"The Union houses the activities of all the Agric sector in Adamawa State located at Kofare; it has just been newly renovated from the little monies we generated and saved over time", said Nyalas.

The Chairman lamented that all facilities of the organisation were totally vandalised: refrigerators, air conditioners, cabinets, televisions, including the PVCs.

FINTIRI DENIES DOCTORED AUDIO CIRCULATING ON SOCIAL MEDIA

The Governor of Adamawa State, Ahmadu Umaru Fintiri has denied the threat audio circulating on social media.

Social media went agog yesterday with claims that the Governor threatened one Gambo Hussani alias Nakura for making uncomplimentary remarks about him.

But reacting on Thursday, Solomon Kumangar, Fintiri’s spokesperson, in a statement, said the report on Mr Fintiri was not correct.

He disclosed that the Governor is known for his human nature and soft approach to all things and that the governor is too busy with governance to issue a threat to Nakura.

"The Governor’s aide wishes to advise Adamawa residents to ignore determined agents of fake news bent on spreading false stories to the public.

"We react to the utter falsehood and disgraceful lies, a report by so-called social media agents of the opposition in Adamawa which, Wednesday, claimed that Governor Fintiri threatened one Gambo Useni for making uncomplimentary remark against Him.

"This report is sheer fabrication and brazen effort by social media agents of the opposition in Adamawa and an online news medium to mislead the public.

"if you recall, the governor publicly announced that his administration is open to constructive criticism,  I believe the audio was doctored as this is not the first time a governor’s voice will be doctored in Adamawa and Nigeria, a former governor of Adamawa's voice was doctored to rehearse “Ojippa Tan” so anything is possible in this digital age.

"The general public is hereby advised to ignore such stories that are intended to mislead the people and create unnecessary anxiety, as an irate Senator has made unguarded utterances against the governor but he never one day responded but kept calm. What is so special about Hussaini Gambo that the governor will threaten him", the statement read.

GO AFTER LOOTERS, HOODLUMS, COAS ORDERS MILITARY COMMANDERS, FIELD OFFICERS

The Chief of Army Staff , Lt . Gen . Tukur Buratai, has ordered military commanders and troops to go after looters and hoodlums raiding warehouses and vandalizing property across the country .

He denied that the army masterminded the miscreants involved in the arson , vandalism, and looting of public and private property going on in many cities.

Addressing Principal Staff Officers , General Officers Commanding , and Field Commanders at a meeting held at the NA headquarters , Abuja on Monday , the COAS made it clear to his men that there must be no room for disloyalty amongst all officers and soldiers of the Nigerian Army.

He said the PSOs , GOCs , and Field Commanders must reiterate to all their subordinates that the NA was determined to ensure democratic stability in the country as the only panacea for development and progress.

Buratai said , “ The recent activities by unscrupulous elements have shown their desire to acquire arms and ammunition at all cost from security personnel. No less than 10 AK-47 rifles have been lost to these miscreants in the past two weeks across the country with attendant loss of lives of personnel. ”

According to a statement read by the Army spokesman, Col . Sagir Musa , on behalf of the COAS, Buratai charged the commanders to nip in the bud the trend at all cost , and further directed them to warn their troops on internal security or guard duties outside the barracks to be at “ maximum alert at all times and to also deal decisively with any attack on their duty locations. ”

The COAS explained that the Army must be resolute in preventing agents of destabilisation from achieving their goals .

“ We will not allow any force , elements , or destabilising agents in or outside our country to set our beloved country on fire . We remain resolute in doing everything possible to ensure that subversive elements, detractors, and other enemies of this great nation do not achieve their aims and objectives of destabilisation , ” the army chief was quoted to have stated during the meeting.

The COAS drew the attention of the participants to the #EndSARS protests which he said resulted in widespread violence and wanton destruction of property , noting that the army was aware from the outset the plan by the organisers to orchestrate a crisis and discredit the NA .

