ADAMAWA HEAD OF SERVICE ADVISES ADHA TO ESTABLISH ANTI-CORRUPTION UNIT



The Head of Civil Service Adamawa State Dr. Edgar Amos Sunday, has advised the State House of Assembly to expedite action and establish anti-corruption unit in the house.

The Head of Service gave the advice while speaking at the inauguration ceremony of the House Standing Committee on Public Service and Electoral Matters of the State House of Assembly yesterday.

Dr. Edgar, asked the Speaker, Rt. Hon. Aminu Iya Abbas, to see the reason of establishing the anti graft agency to aid in combating corruption and other sharp practices in the act of governance at the hallowed chamber.

He told the gathering that when he became the HoS, he established the anti- corruption units in all the Ministries, Departments and Agencies in order to checkmate cases of corruption in the civil service, saying that the state currently has the units in all the MDAs.

However, he posited that another thing that will help fight the cankerworm is the issue of budgeting process and budget discipline.

He assured that the civil service will continue to carry out its responsibilities in assisting the house towards ensuring that the budgeting process, budget implementation are strictly adhered to.

HOUSE COMMITTEE APPEALS FOR CONCERTED EFFORT TO CURB INSECURITY








The failure of security agencies to effectively curtail the security threats besetting some parts of Adamawa state was the major concern of stakeholders in security sector at the inauguration of the House Standing Committee on Security and Boarder Integration of the state assembly.

The stakeholders noted with dismay how the security challenges ranging from armed banditry, farmers/herdsmen clashes, shila boys and kidnapping have continued to cause sleepless night amongst the hapless citizens in some parts of the state.

It was against this backdrop that the newly inaugurated House Committee on Security called for a concerted effort so as to stem the tide of the challenges bedeviling the some communities in the state.

Speaking shortly after the inauguration of his committee on Security by the Speaker of Assembly, Rt. Hon. Aminu Iya Abbas, the Chairman of the committee and Member representing Michika Constituency, Hon. Joseph Ayuba Kwada(Depolis), told the stakeholders that security is everybody's business and that all hands must be on deck to address it.

Hon. Ayuba Kwada, who is the Chief Whip of the Assembly declared that his committee intends to work harmoniously with ministry, departments and agencies and all relevant stakeholders in the state to provide a lasting peace within the state.

He pledged the readiness of the committee to carry out their duties diligently for the progress of the state, saying the committee will be up and doing in its oversight function with a view to protecting lives and property of the citizens.

He further tasked the MDAs to be committed to their responsibilities as custodians of public trust so that their collective responsibilities of delivering a peaceful Adamawa will be achieved.

Speaking while inaugurating the committee, the speaker of the house,Rt.Hon. Aminu Iya Abbas, charged the committee to do everything possible within its powers towards proffering solution o insecurity threats.

Rt. Hon. Abbas, urged the committee to synergize with the MDAs under it and other stakeholders to address the challenges.

WE WILL OVERSIGHT TO ENSURE LGCS' ELECTION IS FREE, FAIR, SAYS HON. DONGLOCK









Newly inaugurated House Standing Committee on Public Service and Electoral Matters of the Adamawa state House of Assembly says it will intensity oversight functions towards ensuring that the forthcoming Local Government Councils election is credible, free and fair.

The committee headed by the member representing Guyuk constituency and the Deputy Chief Whip of the Assembly, Hon. Adwawa Donglock, was inaugurated yesterday by the Speaker of the Assembly, Rt. Hon. Aminu Iya Abbas.

Earlier, the Speaker had while inaugurating the committee, said that the membership of the committee was carefully selected considering the enormous task that is ahead of it ranging from the entitlements of workers, discrepancies in salaries, allowances and even retirement from service and several other problems in the civil service.

Rt. Hon. Iya Abbas, who is also the member of the committee, told the Chairman and other members of the committee to carry out their activities diligently so as tackle issues that affect the civil service in the state, explaining that the citizens have high expectations on the committee to see to the improvement of their living standard.

The Speaker said that he is confident that the committee will deliver on its assignment, urging them to without delay swing in to action in order address issues pertaining the entitlements of civil servants and those that retired from service as well as electoral matters.

But speaking shortly after the formal inauguration, the Chairman of the Committee, Hon. Adwawa Donglock (Guyuk Constituency), declared that his committee will intensity oversight functions to make sure that the executive arm fulfills it promises to the civil servants, those that retired and the general public.

