in Fufore Local Government Area, Adamawa State.

To this end, the Legacy Company today signed a Memorandum of Understanding with Mayo Ine Community for the establishment of the of state of art Company that will produce raw Sugar cane on 15,000 hectares of land that will be crushed and refined into high quality white sugar for consumption.

The MoU was signed on behalf of the Company by it Chief Executive Officer, Alhaji Abubakar Musa, Director Policy Planning, National Sugar Council of Nigeria, Alhaji Babangida Damare, Executive Chairmen of Fufore and Mayo Belwa Local Government Councils, the District Head of Mayo Ine, Alhaji Lawal Muktar Mustapha and 10 Village Heads in Mayo Ine District, Fufore and Mbilla District in Mayo Belwa as well as other witnesses.

TROOPS, VIGILANTE REPEL BOKO HARAM ATTACK IN GARKIDA


Nigerian Army with the support of the Vigilante Group have just repelled a fresh attack by suspected Boko Haram on Garkida, a community in Gombi Local Government Area in Adamawa state.

According to sources from Garkida, the insurgents who invaded the Garkida this evening succeeded in setting some buildings on fire but were resisted by the Military in support of the Vigilante.

NEWS PLATFORM learnt that curfew has already been imposed on the Community in an effort to calm the situation.

Details on the level of damages caused by the dreaded Boko Haram is yet to be ascertained.

When contacted for confirmation, the Spokesman of the Police Command in the State, DSP, Suleiman Yahaya Nguroje, said that the command has deployed its men and currently gathering information on the incident.

HARVEST: POLICE ARREST 23 SHILA BOYS INCLUDING 17 YEAR OLD GIRL

Adamawa State Police Command has intensified its hunt on the dreaded Shila boys with the arrest of 23 including a 17 year old female member.

The Spokesman of the command, DSP Suleiman Yahaya Nguroje made this known in a chat with NEWS PLATFORM in his office today.

DSP Yahaya Nguroje said that the command decided to raid all the criminal hideout most especially within the state capital so as to arrest all the suspects that still operate in the state.

According to him, their men nabbed 17 suspects Yesterday and 6 Today including a 17 year old female member, making the total of 23 within 2 days, saying that they intercepted a lot of exhibits from them.

He reiterated the commitment of the command towards curbing  insecurity, and called on the general public not to relent in giving relevant information to the command to enable them apprehend more suspects for prosecution.

ADAMAWA POLICE COMMAND HALTS R- PDP MEETING IN YOLA


Few hours to its purported meeting scheduled to hold at Lelewal motels in Yola, the Adamawa State Capital today, the State Police Command has barred the Reformed Peoples Democratic Party (R- PDP) kingpins from holding meeting for lack of recognition.

The R-PDP had been moribund in the state since its alliance with All Progressives Congress(APC) in 2015, but resurfaced recently with plans to host stakeholders meetings.

But for lack of recognition and registration with the Independent National Electoral Commission (INEC), the meeting slated for today by the party was halted by the police on grounds that the party is not recognised by law.

Speaking to newsmen on the action of the Police in his office today, the Police Public Relation Officer(PPRO), DSP Suleiman Yahaya Nguroje, explained that the Command had received a letter of notification for the meeting written by R-PDP of it intention to hold the meeting today.

DSP Nguroje said that for the Command to give them necessary support, it has to make some enquiries to that effect, saying that in its investigation, the Command found out that the party is not among political parties duly registered by the electoral body.

According to him, the Command replied to them formally that their party is not found anywhere registered by INEC, and further advised them not to do anything contrary to law.

He added that the Command decided to make a deployment in order to stop any attempt that will cause a breakdown of law and order in the state, pointing out that the Command is not doing anything to contravene the law, rather enforcing it for peace and stability.

MAN GETS #638, 000 FOR ILLEGAL DETENTION OF HIS TRICYCLE IN ADAMAWA


National Commercial Tricycle and Motorcycle Owners and Riders Association (NATOMORAS) Numan Branch in Adamawa State has been ordered by a Yola High Court to pay the sum of#638, 000 to Muhammed Abdulsalam for illegally detaining his tricycle for 34 days.

The tricycle was detained for a total period of 34 days at different times of 7days and 27 days in 2016  on account of non - payment of an outstanding balance Five Hundred naira (#500.00) only to the official of NATOMORAS in Numan.