He stated, “ The plan was to embark on massive propaganda to discredit the military and the government to set the people against the NA once it is called out to aid the civil authorities.

“ The NA being aware of the devilish plan was careful not to be dragged in and issued the initial warning through a press release on 14 October 2020 of our resolve to secure and safeguard a united Nigeria . ”

“ Now the detractors alongside their local and international collaborators have mischievously and deliberately misrepresented troops ’ efforts to ensure compliance with the curfew imposed by legitimate civil authorities in Lagos and other states , ” the military chief further alleged.

He accused unnamed individuals and groups of falsely accusing the NA of being responsible for the activities of the miscreants “ despite glaring evidence to the contrary . ”

“ They have continually threatened to report the NA to the International Criminal Court and also threatened various forms of sanctions against personnel and their families.

“ Thankfully, however , a large percentage of Nigerians and the international community have started seeing through the smokescreen of falsehood and deliberate misrepresentation of facts being orchestrated by enemies of Nigeria and have retracted their earlier false publications, ” he added .

But a member of the #EndSARS movement, Uche Philips denied that the protesters deliberately ignited a crisis in an attempt to discredit the army , noting that the miscreants attempted to hijack the marches.

He stated , “ The reason we suspended the protests was because of the hijack and we are not protesting until those involved in vandalizing property stopped. We are calm because our protests were being hijacked by those who are not part of us . We will reinforce in a more peaceful manner when the situation is calm. Our protests will remain peaceful and we are not having a change of mind. ”

Tasking his men on their responsibility, Buratai admonished that none of the PSOs , GOCs , Field Commanders and other officers and soldiers of the NA should be afraid of the ICC for carrying out their legitimate duties as stated in the Constitution and other extant laws , rules, and regulations.

He further averred that the commanders have every right under the Constitution to carry out assigned and legitimate roles of maintaining law and order in aid of civil authorities and other security agencies .

The statement said , “ He ( COAS ) charged them to show the detractors and other elements of destabilization that they are neither part of them nor in any way supportive of their activities at all times . He directed that any act of arson or attempt to kill or maim any military or security personnel and other law -abiding civilians must be responded to quickly and decisively . ”

FINTIRI IMPOSES 24 HOUR CURFEW OVER ENDSARS INVASION OF PALLIATIVE STORES

Governor Ahmadu Umaru Fintiri on Sunday imposed a dust to down curfew on Adamawa in connection with breaking of Palliative Stores by Endsars protesters in Yola.

Below is the text of his broadcast.

BEING THE TEXT OF A BROADCAST BY HIS EXCELLENCY GOVERNOR AHMADU UMARU FINTIRI ON THE ON-GOING VANDALISATION OF GOVERNMENT PROPERTY ON SUNDAY 25TH OCTOBER 2020.

Fellow citizens, it has become necessary to address you this afternoon following the activities of some misguided elements who have broken into warehouses owned by the State Government and carted away COVID-19 palliatives.

Up untill today when the hoodlums broke into the warehouse, our youth have remained calm and have refrained from joining any irate movement that could destabilize the peace Adamawa State has been enjoying so far.

In this regard I wish to commend the youths who have not allowed themselves to be misled into doing anything untoward since the ENDSARS protest began in some parts of the Country.

While this Government respects the rights of the citizens to seek redress, it is not blind to the fact that there is a civilized and responsible way of channeling genuine grievances.

For the avoidance of doubt, the Government has through the State Emergency Management Agency (ADSEMA) distributed palliative through the Two Hundred and Twenty Six wards of the State during the outbreak of the COVID-19 Pandemic, to cushion the effects of the first and second lockdowns declared in the State.

Two weeks into the First Lockdown, with an end to the pandemic not in sight, I directed that more foodstuffs be released to the people and distributed to the Twenty One Local Government Areas.

Considering the hardship experienced by workers especially those at the lower cadre, I directed for third distribution of food items to all workers from Grade Levels 1-6.

