Mr. Otaokpokpu stated that “the committee was inaugurated and charged with the responsibilities of advocating for the rights of lawyers, assist in the promotion of interest of lawyers, assist in the defense of lawyers who are subjected to one form of humiliation, harassment or the other by law enforcement agents”.

He told the Honourable Chairman that the Committee seeks to collaborate with the Commission on how to join forces against corruption, while protecting the interest and rights of their members.

The Committee then pledged to assist in educating lawyers on how they can better protect the integrity of the Bar and promote the Rule of Law, revealing that the Committee was ready to collaborate with the ICPC even in litigation matters.

The ICPC Chairman seized the opportunity to encourage all lawyers to take Anti-money laundering issues seriously as they are contained in the NBA profession guidelines.

The Chairman of the Independent Corrupt Practices and Other Related Offences Commission (ICPC), Dr. Musa Adamu Aliyu, SAN, has urged stakeholders from all sectors to collaborate in fostering accountability and combating procurement fraud in Nigeria.

Speaking at the Close-out and Journalism Award Ceremony of the International Centre for Investigative Journalism (ICIR) Open Contract Reporting Project (OCRP) in Abuja, Dr. Aliyu underscored the pivotal role of procurement in public service delivery.

This is contained in a release signed by the Director, Public Enlightenment and Education/Spokesperson for the Commission, Demola Bakare.

The ICPC Boss declared that transparent and honest procurement processes are vital for enabling governments to deliver infrastructure, healthcare, education, and other essential services to citizens.

Dr. Aliyu identified procurement fraud—such as irregular contract awards, violations of the Public Procurement Act, and other infractions—as a major threat to effective governance and efficient use of public funds.

He stressed the urgent need to address these issues to create a system of accountability and ensure the optimal utilization of resources in the country.

Dr. Aliyu said that the ICPC has implemented several initiatives to tackle these challenges, including the System Study and Review, the Constituency and Executive Tracking Initiative (CEPTI), and collaborations with civil society organizations and the media.

According to Dr. Aliyu, these measures have yielded significant results, including the recovery of ₦50.37 billion between 2019 and 2023 from contractors who abandoned project sites. Many of these contractors were also compelled to return and complete their projects.

Dr. Aliyu proposed further actions to curb procurement fraud, including fostering integrity among public service leaders, strengthening oversight mechanisms, strictly enforcing procurement laws, and imposing penalties for violations.

Districts, Chiefdoms Creation: Fintiri Deserves Commendation, Not Vilification

By Humwashi Wonosikou, Chief Press Secretary to the Adamawa State Governor

Governor Ahmadu Umaru Fintiri of Adamawa State recently established new chiefdoms, sparking a significant amount of discussion. While some critics have condemned the decision, suggesting that it could be politically motivated or an unnecessary expansion of traditional leadership structures, it is important to understand that Fintiri’s initiative deserves commendation rather than vilification.

The creation of chiefdoms plays an important role in the socio-cultural and administrative structure of a state. These chiefdoms are essential in preserving culture and fostering unity among different communities in a diverse country like Nigeria, where ethnicity and traditional institutions hold high value.

Governor Fintiri's decision to establish new chiefdoms allows a more localized approach to leadership, empowering traditional rulers to address the unique challenges facing their communities. This decentralization of authority can lead to improved governance, more effective problem solving, and a closer connection between the government and people.

Where can Adamawa find leaders like Governor Fintiri after the 2027 election? This leader has appointed officials from every tribe in the state, including non-indigenes.

Disgruntled elements rush to social media to vilify the Governor for the creation of the new chiefdom, but despite being the ones making the loudest noise, they cannot point to any development they have brought to Adamawa state.

No tribe in Adamawa deserves to take a secondary role. Shelleng, Guyuk, Numan, Demsa, and Ganye achieved the status of first-class chiefs during Boni Haruna, and heaven did not fall. The sky did not collapse, and there were no accusations of a witch hunt. Despite the small size of Demsa local government, it boasts two distinguished chiefs, and no one has accused the Governor of collaborating with Esau throughout the entire chiefdom saga.

For instance, first-class chiefs lead nearly all local governments and tribes in Gombe state, yet there is no noise. Similarly, there is no noise in Bauchi, where the Government recently established a chiefdom for the people of Tafawa Balewa people. Therefore, I consider the Governor a hero for taking the initiative in creating districts.

The announcement about the submission of memoranda for the creation of a new districts across Adamawa came over a month later. Where were the Abuja politicians during this entire period? They were preoccupied with championing a regional course and transitioning from one state to the next. Now, they have abruptly awakened from their slumber to promote ethnic jingoism in Adamawa, but it is already too late.

Recognising the economic and developmental potential of these chiefdoms is crucial. As traditional leaders gain more authority and responsibility, they can become important stakeholders in the development of their regions. By working closely with both local and state governments, these traditional institutions can contribute to poverty alleviation, infrastructure development, and cultural tourism.

The establishment of chiefdoms in rural areas attracts development projects and initiatives that central authorities might otherwise overlook. Empowering traditional rulers can also foster a sense of ownership and pride in their communities, ensuring that progress aligns with the values and needs of the people.

Critics of Fintiri's decision often claim that this move is politically motivated. However, it's crucial to remember that the Governor's action adheres to the state's existing laws and traditional structures.

The creation of chiefdoms follows a careful consultation process, ensuring that it meets the aspirations of the people and is in line with the state’s developmental goals.