Dr, Edgar said he likes the composition of the committee because the Speaker himself is the member of the committee, assuring them of their support at all times.

ADHA EDUCATION C'TTEE TO ASSESS THE PERFORMANCE OF MDAs ON MONTHLY/ QUARTERLY BASIS


It may not be business as usual as the new House Standing Committee on Education of the Adamawa state House of Assembly has vowed to assess the performance of Ministries, Departments and Agencies (MDAs) under the committee on monthly and quarterly basis.

The committee declared that it will demand for the submission of progress and financial reports on the education sector on monthly and quarterly basis, so as to know exactly what is happening in the sector, saying it is a deliberate effort by the new committee to turn around the standard of education in the state.

The Chairman of the Committee and Member representing Hong constituency, Hon. Bathiya Westley, stated this shortly after the inauguration of his committee by the Speaker of the House of Assembly, Rt. Hon. Aminu Iya Abbas.

Hon. Bathiya, told the speaker and the gathering that his committee had designed the standard tracking mechanism in line with international best practice through constant monitoring of capital projects in the sector.

However, he warned the proprietors of unregistered private schools in the state to desist from what he described as ugly trend an obtain permission from the appropriate authorities before establishing such schools, cautioning tertiary institutions that generate and consume to avoid such practice, as the committee will ensure zero tolerance on corruption in the sector under his watch.

He described education as a means for developing individuals and preparing them for a meaningful and fulfilled life, adding that it is the means through which society can develop and harness its human and material resources, improve the society itself and enhance quality of life.

The lawmaker observed that he is always disturbed whenever he sees children roam about streets begging for alms during school hours, advocating for urgent action to create a conducive environment where each and every pupil will be enrolled to school.

He appealed to the government not pay lip service to the problems in the sector and however urged on all critical stakeholders in the sector to strive hard in ensuring that citizens acquire both formal education and skill necessary for the service of the state and for self accomplishments.

According to him, the task ahead the committee is enormous and that decisive steps must be taken if the sector must be resuscitated, calling all the ministries, boards, parastatal under the committee to cooperate and support his committee by working from strength to strength towards uplifting the standard of education in the state.

Educational development in the state, according to him, can only be realised if only they put heads together in ensuring adequate budgetary provisions and prompt release of funds to the sector.

He informed his MDAs that his committee will soon undertake a familiarisation tour to their respective organisations so as to see things for itself, and thanked the speaker for appointing and inaugurating him and other members of his committee.

Hon. Bathiya Westley equally appreciated the principal officers of the MDAs that graced the occasion, and explained that their presence was a source of encouragement to them.

ADHA INAUGURATES CTT'EE ON INFORMATION, HARPS ON PROPER INFORMATION MGT



Speaker Adamawa state House of Assembly, Rt. Hon. Aminu Iya Abbas, has formerly inaugurated the House Standing Committee on Information, Sustainable Development Goals(SDGs) and Poverty and Wealth Creation (POWECO), and charged the committee to ensure proper management of information.

The new committee inaugurated has the ministry of Information, SDGs, POWECO and all the state owned media outfits including the Adamawa Press Limited (APL), Publishers of The Scope Newspaper, Adamawa Broadcasting Corporation (ABC) and Adamawa Television Corporation (ATV), Yola.

Speaking while performing the inauguration ceremony, the Speaker of the hallowed chamber, said that the committee is saddled with the responsibility of managing the image of the house, and that the house relies on it for proper management of information concerning it, saying: "on the other side, the ministry and its parastatals are the image maker of the executive arm".

Rt. Hon. Iya Abbas, said that no matter the achievements of the government, without proper management of information, people will not know, and called on the ministry and its media outfits to cooperate with the committee and disseminate relevant information to the public.

According to him, the committee is going to work hand in hand with the media for the progress of the state, adding that the committee is going to be between the legislature and executive arm respectively, and urged the committee to protect the image of the government of the day.

Responding, the Chairman of the Committee and Member Representing Gombi constituency, Hon. Japhet Kefas, appreciated the speaker and the house for finding him and his colleagues worthy to serve under the committee.

Hon. Kefas, who is the Deputy Majority Leader of the house, said his committee is the one that is expected to give a sense of belonging to their electorates, adding that it is the Committee that gives information about the policies and programmes of the government or day to day activities of the house.

He disclosed that his committee will exert all effort in contributing positively towards the success of the house and the government of the day, pledging to ensure that the synergy between committee and executive arm waxes stronger.