A Fourth Distribution was also directed through Local Government Areas, before the announcement of the Second Lockdown.

I should emphasize that throughout this exercises, up to the fourth distribution, these items have been from our State Emergency stock.

With the incessant conflicts and insecurity manifested in perennial communal clashes, Farmer/Herder conflicts and the activities of insurgents and banditry, the State is always managing one emergency situation or the other, hence cannot afford to minimally keep its Warehouses empty.

The support of the Coalition Against COVID-19 (CACOVID) was flagged-off in August 2020 in the State.

Since the Flag-off the supply of the items to the Warehouse have been slow.

While some of the items such as Noodles, Sugar, Salt, e.t.c. have been delivered, rice which is the most critical of the items is yet to be delivered hence the delay in the release of the items.

Even at that, plans have been concluded to commence the distribution of what is available on Monday the 26th October 2020 before the latest incidence occurred.

Fellow citizens we cannot allow hoodlums and misguided elements to operate unchallenged when we are already battling with the challenges of Insurgency, Kidnapping, Cattle Rustling, Banditry and Farmer/Herder clashes.

Furthermore, reports of people dying in the stampede have been received and we cannot afford to allow anyone to lose his or her life.

We must also avoid a scenario where the security, agents will be blamed if any person loses his/her life while being prevented from looting and destroying Government property.

In view of the above, I have declared and imposed an indefinite dawn to dusk curfew throughout the State beginning from 3 o’clock Sunday the 25th of October 2020.

Movement by all manner of vehicles except as authorized, is hereby prohibited as the curfew comes into effect.

As a responsible Government, we shall do everything within our powers to protect the lives of every citizen and will not brook any lawlessness within our boundaries.

I charge every citizen to remain calm as we navigate this current situation.

Long Live Adamawa State.

Long Live the Federal Republic of Nigeria.

YOLA HIGH COURT SACKS GUYUK VILLAGE HEAD

The Village Head of Kerau Tudu in Kola District, Guyuk Local Government Area, Adamawa State, Malyam Habindi, has been sacked by a Yola High presided over by Honourable Justice Abdul-Azeez Waziri.

According to the Honourable Court, the purported selection of the embattled Royal Father has been  invalidated and set aside, and further restrained him from parading himself and performing the functions of the Village Head of Kerau.

The Court has further ordered the District Head of Kola, Mallam Hamman Alabura to forward the name of Jaranyala Samuel Hangiya for confirmation as the new Village Head of Kerau by Kwandi Nunguraya.

Jaranyala, according to the court, is the validly selected candidate for the stool having been so selected through due process as stipulated by the customs and tradition of the people of Kerau.

It further declared that it is the turn of the family of Kwankwawi of Bwantsaba/ Bakinbaraba clan to produce the next Village Head upon the demise of Baba Dan Zariya Kalabusi.

Trouble started over the stool when Malyam Habindi and the 1st defendant in the case started claiming and parading himself as the new Village Head in spite of the fact that it was not the turn of his clan to produce the king.

The embattled Malyam was said to be parading himself and performing the functions of the Village Head despite the fact that they were from the same Sambwaima clan with Baba Dan Zariya who died on the throne.

In protest to the action of the self acclaimed Village Head, Jaranyala, the 1st plaintiff and 2 others in the case went and took writ of summons and statement of complaint dated 26th June, 2018, and sought for a court order invalidating and setting aside the purported selection of the defendant.

He further asked the court to declare that the 1st Plaintiff was the duly selected candidate having been so selected through due process of the customs and tradition of the Village Head of Kerau.

He prayed for an order of perpetual injunction restraining the defendant from parading or performing the functions of the Village Head.

He told the Court that while himself belongs to Kwankwawi family of Bwantsaba/ Bakinbaraba clan expected to produce the new Village Head, the defendant does not, instead belongs to Sambwaima clan which produced late royal father.