Governor Fintiri’s creation of new chiefdoms represents a progressive step toward reinforcing the traditional leadership system in Adamawa. Rather than vilifying this move, stakeholders should commend Fintiri for his foresight and commitment to the betterment of his state. His approach is an attempt to blend tradition with modern governance, fostering unity, development, and stability in a state rich in cultural diversity.

Shortly before the jail sentence was passed on Monday, Counsel to Mr. Ogodo, Mr. A. A Nwoye who held brief for Mr. Osita O. Eze urged the court to convert the jail term to community service for the convict.

NACETEM Takes Tech Career Choice Awareness to Schools in Adamawa

By Hussaini Hammangabdo, Yola

The National Centre for Technology Management (NACETEM) has held a career path sensitization workshop for secondary school students in Adamawa State.

The workshop taught the students to think self-employment, develop the necessary self-motivation and to take up skills that they could practice for self-sufficiency upon finishing from school.

Four resource persons taught 70 students from 14 schools how they could turn ideas into fortunes in the prevailing era of knowledge economy when science and technology rule the world.

"Ideas fuel the pace of development, as it is no longer about depending on natural resources but how one good idea can change your world drastically," NACETEM's Head of Research in the North East Zonal Office, Engr Chinda Amos told the students.

The one-day sensitization, conducted on the theme, 'Educational Outreach Program for Secondary Schools in Career Technology', was designed to train the participants who were senior secondary science students on how to leverage technology for self-employment rather than seek white collar jobs that rarely exist.

A lecturer at the African University of Science and Technology, Abuja, Dr Abdulmalik Usman Bello who delivered a lecture entitled Career Path in Technology for Selected Senior Secondary Students, told the students, "There are many ways to make money without relying on government or big companies to give you salary jobs."

He urged the students to begin to motivate themselves right away on how to create solutions to problems and make money in the process.

On his part, Dr Alhakeem Bello, also of the African University of Science and Technology, advised the students to condition their minds against the job seeking bandwagon and seek instead to create jobs for themselves and other people by taking advantage that the evolving world of technology offers.

"Map out your own plan and be intentional about it," Alhakeem said, explaining that young scholars are called by modern exigencies to develop clear ideas, draw out short and long-term goals and be generally innovational and determined.

"We need practical engineers who are able to create things or provide solutions to problems," he added.

Engr Chinda Amos of NACETEM who gave an overview of the Yola workshop during a press interview with our correspondent, said NACETEM, a body charged with developing Nigeria's technological manpower, found it necessary to catch the students young and teach them on ways to advance their lives after secondary school.

"What we are sensitizing them on is careers in technology because the world is now about technology," Amos said, adding that NACETEM's capacity building programs are designed to address knowledge gaps in the country.

ICPC Chair Bags Excellent Leadership Award in Anti-Graft Campaign

The Chairman of the Independent Corrupt Practices and Other Related Offences Commission (ICPC), Dr. Musa Adamu Aliyu, SAN has been conferred with the excellent leadership award in Anti-Graft campaign.

The award was presented to the ICPC's Boss on Thursday in Lagos at the 2024 Annual Lecture and Award Ceremony organized by the Crime Reporters Association of Nigeria (CRAN).

According to the organizers of the event, Dr. Aliyu was recognised on account of his exemplary performance in the fight against corruption in Nigeria.

The ICPC Chairman, who was represented at the event by the Spokesperson of the Commission, Mr. Demola Bakare, also presented a keynote address which centered on the justice system and security challenges in Nigeria.

In his paper titled "Justice System Administration and Insecurity in Nigeria: Challenges, Opportunities, and Solutions", Dr. Aliyu dissected the multifaceted issues plaguing Nigeria's justice system and its interconnectedness with the country’s persistent insecurity challenges.

According to him, the myriad of obstacles undermining the effectiveness of Nigeria's justice system, included insufficient funding, outdated infrastructure, and inadequate technological adoption.

He stressed further that corruption, encompassing bribery and influence peddling, emerged as a major hurdle adding that these systemic inefficiencies hinder timely justice delivery, perpetuating frustration and disillusionment among citizens.

He said, "I dare say that the justice sector remains a focal point of concern, particularly regarding bribery involving stakeholders in the justice sector, and despite limited public contact, judicial officials exhibit relatively high bribery prevalence, hence the need for targeted anti-corruption measures in this sector."

Other challenges identified in the justice system by the Chairman included; poor record-keeping and limited use of technology like electronic filing, over crowded and poorly maintained prisons, inadequate human resources, with shortages of judges and low salaries for judicial officers.

He decried that despite the introduction of the Administration of Criminal Justice Act (ACJA) in 2015, its implementation remains inconsistent, with a lack of functional criminal records and slow reforms.

He however proposed the adoption of digital technologies for court processes, upgrading of court infrastructure and provision of continuous training for judicial officers as some of the needed reforms that will impact positively in Nigeria’s justice system.

Dr. Aliyu also called for a comprehensive reform to align laws with international standards as well as the strengthening of oversight bodies like the National Judicial Council (NJC) and Judicial Service Commission (JSC).

On the challenges of insecurity in Nigeria, Dr. Aliyu said the Boko Haram insurgency, organized crime, farmer-herder conflicts, militant separatism, and rampant kidnappings have not only destabilized communities but also overwhelm the justice system, exacerbating delays and inefficiencies.

He underscored ICPC’s pivotal role in combating corruption through behavioral change initiatives like System Study and Review and Ethics and Integrity Compliance Scorecards, just as he advocated for increased public engagement and strategic communication to counter misinformation about the justice and security sectors.
