ICPC Urges Women, Youth to Join Fight Against Corruption


The Chairman of the Independent Corrupt Practices and Other Related Offences Commission (ICPC), Dr. Musa Adamu Aliyu (SAN), has urged women and youth to take a more active role in the fight against corruption and other social vices in Nigeria.


The ICPC Chairman, in his welcome address at a one-day workshop for women and youth on corruption prevention with the theme: “Women and Youth Alliance Against Corruption” held at the Banquet Hall, State House, Abuja on Thursday highlighted that women and youth disproportionately experience the effects of corruption in society.


He stated that the conference was put together as a pivotal event dedicated to empowering two key groups—women and young people—in the fight against corruption.


He said “Today’s workshop is not just an event; it is a crucial platform that aims to highlight the pivotal roles that women and youth play in the fight against corruption”.


According to him, “By uniting our voices and resources, we can amplify our impact and drive meaningful change in our communities.


"Engaging women and young people in this battle is essential, as they are often the first to feel the effects of corruption, yet they hold the keys to innovative solutions and transformative leadership", he further stated.


According to him, the workshop stands as a pillar of public engagement, fully aligned with the Corrupt Practices and Other Related Offences Act of 2000, the National Anti-Corruption Strategy, and the ICPC Strategic Action Plan 2024-2028.


Dr. Aliyu noted that the ICPC was committed to leveraging technology for mobilisation, building inclusive coalition, and empowering marginalised voices to foster a more just and equitable society. 


He went further that “by engaging women and youth, our over-arching objective is for our anti-corruption efforts to become more diverse, inclusive, and sustainable, leading to enhanced credibility, increased public support, innovative solutions, long-term impact and, of course, an unbiased and impartial society for Nigerians.

 

The ICPC boss enjoined those attending the event to participate actively in the panel discussions that follow, as their contributions would be “invaluable in shaping our collective efforts and formulating actionable recommendations to be captured in our communique”.


In her speech at the event, the First Lady, Senator Oluremi Tinubu said that when corruption thrives, “it is the most vulnerable among us—women, children, and marginalized communities—who bear the heaviest burden. It is for their sake, and the future of our beloved country, that we must remain resolute in our efforts to combat this scourge."


The First Lady said, “As we gather today, let us reflect on the words of our elders: 'It takes a village to raise a child.' In the same vein, it takes the collective will of the entire nation to defeat corruption. We cannot leave this battle to government agencies alone”. 


Continuing, she noted, “It is a fight that requires the active participation of civil society, the private sector, and—most importantly—our young people. The vibrancy, creativity, and determination of our youth are invaluable assets in this struggle."


She charged the Women and youth to be at the forefront of this fight against corruption in the country, stressing, “We must move beyond the desire to have our voices heard and step into roles where our actions can make a difference. It is time for us to take our place as leaders, advocates, and reformers."


“The challenges we face today—whether they be in schools, workplaces, or our communities—call for our courage and determination. We must work towards creating safe spaces for our sisters and daughters, ensuring that their dignity is upheld and their rights protected” she remarked.


She lamented that the growing issue of sexual exploitation in our educational institutions and workplaces adding that “this menace not only violates the rights of women but also threatens the moral fabric of our society. As female leaders, legislators, and advocates, we must use our influence to push for legislation and policies that address these injustices head-on. A society that respects and values the contributions of women will undoubtedly flourish”.


Speaking directly to young leaders at the event, Senator Tinubu, urged them to see the event “as a call to action. You have the knowledge, energy, and innovation needed to lead the charge against corruption. The challenges we face are complex and dynamic, but so too is your potential to drive change”. 


She disclosed that the National and State Assemblies are working tirelessly to update our laws to address new trends in corruption adding that it was up to them to ensure that these laws translate into real change through advocacy, transparency, and accountability.


While commending the ICPC and its leadership for their unwavering commitment to the cause of anti-corruption, she said that the Commission’s efforts in fostering collaborations with other anti-corruption agencies, civil society, and the private sector have been pivotal in advancing this agenda, noting with delight, “I am confident that under the capable leadership of the Honourable Chairman, the ICPC will continue to make great strides in this fight”.