In its judgement on the matter, the High Court presided over by Justice Abdul-Azeez Waziri, nullified the selection of Malyam Habindi, and ordered that Jaranyala Samuel Hangiya be confirmed as the new Village Head of Kerau.

MURDER: YOLA COURT FREES 42 YR OLD MAN FOR LACK OF CONFESSIONAL STATEMENT

Adamawa State High Court sitting in Yola, on Tuesday discharged and acquitted a 42 year old, Haruna Caleb who was accused of killing one Adamu Sakaite of Mamre village in Mubi south Local Government Area.

The Court freed the accused for lack of proof of recorded confessional statement and lack of eye witness or witnesses account linking the defendant to the scene of the act.

Haruna Caleb was standing trial before Honourable Justice Abdul-Azeez Waziri's High Court on one count charge of culpable homicide contrary to section 221(a) of the Penal Code Law cap 98 Laws of Adamawa State 1997 and punishable under same.

The 42 year old farmer and father of 2 was said to have caused the death of Sakaite of the same Mamre village in Mugulvu Development Area, Mubi South LGA, by stabbing him with a knife on jaw down to the neck on the 13th October, 2016.

He was said to have fought with the deceased over a spanner as a result of which the accused/defendant stabbed the victim with a knife which led to his death on the spot.

Haruna Caleb was later apprehended in connection to the killing by the Police in Mugulvu and arraigned on a count charge to which he pleaded not guilty to the commission of the alleged offence.

In an effort to obtain conviction, the prosecution witness who investigated the matter, told the Court that he took the accused person's confessional statement after a word of caution, and then transferred the case to Criminal Investigation Department (CID), Yola for further investigation but  failed to tender the confessional statement which he said he had recorded.

Likewise, the prosecution could not be able produce eye witness or witnesses account to link the accused to the scene of the incident or tender credible evidence to secure the conviction of the suspect.

Delivering its judgment on Tuesday, the court presided over by Justice Abdul-Azeez Waziri, declared that non production of the confessional statement of the defendant given at the Mugulvu Police Station, as confirmed by the IPO who effected the defendant's arrest is so fatal to the prosecution case.

Justice Abdul-Azeez stated that it is settled in law that all statements made by a defendant in a criminal trial be it confessionary or exculpatory, must be tendered by the police officer or other security officer that recorded or witnessed its recording.

According to him, the prosecution has failed to use the two methods for proving a case: by the testimony or testimonies of eye witness or witnesses, through voluntary confessional statement of an accused person and circumstantial evidence.

He said that the prosecution has no eye witness or a reliable /credible evidence to incriminate the accused, but has resorted to recycling on the purported confessional statement of the accused, and that it has failed to use the two methods of proof of the offence.

He therefore pronounced the accused/defendant not guilty of the charge alleged against him, and further discharged and acquitted him.

According to reports, one day after the peace meeting convened by the Hama Bachama in his palace as part of effort to mediate between farmers and herdsmen, some suspected herdsmen launched a deadly attacks which claimed the life of one Bwatiye youngman, leaving one other badly injured.

One of the Victims, Mr. Kennedy Bitrus who narrowly escaped death during the attack by herdsmen on Friday, was said to be on his way from Mayo Lope, in Lau LGA of Taraba State to Bang community in Numan LGA, and is currently receiving medical attention at a health facility in Numan, Adamawa State.

A day after the incident, another attack was carried out on Saturday 17th October, 2020, by the herdsmen which led to the death of Kpalagbe, Mr David Titus of Nega Community in Bolki Ward who was shot dead by the marauders on his way to Bang.

It could be recalled that the Federation in Northeast Nigeria had suffered series of farmer and herder clashes as well as activities of criminals resulting in the loss of lives and property.

Without mincing words, the inability to resolve this lingering misunderstanding in a fruitful and mutually beneficial manner by relevant authorities, would continue to the claim lives and destroy the property of the harpless citizens.