According to the Court, the sum of #300, 000,00. is awarded to Muhammed as general damages for the injury and trauma of wrongful, unjust and unlawful detention of his tricycle despite several demands for its release.

Part of the awarded amount according to the court, the sum of #238, 000,00. is for special damages as Muhammed's specific claims for loss of earnings as a result of wrongful detention of his tricycle for 34 days, while the sum of #100,000,00. is to be paid to the complainant as cost of the legal action.

Earlier, Muhammed Abdulsalam, a tricycle operator and resident of Ngalang Village in Numan Local Government dragged Pwati Hunkuso, and Isiyaka Tukur, Chairman and Vice Chairman respectively of the association in Numan for themselves and on behalf of the association to the court of law for illegal detention of his tricycle.

Hunkuso and Tukur, joined as 1st and 2nd defendants are residents of Gweda Mallam, Sabon Pegi and Sabon Pegi in Numan Local Government Area respectively.

The complainant had earlier informed the court that sometimes in August, 2016, there was a peaceful protest by owners and riders of Commercial Tricycle (Keke NAPEP) over rampant cases of theft of tricycles as a result of which the association introduced a new code number for the members.

Muhammed averred that 6 days after the protest, he was personally accosted by Tukur (2nd defendant) while conveying passengers who forcefully stopped him and demanded that he should pay the sum of One Thousand naira (#1,000,00.) being the charges for the new code number.

He told the court that he further explained to the defendant that his brother had since paid the sum of Five Hundred naira (#500.00.) leaving an outstanding balance of Five Hundred (#500.00.) which he was prepared to settle right away.

According to him, the defendant who appeared not satisfied with his explanation and instant offer to settle the outstanding balance of Five Hundred (#500.00,) he (2nd defendant) forcefully seized his tricycle and took it to their office where he detained it for 34 days.

The complainant however prayed the court to declare that the detention of his tricycle was wrongful, unjust, unlawful and constitutes a violation of his right to own and economically benefit from the use of his tricycle.

Equally, he asked the court to order the defendants to jointly and severely pay the sum of #7000 per day as specific claims for 34 days, and the sum of #1.5million as general damages for unlawful detention of the tricycle.

Delivering judgement on the matter, a Yola High Court presided by Justice Abdul-Aziz Waziri declared that the detention of the tricycle was unlawful, unjust, wrongful.

Justice Waziri further ordered the defendants to pay the sum of #638,000.00. to the plaintiff for the detention of his tricycle, general damages and for the legal action.

ADHA DIRECTS MUBI EMIRATE COUNCIL TO REVERSE THE APPOINTMENT OF MADAGALI DISTRICT HEAD


Adamawa State House of Assembly has directed Mubi Emirate Council to as a matter urgency reverse the appointment of Bakura Iya, the current District Head of Madagali.

The Honourable Members of the House posited that the result of the election as the will of the majority should be respected and the appointment be reversed.

The Lawmakers further directed the Ministry for Local Government and Chieftaincy Affairs to commence the amendment of State District Creation Law 1992, to provide that " the person with highest votes should be the one to be recommended for the appointment " and that public hearing should be conducted on the bill.

The action of the State Legislators followed the consideration and adoption of the report of the House Standing Committee on Public Petitions presented before the house by the Chairman of the Committee and Member representing Fufore Gurin Constituency, Hon. Shuaibu Babas.

Earlier, the Committee told the house that letters from Mubi Emirate Council and District Head of Madagali dated 23rd and 21st September, 2019, respectively confirmed that there was an election to fill the vacant seat of the traditional institution.

According to the Committee, both the Emirate and the District Head told the Committee that 3 persons contested for the seat, explaining that the Lawans who voted during the exercise were 4 in number and that 3 voted for the petitioner, Yerima Mustapha Iya.

The Committee intimated the House that Yerima Mustapha Iya who petitioned the House polled 3 votes while the current District Head, Bakura Iya scored 1 vote, explaining that the Mubi Emirate Council recommended the name of Bakura Iya who got one vote for appointment by the then Governor Muhammad Umar Jibrilla Bindow.

The report added that the former Governor went ahead and approved the appointment in total disregard of the of the election result and the provision of the principle of peoples' will and democratic rules of the majority carry the votes.

But at it resume plenary session presided by the Speaker, Rt. Hon. Aminu Iya Abbas today, the Members directed the Emirate Council to reverse the appointment with immediate effect.