The conference brings together leaders, activists, policymakers, and community members to address the unique challenges women and youth face in combating corruption.


Through workshops, panel discussions, and networking sessions, the conference aims to equip participants with tools, strategies, and support networks to promote transparency, integrity, and accountability within their communities and institutions.

Yola Chief Magistrate Court Remands 3 for Theft



The Chief Magistrate Court II sitting in Yola, Adamawa state on Wednesday, remanded 3 young men in prison custody for alleged theft.


Those remanded include Sikiru Habu, Ahmadu Tanko Kugama and Sani Abubakar of Mayo Belwa LGA for allegedly stealing a motorcycle worth N1million.


The defendants were remanded for alleged "criminal conspiracy, house trespass and theft" contrary to sections 60, 334 and 276 of the state penal code law of which they pleaded not guilty.


After issuing the remand order, the Chief Magistrate Court presided by A. M. Adamu, adjourned the matter to the 27th November, 2024 for hearing.


According to First Information Report, the defendants had on the 30th October, 2024, conspired and forced themselves into a house located at Anguwan Fada in the LGA.


The defendants were alleged to have invaded the affected house without any justification and stole the said motorcycle belonging to one Umaru Bello Daburam.


The FIR said that the defendants had participated in series of theft related crimes within and outside Mayo Belwa LGA


After the court's ruling, the Prosecutor, Sgt Ahmed Abubakar prayed the court to adjourn the case to enable him assemble witnesses to prove his case.


Sen Iya Abbas Flags Off Medical Outreach For 7,000 in 3 LGAs



Senator representing Adamawa Central Senatorial District, Aminu Iya Abbas, in conjunction with the Centre for Management Development (CMD) and Iya Abbas Foundation (IAF), on Wednesday, flagged off Free Medical Outreach targeting over 7,000 less privileged constituents from Gombi, Girei and Fufore LGAs.


Speaking while flagging off the event at Cottage Hospital Gombi, Senator Abbas, who was representated by the Chairman Gombi LGC, Hon. Markus Ishaya disclosed that the free medical outreach is to be carried out by a high powered medical team led by Chief Consultant, Dr. Wadinga Dauda among other personnel from various medical fields


He noted that the outreach programme will focus not only on treatment but also on preventive measures, early detection, regular check-ups, health screenings and education on healthy practices that can help to prevent diseases as well as to detect potential health issues early on.


According to him, the medical team will attend, examine and provide patients with free drugs and general surgeries to the electorate.


Speaking at the event, the Director General Centre for Management Development who was represented by Alh. Adamu Ahmed and the representative of Vintage Project Monitoring Services Ms Fareedah Bako separately highlighted aims and objectives of the programme and called on the beneficiaries to utilize the opportunity to improve their health status. 


The CMD, VPMS and collaborators urged the beneficiaries to appreciate Senator Aminu Iya Abbas for providing the free medical outreach in the constituency, describing the gesture as timely considering the present economic hardship. 


Addressing the beneficiaries, the team leader of the outreach, Dr Wadinga Dauda, said a team of 25 medical doctors, 45 Nurses, 10 Laboratory Scientists among other supporting staff were engaged and would  examine, perform operations and provide free drugs to the patients.


Dr. Wadinga added that thousands of people from the three LGAs comprising of Gombi, Girei and Fufore with different ailments would receive free medical care at their door step. 


According to him, the medical outreach would consist of providing free drugs on Diabetes, Hypertension and Malaria to the less privileged persons in the area.


He further disclosed that the team of medical Doctors would also perform free hyanea operations, person with dental problems would all be examined, treated and provided them with free drugs. 


He added that the next phase of the mega medical outreach will target over 10, 000 people from the remaining local government areas. 