Worried by the incessant attacks/clashes, the new Hama Bachama, Homun Dr. Daniel Shaga Ismaila (OON)  and Hama Batta, Homun Alhamdu Gladstone Teneke, held series of discussions with the leadership of Fulani and the Bachama/ Batta Communities to find a lasting solution to the problem.

The effort was also aimed at complementing the effort of Governor, Ahmadu Umaru Fintiri led administration in ending such disturbances in and around the State.

Speaking during the meeting, the Bachama Monarch, Dr. Daniel Shaga Ismaila, lamented a situation whereby the attackers set entire settlements ablaze over allegation that one member of the Community had rustled their Cattle, saying that kind of approach is uncivilised and barbaric.

The Hama Bachama told the gathering that it is unacceptable and very wrong for any Bachama man to take law into his hands own either by rustling cattle or by killing it.

He appealed for restrain on the part of both parties, calling on them to strive and live together for peace and the overall development of their communities and that without peace, no meaningful development will be recorded.

In the light of the foregoing, it must be must be stated that people who reside in the affected areas will continue to live in fear of the unknown if urgent steps are not taken by the security agents towards addressing the lingering problem.

Governor Fintiri in 3 separate letters dated 30th September and 15th October, 2020, and addressed to the Speaker of the hallowed chamber, appealed to the Legislators to legislate on the legislation in the interest of the State.

The letters were read at the resumed plenary session on Monday by the Deputy Speaker of the House, Hon. Pwamwakeno Mackondo, who presided over the sitting.

ACADEMIC STAFF DESERT FED POLY MUBI AS STRIKE ACTION BEGINS ON MONDAY

Academic activities at the Federal Polythecnic, Mubi in Adamawa State have totally been shutdown on Monday as the indefinite strike action declared by the Academic Staff Union of Polythecnics (ASUP) has commenced in earnest.

The Academic Staff Union of the Institution has also described as null and void, the Academic Board meeting convened by Management of the Polytechnic Mubi, on Monday.

Furthermore, according to ASUP there is no Academic Board on the ground at the moment, and that the union will not recognise any decision taken by the so-called board, because it has representatives of Academic Staff as provided for in the new Polythecnic Act.

NEWS PLATFORM gathered that all the Academic Staff of the Institution have complied with the Union's directives regarding the industrial action and completely deserted the school, paralysing more especially academic activities in the Institution.

Impeccable sources told NEWS PLATFORM that the situation in the school deteriorated as a result of a collapse of dialogue between the Union and the Management of the Institution on Friday last week.

The Academic Staff have commenced the strike action on Monday following the failure or inability of the management of the institution to meet the demands of the affected Academic Staff.

It is against this backdrop that the ASUP is advising parents not to risk the lives of their children by sending them back to the institution due to what it describes as heightened tension on the campus.

For the safety of students on campus, the Union has further asked the parents not to allow their children back to the school due to the ongoing strike action.

It could be recalled that the Union in a press release made available to newsmen has been kicking against non-implementtation of arrears, victimisation of Union's Exco and members through unlawful termination of appointments, tactical reduction of check off dues by the Bursar.

Others include denial of promotions, non inclusion of union representatives in all Polythecnic committees and above all, the non inclusion of the union's members in Academic Board which contravened Polythecnic Act 2019.

"The Union has learnt of the convocation of the Academic Board meeting for the purpose of the consideration of the re-opening of the school and that of the revised Academic calendar" said a source.

A source said that the action of the management is not only regrettable but an insult to the entire Academic Staff of this institution, saying that the union is not against the convocation of the Academic Board, but frowns at the continuation of the blatant abuse of the Polytechnic Act borrowing a leaf from the unfortunate tenure of Dr.Sadiq A.Yahya.

It added the position of the Academic representation on the Board is not negotiable, and that the decision of the Board without the input of our representative is null and void, more so, now that the union has declared a trade dispute"

Effort to get in touch with the Management of the Institution proved abortive as calls put to that effect were neither answered nor returned.