After debate by the Members, the Speaker Rt. Hon. Aminu Iya Abbas who presided over the sitting, directed the Clerk of the House to communicate the  resolutions/recommendations of the Lawmakers to the executive arm for implementation.

ADHA MP SEEKS INCREASE IN MEMBERSHIP OF DEV AREA ADVISORY C'TEE

Adamawa State House of Assembly Member representing Nassarawo Binyeri constituency, Hon. Umar Nashon Gubi has asked the Assembly to amend Local Government Establishment and Administration Law No. 8 of 2004, so as to increase the membership of Development Area Advisory Committee.

Already, the bill for the amendment of the law as sponsored by the Lawmaker has scaled through 1st reading at a resumed plenary session presided by the Speaker of the House, Rt. Hon. Aminu Iya Abbas Monday.

The bill is expected to increase the membership of the Development Area Advisory Committee to cover critical sectors such as Security, Environmental and Special Duties.

According to the sponsor, Hon. Umar Nashon Gubi, the amendment in the bill will make Development Areas more effective to meeting the yearnings and aspirations of the people at the grassroots.

The Legislator said that the merit of the bill is to make amendment so as to increase Membership of the Advisory Committee to cover Security, Environmental and Special Duties, saying that the Committee will comprise people of proven integrity.

After the 1st reading of the bill, the Speaker of the House, Rt. Hon. Aminu Iya Abbas directed the Chairman Rules and Business of the Assembly to schedule the bill for second reading at the next legislative day.

ADAMAWA HOUSE OF ASSEMBLY HOSTS NYSC PRESS CDS, PLEDGES SUPPORT


The Adamawa State House of Assembly has hosted National Youth Service Corps Press Community Development Service (CDS) with a promise to support them in the execution of projects.

The Speaker of the Assembly, Rt. Hon. Aminu Iya Abbas who hosted the students on courtesy visit Tuesday, pledged the readiness of the house towards supporting them during their service in the state most especially in the implementation of their community development projects.

He advised them to forward their plan of action to the Assembly for consideration and support so as to ensure its implementation, saying that the Assembly is pleased to welcome them to House.

He further tasked them to be good ambassadors during and after their service, informing them that the government of the day has taken the issue of insecurity seriously and striving hard towards addressing it.

He told them that Adamawa state is not like the way some people have been portraying it, adding that the citizens of the state are peace loving, and they live in peace with their neighbours as well as their visitors.

Also speaking, the Member representing Demsa constituency, Hon. Kate Raymond Mamuno called on them to carry out advocacy programmes on the community development service.

Speaking earlier, the leader of the NYSC Press CDS, Kelchang Changko appreciated the peaceful nature of Adamawa, saying that what they have seen is contrary to stories they heard about the state before their posting.

He said that what they saw has completely changed their perception about the security situation of the state, commending the present administration for doing everything possible to checkmate crime.

He further pleaded with the house to support them in the implementation of some of the projects so as to leave a legacy after completing their service in the state.

In a related development, the Speaker of the House of Assembly, Rt. Hon. Aminu Iya Abbas has enjoined students of the Suleiman Ribadu College, Yola to work hard so to excel in their educational pursuit.

Rt. Hon. Aminu Iya Abbas commended them for being the first school that appreciated the house after their excursion in the house, and wished them well in their future endeavour.

Earlier, speaking while leading the students, Mr. Alex thanked the Assembly for the opportunity accorded to come and see things for themselves, saying that they decided to come to house to see legislature in action.

ADHA MEMBER DONATES CAR, INSTRUCTIONAL MATERIALS TO PROMOTE EDUCATION


As part of effort towards promoting the standard of education in his constituency, the member representing Michika constituency at the Adamawa State House of Assembly, Hon. Joseph Ayuba Kwada, has donated textbooks to all Islamic and some Christian schools in Michika Local Government Area.

Hon. Kwada popularly known as Depolis has equally donated brand new Toyota Starlet to Women Ambassadorial Ministry Initiative (WAMI), a women organisation in his constituency.

According to the Legislator, the kind gesture was part of his responsibilities as the representative of the people at the Assembly, and promised to continue in complementing the efforts of Governor Ahmadu Umaru Fintiri led administration in the state by impacting positively in the lives of his constituents.