Also responding on behalf of the General Managers of APL, Jauro Saleh Buba, ABC, Alleni Ethan Day, ATV, Ibrahim Buba, and others, the Permanent Secretary Ministry of the ministry, Mr. Polycarp Ayuba, commended the speaker and the house for successfully inaugurating the committee.

He assured the house of the support and cooperation of the ministry and all the media organisations under it for the progress of the state.

ADSEMA CONFIRMS 4 KILLED, 6 INJURED IN PRAMBE ATTACK


The Adamawa State Emergency Management Agency (ADSEMA) has just confirmed the killing of 4 people, while 6 others feared injured in the recent attack on Prambe, a community in Song Local Government Area Adamawa state.

According to the agency, the situation in the community is now calmed and that all the people that were hitherto displaced have returned to their traditional homes.

The Director Rescue, Relief and Rehabilitation of the agency, Muhammad Buba Bindir, who made the confirmation in a telephone chat with News Platform today, said that 4 people were killed, while 6 others injured in the attack.

He added that those injured in the attack are currently receiving medical attention, saying the community needs emergency relief materials like food items, blankets, mosquito nets among others to ameliorate their suffering.

Muhammad Buba Bindir who was the Leader of the Assessment Team set up by the Executive Secretary of the agency, Dr. Mohammed Amin Suleiman, to visit the area, stated that the team was in Prambe on Friday last week, for an on the spot assessment of damages caused by the attack.

He contended that the team was able to meet with the stakeholders in the community and had been brief about the incident, pointing out that they had a fruitful discussion with the stakeholders on the need to forgive each other and  live in peace.

The Leader disclosed that his team is forwarding its memo to the government immediatelyfor approval so as to provide the needed relief materials to the victims, commending the present administration for its commitment on such issues.

He declared that the kind of immediate response the agency receives is commended, adding that anytime they forward their memo is considered with immediate effect by this government.

According to him, the action by the agency was in compliance with the resolution passed by the state lawmakers.

It could be recalled that the state assembly on a motion on matters of public importance sponsored by Hon. Simon Isa (Song), directed the ADSEMA to as a matter of urgency provide relief materials for the people in the community.

ADHA SPEAKER, OTHER LAWMAKERS CONDOLE GOV FINTIRI OVER THE DEATH OF HIS FATHER


The Speaker Adamawa State House of Assembly, Rt. Hon. Aminu Iya Abbas, and several other members of the house have condoled the Executive Governor of the state, Ahmadu Umaru Fintiri, over the death of his father.
The Speaker along side other members including the Chief Whip of the Hon. Joseph Ayuba Kwada(Michika), Hon. Simon Isa (Song), Hon. Adwawa Donglock(Guyuk), Hon.Westly Bathiya(Hong), described the death as great loss not only to the Governor but their respective constituencies and the state at large.
In their separate condolence messages, the speaker and the members sympathised with the Governor, his family and the entire state over the passing away of his father.
The Speaker and the members condoled Governor on their behalf and that of their respective constituencies, praying Allah to grand him the fortitude to bear the irreparable loss.

It is a known fact that governments at all levels are currently exploring difference sources of revenues to enhance its Internally Generated Revenue (IGR). The effort is aimed at generating revenues needed to meet the recurrent and capital requirement or for the services of government activities.
Likewise, in Adamawa state successive governments in the past had strived assiduously to boost revenue generation, but still depended largely on the federation account for the services of the state.
Even though they explored sources like licenses, taxes, fines and fees, rent on public and private property, earnings and sales among others; however, there are rooms for improvement on them. This improvement will go along way in making resources available for the state and its citizens.
More so, these sources should be improved upon through restructuring, keeping of accurate data, embarking on massive and purposeful training of workers, public awareness, deployment of modern technology to plug up leakages etc.
Taking these into consideration will tremendously enhance the IGR ;thereby, reducing over- dependence of the state government on revenues from the federation account before carrying out its activities.
It is in the light of the foregoing that the Deputy Speaker of the Adamawa State House of Assembly, Hon. Pwamwakaino Mackondo, suggested possible ways that if followed, will help the present administration succeed in boosting IGR.
The Deputy Speaker opined that proper accountability must be taken seriously, block all loopholes in IGR, implementation of Single Treasury Account (TSA), deployment of modern accounting system, and however advocated for diversification of revenue sources.
Hon. Pwamwakaino, a former Staff of the State Board of Revenue (BIR) who specialises in revenue generation, declared that Jimeta Ultra Modern alone is enough to jack up what the state realises every month, saying that from the look of things there is no proper accountability of IGR in the market.
He added that the motor licensing authority at BIR needs reorganization because according to him, he has a piece of information that some of the licensing are being taking to another state of which it is waste of revenue.
For public and private organizations that do not pay taxes, he posited that the state has legislation on it, but it needs improvement to make it effective, saying such organisations must be made to pay as they earn and be properly accounted for.
He observed with concern how revenues are being taking to other states as a result of poor application of the modern system of collecting revenues most especially that of number plates of vehicles.