ASUP FED POLY MUBI TO BEGIN STRIKE ACTION ON MONDAY NEXT WEEK

Academic Staff Union of Polytechnics (ASUP), Federal Polytechnic Mubi, in Adamawa state is set to embark on an indefinite strike action as from Monday 19th October, 2020.

A press statement jointly signed by the Chairman and General Secretary of the Union respectively, Comrade Hussaini James and Tpl Kadala Solomon Bandi, said that the industrial action was a unanimous decision taken by the Congress during an emergency meeting held on 15th October, 2020.

The Union disclosed that the action is consequent upon the management's failure to respect earlier agreement reached between the union and the Governing Council of the Institution.

According to the statement, the union is being forced to take what it described as the painful but necessary action because of the insincerity and insensitivity of the management to the welfare and plight of its members.

The Union acknowledged the receipt of two official letters from the management in September 2019 with assurance to solve the myriads of issues raised by the union between September to December of the same year.

Among the issues agreed upon between the union and the management include; non implementation of 2017-2019 promotion arrears, the victimisation of executives and members of the union through unlawful termination of appointments as well as denial of promotions.

Others according to the union are; tactical reduction of check off dues by the Bursar despite the council Chairman's and Rector's directive that all members who did not withdraw their membership be restored immediately since April 2019.

There is also non-inclusion of union's representative in all Polythecnic standing committees except for farmland allocation committee, early consideration, approval and release of promotion to staff members to avoid backlog of arrears as well as other demands communicated to the management in the Union's letter dated 18th August 2020.

The duo added that the statement is as a result of the resolution of the congresses of 22nd August,13th September and 18th September all in 2019 which the management did not attend to.

The ASUP said that it has no any alternative than to shut down all Academic activities on Monday 19th October 2020 following the deliberate breach of agreements reached by the management.

HOW NICODEMUS, THE BLOOPER GOOFED ON AGMC YOLA

Hajiya Fadimatu Sani Yakubu, the Head of Admin AGMC, Yola

By Zaradeen Mohammed

Ordinarily,Mikai'lu Nicodemus, the author of a piece published on Desert Herald Newspaper titled 'Adamawa German Medical Centre:NO HOPE FOR 'COMMON' STAFF on October 6, 2020 edition doesn't need any reply.

This is simply, his pen-choreography demonstrated that he is a blooper that always feeds on malicious hoaxes.

In other words, Nicodemus's news parody or spoof on sensitive issues like that if not immediately tackled, can humbug or become misinformation if the unwary judge it to be credible.

In simple words, scholars in the new neologism called his type of reportage as 'fake-news' and by implication, such kind of quack Journalist need to face the laws of the land.

It is disheartening that the 'quack Journalist' like Mikai'lu Nicodemus can not differentiate between a driver, cleaner, security and a nurse in a hospital.

Then how can he knows their renumeration in a civil service?

In his write up, Nicodemus said, " currently,AGMC embroiled in gross financial malfeasance as some staff laments maltreatment of staff, particularly through illegal deductions of salaries and non-payment of new minimum wage without concretes reasons"

Let's pardon Nicodemus's grammatical deficiency here and face the subject matter, the staff of Adamawa German Medical Centre Yola he was referring to were those captured in the year 2013, during former Governor Murtala Nyako regime.

They include; drivers, cleaners, security and those auxillary ones under maintenance.

After the Governor's approval of payment of salary arrears of five months, the Accountant General's office mistakenly paid them ten months and were immediately asked to refund the money straight in to Governmet coffers via sky Bank account.

Only one of them refunded the money having advised by her father who is also a Staff of AG's office and Nicodemus can obtain the receipt from the state treasury.

The payment made to them was erroneously as nurses they are admin staff and any employee of Adamawa civil service can believes that such a mistake do occour at times.

A circular or notice was issued to that effect on re-variation.

By the way, how can a level 3 officer collect fifty seven thousand naira a month?