It could be recalled that the Honourable Member in December, 2019, donated a 600 capacity chapel he personally constructed for John Guli Bible College (JGBC) in Michika.

Speaking while donating the textbooks and the car to the beneficiaries at Civic Center in Michika over the weekend, the Member representing Michika constituency, Hon. Joseph Ayuba Kwada, said that he deemed it necessary to touch the lives of his people at the grassroots as he had promised to them.

Hon. Kwada disclosed that his primary responsibility at the hallowed chamber is to enact laws and not the execution of capital projects, saying he decided to donate the vehicle to the women organisation so as support them in their activities.

He added that he found it worthy to compliment the efforts of Gov. Ahmadu Umaru Fintiri on education sector, especially his recent declaration of free and compulsory primary to secondary education, saying that the items will aid the pupils in the educational pursuit.

While promising to continue in providing dividends of democracy to his constituents, Hon. Ayuba Joseph Kwada appealed to the beneficiaries to judiciously utilise the items donated to them.

In his remarks while unveiling the car, the Executive Chairman Michika Local Government Council, Hon. Michael Shehu commended the Legislator and prayed God to continue to protect and give him more wisdom so as meet the basic needs of his teeming electorate.

Hon. Shehu further described the initiative of the Lawmaker as unprecedented and worthy of emulation by other individuals and groups, explaining that the provision of education is a collective responsibility.

YOLA NORTH MEMBER COMMISSIONS OUTPOST FOR CHUSAL VIGILANTE GROUP


Determined to complement the effort of the present administration in tackling insecurity in the state, the member representing Yola North constituency at the Adamawa State House of Assembly, Hon. Hamidu Sajo Lekki has constructed and commissioned security outpost for Chusal Vigilante in his constituency.

Speaking while commissioning the outpost located at down Luggere in Yola, the State Capital today, the Speaker of the House of Assembly, Rt. Hon. Aminu Iya Abbas commended the effort of the member in constructing the outpost for the Vigilante.

The Speaker pointed out that the primary concern of the citizens is the issue of security, and charged the Vigilante Group to effectively utilise the outpost for the purpose intended.

According to him, the challenges confronting Yola North is more than any other LGA in the state because it is the state capital where people of different political, social, economic and ethno religious backgrounds reside, and appealed to the executive arm to enhance the allowances of Vigilante and Local Hunters as they contribute tremendously in the maintenance of peace and security. 

The Speaker who was represented at the event by the Chairman House Standing Committee on Information and Member representing Gombi constituency, Hon. Japheth Kefas called on the youth to desist from acts capable of endangering their lives, and appealed to the government to reintroduce Jimeta Marshal as its contributes a lot in reducing unemployment.

In his remarks, the member representing Yola North and Chairman House Standing Committee on Health and Human Services, Hon. Hamidu Sajo Lekki, said he decided to construct the outpost following a special request forwarded to him when he and the Commissioner of Police in the state visited the ward.

Hon. Lekki disclosed that when they visited the area sometimes in the past, he was briefed on the security challenges facing the area and decided to construct the outpost so that it will serve as a meeting area for the Vigilante Group.

The Lawmaker told the gathering that his primary concern is to ensure the provision of meaningful representation at the hallowed chamber, saying that he is lobbying for the construction of health centre at Luggere ward because according to him, it is only Luggere ward that is without it.

He appealed to them to rally round the government of the day so as to enable it succeed, saying 70 percent of the 2020 budget will be implemented within the State Capital which is their immediate constituency and that they will be the first beneficiaries of every government's project.

Hon. Hamidu Sajo Lekki added that the present Assembly is striving hard to enact laws that have direct bearing on the lives of the people at the grassroots, and called on the Vigilante Group to contribute their quarter in tackling insecurity in the state.

In his remarks, the Commissioner of Police in the State, CP Audu Madaki who was represented by DSP Baderu Adeyemi applauded the contribution of the Legislator in combating crime in the state, and charged the Vigilante Group to liaise with other security agencies in the fight against insecurity.

The CP cautioned the Vigilante Group to avoid exercising powers unnecessarily most especially on the suspects, calling on them to identify bad eggs in the group for the unity and progress of the Group.

On his part, the Executive Chairman Yola North LGC who was represented by his Vice, Hon. Paul Buba called on the member on member snd the House of Assembly as a whole to continue in advising Government on the issue of security.