It is a known fact that governments at all levels are currently exploring difference sources of revenues to enhance its Internally Generated Revenue (IGR). The effort is aimed at generating revenues needed to meet the recurrent and capital requirement or for the services of government activities.
Likewise, in Adamawa state successive governments in the past had strived assiduously to boost revenue generation, but still depended largely on the federation account for the services of the state.
Even though they explored sources like licenses, taxes, fines and fees, rent on public and private property, earnings and sales among others; however, there are rooms for improvement on them. This improvement will go along way in making resources available for the state and its citizens.
More so, these sources should be improved upon through restructuring, keeping of accurate data, embarking on massive and purposeful training of workers, public awareness, deployment of modern technology to plug up leakages etc.
Taking these into consideration will tremendously enhance the IGR ;thereby, reducing over- dependence of the state government on revenues from the federation account before carrying out its activities.
It is in the light of the foregoing that the Deputy Speaker of the Adamawa State House of Assembly, Hon. Pwamwakaino Mackondo, suggested possible ways that if followed, will help the present administration succeed in boosting IGR.
The Deputy Speaker opined that proper accountability must be taken seriously, block all loopholes in IGR, implementation of Single Treasury Account (TSA), deployment of modern accounting system, and however advocated for diversification of revenue sources.
Hon. Pwamwakaino, a former Staff of the State Board of Revenue (BIR) who specialises in revenue generation, declared that Jimeta Ultra Modern alone is enough to jack up what the state realises every month, saying that from the look of things there is no proper accountability of IGR in the market.
He added that the motor licensing authority at BIR needs reorganization because according to him, he has a piece of information that some of the licensing are being taking to another state of which it is waste of revenue.
For public and private organizations that do not pay taxes, he posited that the state has legislation on it, but it needs improvement to make it effective, saying such organisations must be made to pay as they earn and be properly accounted for.
He observed with concern how revenues are being taking to other states as a result of poor application of the modern system of collecting revenues most especially that of number plates of vehicles.
He disclosed that Taraba and Gombe states respectively are using easy registration, while Adamawa state is still using automatic registration, explaining that whenever there is network problem, automatic registration will take more than 2 to 3 days before you have one vehicle registered.
For easy registration, according to him, in less than 3 to 5 minutes, one can successfully register a vehicle, and therefore advised government to implement modern method of collecting IGR for availability of resources.

ADHA MEMBERS CONDOLE GOV FINTIRI OVER THE DEATH OF HIS FATHER


Several Members of the Adamawa State House of Assembly have condoled the Executive Governor of the state, Ahmadu Umaru Fintiri, over the death of his father.
The members include; the Chief Whip of  the house Hon. Joseph Ayuba Kwada(Michika), Hon. Simon Isa (Song), Hon. Adwawa Donglock(Guyuk), Hon.Westly Bathiya(Hong).
The members on behalf of their constituencies condoled the Governor, his family and the entire state over the passing away of his father, praying God, to grand him the fortitude to bear the irreparable loss.

ADSEMA CONFIRMS 4 KILLED, 6 INJURED IN PRAMBE ATTACK

The Adamawa State Emergency Management Agency (ADSEMA) has just confirmed the killing of 4 people, while 6 others feared injured in the recent attack on Prambe, a community in Song Local Government Area Adamawa state.

According to the agency, the situation in the community is now calmed and that all the people that were hitherto displaced have returned to their traditional homes.

The Director Rescue, Relief and Rehabilitation of the agency, Muhammad Buba Bindir, who made the confirmation in a telephone chat with News Platform today, said that 4 people were killed, while 6 others injured in the attack.

He added that those injured in the attack are currently receiving medical attention, saying the community needs emergency relief materials like food items, blankets, mosquito nets among others to ameliorate their suffering.