All hospitals across Adamawa State paid level 3 officer eighteen thousand naira unless it is being reviewed now with the issue of implementation of new minimum wage.

How much a graduate is receiving 8/2 in the state civil service and and an ordinary auxiliary staff in German should collect fifty seven thousand and Nicodemus is reporting that is not an over payment.

Al the said Staff were captured as nurses mistakenly in the salary scale and have to be reverted to CONHESS Admin staff.

He can go to AG's office and request for staff pay roll from 2013 to 2016 to see the said Staff on nurse salary scale.

If those that complained could not go to school, why not Nicodemus that studied journalism could not go to Accountant General's office to verify issues?

If the writer had deficiency in Journalistic skills,he should used his common sense in concocting that any aggrieved worker who feels shortchanged should go to industrial court for redress.

Did the said Staff of AGMC Yola shown him any official letter of complain with regards to their deductions either to their management or AG's office?

What legal means is the said Nicodemus even talking about that the faceless staff really exhausted?

My take is that, the writer of the report is a quack Journalist or panhandler and perhaps, he had some 'bad days' during his outing to Adamawa German Medical Centre Yola.

EXTEND PAYMENT OF NEW MINIMUM WAGE TO LG WORKERS..ADAMAWA NLC URGES FINTIRI

As Adamawa State Workers join the rest of the world in celebrating 2020 World Day for Decent Work, the Nigeria Labour Congress(NLC), state chapter on Wednesday urged on the state government to extend the payment of new national minimum wage to workers at the Local Government Councils without delay.

According to NLC, equating the status of those working at the third tier of government with their counterparts at the state and federal levels will boost their morale and make them become more effective and efficient as well as improve their living standard.

Aside the new minimum wage, the NLC has made a passionate appeal on the government to financially implement promotions of workers as well as sustain yearly increment so as to serve as another palliative and impetus to the Decent Work for the working people in the state.

It further called on the government to pay the areas of Leave Transport Grant (LTG) and that of the current year to both the workers of State and Local Government so as to cushion the effects of the Covid-19 pandemic.

The Chairman of the NLC in the state, Comrade Emmanuel Fashe, made the appeal during a press conference marking the 13th Anniversary of the World Day for Decent Work with a team," a New Social Contract for Recovery and Resilience " at the state secretariat of the NLC today.

Comrade Fashe specifically called on the government to look into the plight of the workers at the LGs including primary school teachers, primary healthcare workers, staff of Adamawa State German Medical Center(AGMC) who do not enjoy the new minimum wage, as well as provide personal protective equipment for the staff of Water Board and Fire Service Department.

He told newsmen that the prizes of foodstuffs have drammatically skyrocketed in the state and can have a devastating effect on those that are not benefiting from the new minimum wage.

Going by this year's celebration, he noted that the workers at the LGs have every reason to celebrate the day because they were commemorating the day in the past without salaries, lamenting that the salaries were being paid epileptically to the affected workers.

According to Fashe, workers at the LGs are sure of getting salaries as at when due only that they do not benefit from the minimum wage, saying that the affected workers supposed to be getting minimum like those at the state level.

While appreciating the government for its good gestures, he also called on the government to strive and equip health centers with modern facilities so as to match the intended recruitment of manpower.

On the relationship between workers and the government, the Chairman explained that the relationship is cordial, and it calls for celebration, saying that that does not mean that all is okay, as they have some issues that they want government to look into it.

Likewise, on the World Day for Decent Work, the Chairman observed that the day entails that the worker gets the environment conducive for the work and with good pay, pointing out that if the worker does not get social protection and security of work, the work cannot be said to be decent and earning.

Decent Work according to him, involves opportunity for work that is productive and that can deliver a fair income, security in work place and social protection for families, greater prospects for persoal development and social integrity, freedom for people to express their concerns, organise and participate in decision making that affect their lives at their work place.