Also speaking, the District Head of Jimeta, Alh. Muhammadu Inuwa Baba Paris who was represented by Alh. Mohammed Chubado thanked the Member for the giant strides, saying that Yola North constituency is proud of its member.

The District Head asserted that the member has set a record to be the first lawmaker to construct outpost for the group, explaining that Chusal has been established for more than 40 years now.

In his welcome address, the State Commandant Chusal, Ado B. Ladan appreciated the member for providing an outpost that will enable their members to meet, expressing optimism that the outpost will go along way in improving the security situation within the state capital.

PARTICIPANTS LAUD ADHA/MINISTRY, HARP ON SYNERGY FOR GOOD GOVT

Participants at a 3 -Day Induction Workshop organised by the Adamawa State House of Assembly in conjunction with the Ministry for Local Government Affairs have lauded the spirit behind organising the workshop which equipped them with legislative knowledge.

According to cross section of the participants, the legislative knowledge bequeathed them by the organisers will aid them in their official engagements towards good governance at the grassroots, and harped on synergy between the executive and legislative arms of government for the development of the state. 

The induction workshop was organised by the House in collaboration with the Ministry for elected Councillors, Clerks and Sergeant at Arms of the 21 Local Government Councils in the state.

Held at Lelewal Motels in Yola, the Adamawa State Capital, the induction workshop attracted the targeted participants, Leadership and Staff of the Assembly as well as the Ministry.

Earlier, in his opening remarks, the Speaker of the Assembly, Rt. Hon. Aminu Iya Abbas, stated that the House of Assembly and the Ministry decided to organise the induction workshop so as to build the capacity of the participants to effectively carry out their constitutional duties.

He congratulated the newly elected councillors and emphasised on the roles of the legislature in democracy and service to the people, stressing the importance of understanding the centrality of legislature in democracy.

Rt. Hon. Aminu Iya Abbas challenged them to brace up for the task ahead to enable them justify the confidence their electorate repose in them, and be resolute in confronting anything that might want to threaten their constitutional responsibilities.

Also speaking, the Deputy Speaker of the House and Member representing Numan constituency, Hon. Pwamwakaino Mackondo commended the wisdom behind the event.

Hon. Mackondo called on them to avail themselves with the opportunity provided and equip themselves with knowledge pertaining lawmaking business to enable their LGCs provide good leadership for the people.

Baring his mind, the Chairman House Standing Committee on Local Government Affairs and Member representing Nasarrawo Binyeri constituency, Umar Nashon Gubi, said he was confident that the Councillors came on board with the zeal to provide good governance to their electorate.

Hon. Nashon told the gathering that their desire for change could not be achieved without knowledge on the modus operandi with which to carry out their constitutional responsibility, hence the invitation of the competent hands to equip them with the required inputs.

According to him, the workshop was timely bearing in mind that the participants have just been elected into office, and appreciated Governor Ahmadu Umaru Fintiri, the Speaker and other Honourable Members and the Ministry for their support and cooperation.

In a keynote address, the Commissioner Ministry for Local Government Affairs, Hon. Mohammed Umar disclosed that the workshop is coming at the right time so as to enable the newly elected councillors know their roles/functions at the Local Government level.

Hon. Umar explained that training and retraining is very critical to the success of every government most especially to the legislators at the LG level who enact laws that have direct bearing on the lives of the people at the grassroots.

In his paper entitled, "Responsibilities of Councillors to their Wards" the Chairman House Committee on Women Affairs and member representing Verre constituency, Hon. Abdullahi Umar Yapak tasked them to strive hard and provide the greatest happiness to the greatest number of people in their various wards.

Hon. Yapak observed that councillors' responsibilities must result in improving the living condition of the people through the provision of portable drinking water, motorable feeder roads, effective and responsive healthcare delivery.

In his vote of thanks, the Clerk to the House, Ahmed Musa Gaude thanked both the organisers and the participants, appealing to the participants to put into practise the knowledge acquired during the workshop for the development of their LGAs.

ADAMAWA LEGISLATOR BAGS AWARD OF EXCELLENT REPRESENTATION


In recognition of his contributions towards good governance at the grassroots level, the Member Representing Fufore/Gurin Constituency at the Adamawa State House of Assembly, Hon. Shaibu Babas has been conferred with an award of excellent representation.