Muhammad Buba Bindir who was the Leader of the Assessment Team set up by the Executive Secretary of the agency, Dr. Mohammed Amin Suleiman, to visit the area, stated that the team was in Prambe on Friday last week, for an on the spot assessment of damages caused by the attack.

He contended that the team was able to meet with the stakeholders in the community and had been brief about the incident, pointing out that they had a fruitful discussion with the stakeholders on the need to forgive each other and  live in peace.

The Leader disclosed that his team is forwarding its memo to the government immediatelyfor approval so as to provide the needed relief materials to the victims, commending the present administration for its commitment on such issues.

He declared that the kind of immediate response the agency receives is commended, adding that anytime they forward their memo is considered with immediate effect by this government.

According to him, the action by the agency was in compliance with the resolution passed by the state lawmakers.

It could be recalled that the state assembly on a motion on matters of public importance sponsored by Hon. Simon Isa (Song), directed the ADSEMA to as a matter of urgency provide relief materials for the people in the community.

APPOINTMENT: HOUSE REPORT FAULTS 6TH ASSEMBLY, BINDOW OVER VIOLATION OF CONSTITUTION

Adamawa State House of Assembly Joint Committees on Public Service and Electoral Matters and that Justice and Judiciary have faulted the immediate past Assembly and former Governor Muhammad Umar Jibrilla, for not following due process in the appointment of Members of the state Judicial Service Commission (JSC).

The Committees headed by the Deputy Speaker, Hon. Pwamwakeno Mackondo(Numan) for Justice and Judiciary and Hon. Adwawa Donglock(Guyuk) for Public Service and Electoral Matters, told the house of the Assembly that their findings revealed that the past Assembly and former Governor Bindow, erred in the appointment of the members of JSC.

The committees in its report submitted at a resumed plenary session by Hon. Adwawa, declared that it is in conformity with the provision of the1999 Constitution as amended for the governor to make nomination and forward same to the house of assembly for confirmation and approval.

According to the report, the governor had violated sections 197 and 198 of the Constitution which provided for appointment by executive arm and followed by confirmation and approval by the hallowed chamber before swearing, but according to the report, reverse was the case in the past administration.

But speaking on the report, the member representing Guyuk constituency at the House of Assembly, Hon. Adwawa Donglock, said that the past administration outrightly violated the sections of the Constitution by swearing in those appointed without confirmation and approval from the house.

Hon. Donglock, observed that the house on its part, used the word "ratification" instead of "confirmation" even when those nominated had already assumed office.

STATE LAWMAKERS DIRECT FOR IMMEDIATE REFUND OF FARES TO INTENDING PILGRIMS

Henceforth, any Intending Christian or Muslim Pilgrim who for one reason or the other could not undertake the pilgrimage will be immediately refunded  his fares by the his board.
This was part of recommendations of Hon. Simon Isa (Song Constituency) led Ad Hoc Investigative Committee's Interim report on the activities of Christian and Muslim Pilgrims Welfare Boards respectively submitted and subsequently adopted by the Adamawa state House of Assembly.
In its report, the committee said that the Intending Pilgrims whether from the boards, self or government sponsored who due to one reason or the other could not make it, should be instantly refunded his or her fares.
According to the report, if circumstances warrant for his or her substitution, his or her consent must be sought on the person substituted him or her.
Speaking on phone while making clarification on the report, the Chairman of the Committee, Hon. Simon Isa (Song) said that the recommendation in particular is aimed addressing frustration the intending Pilgrms who could not make it usually encounter with issue of their fares.
He said that though his committee is yet to complete its assignment as given by the Speaker of the Rt. Hon. Aminu Iya Abbas, but found it necessary to submit interim report and seek for more time to enable them carry out thorough investigation on the activities of the boards.

HON.SIMON CONDOLES YUNGUR COMMUNITY OVER THE DEATH OF YADA PRESIDENT

The  Member Representing Song Constituency at the Adamawa State House of Assembly has condoled Yungur community over the death of Chairman Yungur Development Association (YADA), Mr. Titus Gaudo, who died recently. Hon. Simon, sympathised with Yungur community in an interactive session with Yungur Journalists who paid him a courtesy visit in his office yesterday. He described the death of the Chairman as a great loss to YADA and the society in general, and prayed God to grand YADA the fortitude to bear the irreparable loss.