Also speaking on the Covid -19 pandemic, Comrade Emmanuel Fashe posited that the data from International Trade Union Congress(ITUC) indicated that about 850, 000, people across the globe have lost their lives to the pandemic and that about 25 million infected with 4million jobs lost to the pandemic.

ADHA COMMITTEE BACKS ADAMAWA HOMES, SAVINGS ON #2.5 RECAPITALISATION

Adamawa State House of Assembly Standing Committee on Finance, Budget and Appropriation has pledged its support to the recapitalisation of Adamawa State Homes and Savings to the tune of #2.billion.

According to the House Committee, the recapitalisation of the State Homes and Savings with the sum of #2.5billion will enable it perform its activities as expected by the citizens and the government of the state.

The Chairman of the House Committee and Member representing Demsa constituency, Hon. Kate Raymond Mamuno, who made the pledge during a familiarisation tour of her committee at the organisation on Monday, said that the committee will do everything possible to ensure the recapitalisation of the bank as directed by the Central Bank of Nigeria (CBN).

Hon. Kate, said that her committee found it necessary to visit the bank to familiarise itself with the new management team, as well as be briefed on the modus operandi of the organisation, operational challenges and deliberate on how base to address them.

The female legislator added that the visit was not to witchunt anybody, rather to interact or interface on how to move the organisation forward in the interest of the state, and appealed to the management of the organisation to furnish the committee with necessary inputs aimed at making the organisation live up its expectations.

Responding, the Managing Director and Chief Executive Officer Adamawa Homes and Savings, Dr. Giscard Norris Stanley, informed the committee that the bank was incorporated in 2004, and began operation in 2005, with the share capital of #100 million and that the present share capital of the bank is #142 million.

The MD/CEO disclosed that the position is not tenable as a result of the fact that the Central Bank of Nigeria (CBN), has introduced the new share capital base for Mortgage banks which is up to #2.5billion, saying that their inability to scale up the bank's share capital to the level since 2013, when the new share capital base was introduced adversely affected the bank.

Dr. Norris lamented that the previous governments within the period did not pay attention to the issue despite all pleadings, explaining that he had gone through files and seen efforts by the previous managements to get the governments ensure its recapitalisation to enable it perform its traditional role as mortgage guarantee company.

He added that the organisation is a mortgage bank and expected to provide mortgage services to the people and the government, saying that it is the only Mortgage bank in the entire North east, and the implication is that the business environment is so wide and limitless that they cannot dominate the state, but the entire North east, and that they can invite other governments to patronise them.

According to him, it is impossible for those kinds of responsibilities to be carried out as a result of lack of recapitalisation, pointing out that based on records, the first attempt to address the challenges in the bank was in 2014, by then Acting Governor and now the Executive Governor, Ahmadu Umaru Fintiri.

He said that Governor Fintiri had actually tried as much as possible to reposition the bank, but unfortunately events did not allow his government to achieve his noble objectives for the for organisation.

He stated that Governor Fintiri has so far revived the place by first bringing in a new management team who were selected based on merit, saying all of them found themselves there because they are professional bankers, and that at the moment there are changes in the bank taking into cognisance that banking is all about competition, and that if a bank fails to present itself well, nobody will patronise it.

He hinted that since June when they came on board to date, their active customer base has risen from 4000 to 6000, saying if within the period they have 2000 customers, there is possibility that within a single year, the entire banking public will be in Adamawa Homes and Shavings.

He told the committee that the CBN has been putting pressure on them to recapitalise, and that it has given them enough warnings, saying that they supposed to have gone into extinction as from July based on CBN service but due to the intervention by Governor Fintiri.

He explained that the #2.5billion is going to remain in the system and open for use by the state government, noting that it is meant to show that the bank has the capacity to do the business as required by law and pleaded with the government to ensure the recapitalisation of the bank.

Dr. Giscard Norris Stanley, stated further that the coming of the committee will be saving grace in the sense that they will use the opportunity to urge on the government to recapitalise the bank and thanked the committee for the visit.