The award of excellent representation was conferred on Hon. Babas by Hausa Youth Mobilisation Forum in Fufore Local Government Area Adamawa State.

Speaking while presenting the award to the Honourable Member at House of Assembly complex Friday, the Leader of the Delegation, Comrade Awwal Abubakar said that the award followed wide consultations with their members across the constituency and nominated the recipient based on his contributions to the Youths and vulnerable groups in his constituency and the state at large.

Comrade Awwal disclosed that Hon. Babas proved to his electorate that he is a grassroot politician who always work towards the development of his communities and recalled his contributions most especially when he was an Administrator Malabu Development Area.

 In his remarks, the spokesman of the forum Umar Garba said they had passed a vote of confidence on the Lawmaker in recognition of his achievements especially in the area of water supply, education, youth empowerment and facilitation of rural roads in some parts of his constituency.

Responding while receiving the award, Hon.Shuaibu Babas (Fufore/Gurin) appreciated the Youth Forum for finding him worthy for the special recognition, saying the honour done to him will spur him to do for his electorate.

Hon. Babas assured them that Youth and Women empowerment will continue to be accorded topmost priority, explaining that Youth and Women are the most vulnerable in the society, hence the need on wealthy individuals and political office holders to invest in them.

He reiterated his commitment towards ensuring that his constituents reap dividends of democracy, and further appreciated the leadership and the members of the Forum.

Also speaking, the Clerk to the House of Assembly, Alhaji Musa Ahmad Gaude described the award as a well deserved done to member taking into cognisance his contributions not only to his constituents but the entire state.

BOOST: COURT ORDERS YEDC TO PAY #34.9 MILLION TO ADAMAWA BOARD OF INTERNAL REVENUE

Adamawa State High Court sitting in Yola, the State Capital has ordered the Yola Electricity Distribution Company (YEDC) to pay the whopping sum of  #34.9million to the State Board of Internal Revenue.

The court's order followed the rejection of a motion for stay of execution instituted by the Electricity Distribution Company dated 9th December, 2019 against earlier judgement delivered in favour of the Board of Internal Revenue.

The company had prayed for an order of the Honourable Court presided by Justice Andul-Aziz Waziri for stay of execution of the judgement delivered by the same court on the 18th November, 2019, pending the determination of its appeal at the Yola Court of Appeal.

It could be recalled that in its earlier judgement in suit number ADSY/93/2019 filed by the State Board of Internal Revenue, the Court ordered the Company to pay over #34.9million to the Board.

The Board had dragged the Company to the Court and urged it to order the Company to pay the sum of #227, 222, 413. 57 being under deducted Pay As You Earn from its employee's emoluments residents in the state for the year 2017.

It also demanded the payment of #2, 722, 241.36 being 10% statutory penalty per annum, and payment of #5, 172, 258. 58 being statutory interest of 19% of the Central Bankof Nigeria (CBN) commercial lending rate.

The decision of the court which did not go down well with it, the Company appealed the matter and urged the Appeal Court to set the judgement aside so as not to pay the money.

In its desperate moves to achieve its objectives, the Company went back to the High Court and filed a motion for stay of execution pending the determination of the suit lodged at the Appeal Court.

But in its ruling on the motion, the Court presided by Justice Abdul-Aziz Waziri held that the affidavit in support of the motion relied upon by the Company does not contain requisite ingredients to warrant an order for stay of execution.

Justice Waziri declared that the applicant made mention in a summary form what challenges being encountered by her without any supporting evidence, saying that the glaring flaw is that there is no description of the applicant's income, asset, interest and properties as well as obligation and liabilities in the affidavit in support to offer a helping hand in the exercise of the court's discretion.

According to him, order 48 Rule 1 of the Rules of the Court, 2013, provides that where any application is made to the Court for a stay of execution or of proceedings under any judgement or decision, the application must be made by notice of motion supported by affidavit setting forth the grounds upon which a stay of execution or of proceedings is sought and a written address in respect of the application.

The sole issue identified by the applicant according to him, failed and here by dismissed as no evidence supporting its grant, saying that it is part of the gains and the stability of the administration of justice for a successful litigant to be allowed the benefit of enjoying the fruits of his success.

Justice Abdu-Aziz added that the law requires that for the successful litigant to be denied the immediate enjoyment of the fruits of his success, the application for an order of stay of execution must show special circumstances in relation to the application for the stay of execution.