Speaking separately the People's Democratic Party, PDP Alhaji Hamman Barau and AIA Coordinator Gombi Alhaji Kawu Boga commended the senator for justifying the confidence reposed in him by the electorate through quality representation. 


called on wealthy individuals to emulate the kind gesture of Senator Abbas in assisting poor and less privileged people, particularly in the area of health. 


Some of the beneficiaries while appreciating the senator for providing them with free medical care, described him as lawmaker who put the interest of his constituents above any other interest.

HEBA, KILBA LANGUAGE WILL SOON BE TAUGHT IN SCHOOLS-NERDC




Teaching and learning in Heba (Kilba) language will soon commence in schools in Hong Local Government Area, Adamawa state.


The National Education Research and Development Council (NERDC), Abuja, stated this on Monday, at the opening ceremony of "Critique and Editorial" for the development of Heba language curriculum held in Yola, Adamawa State.


The Acting Executive Secretary of the Council, Dr Margret Lawani, assured that the language will soon be taught as subject in schools, and pledged the council's support to Heba community to that effect.


Dr Margret Lawani, who was represented by Dr. Chima Egbujuo, said that after the workshop, the council will present to Nigerians for them to know what Heba people have done, then to larger technical meeting before presentation to the National Council on Education for final approval.


“You as a community have taken up the responsibility to ensure that your language didn’t go into extinction.


“One thing you can be assured of is that nothing will stop it from being approved. This is because it is coming from an agency of government that has the responsibility to develop curriculum for all levels of education in Nigeria. Apart from that, it is also our responsibility to ensure language development in the country, ” she said.


Lawani, commended the Heba community for taking the step in preserving the language from extinction, saying that there will be joy in Heba land when children started learning the language and the culture.



Earlier, the Chairman Heba Language Development Association, Alhaji Abba Sale thanked all those who supported the mission to obtain approval for the teaching of mother tongue in schools have become reality.


He then paid tribute to the late Prof. Isma’il Junaidu, former Executive Secretary of the Council for his support to the project since it was conceived.  


“The workshop is preparatory to the final stage in the process of obtaining approval for insertion of Heba language into educational curriculum in the country,” he said.


There were goodwill messages from Professor Mohammed Kabiru Badau, Professor Hensley Kallamu both from Modibbo Adama University, Yola, and Julius Kadala, former Commissioner Ministries of Water Resources and Education respectively.


In his closing remark, the Patron of the Association, Joshua Theman Abu expressed delight with the level of commitment by leadership of the association.


After the opening ceremony, participants went into technical session which lasted for four days.


Highpoint of the event was observance of minute silence in honour of late former Executive Secretary of the National Education Research and Development Council, Prof. Isma’il Junaidu.

Senate C'ttee Lauds ICPC as Commission's Chair Presents Scorecards




The Chairman of the Independent Corrupt Practices and Other Related Offences Commission (ICPC), Dr. Musa Adamu Aliyu, SAN, presented the Commission's performance scorecard over the past year to the Senate Committee on Anti-Corruption and Financial Crimes.


Dr. Aliyu who presented commission's scorecards during an oversight visit by the Senate Committee on Monday, highlighted the Commission's achievements in strengthening its capabilities in the fight against corruption.


He added that the commission also performed well in advancing policy research, despite limited budgetary resources and reliance on international donor support.


While reeling out the significant recoveries of assets and cash within the period made by the Commission, Dr Aliyu said, "In 2023, the ICPC received 1,187 petitions, assigned 275 cases for investigation, filed 63 cases in court, and secured 18 convictions.


He went further, “From January to October 2024, we received 851 petitions, assigned 243 cases, and secured 13 convictions,".


Discussing the challenges facing the Commission, Dr. Aliyu identified inadequate funding as a major constraint, impacting the Commission’s ability to pursue investigations, legal proceedings, and public education efforts effectively.


The ICPC Chairman also highlighted legislative limitations requiring amendments to the ICPC Act, along with staffing and welfare needs, as areas in urgent need of attention, stressing the urgent need by the Senate Committee to help in addressing all the challenges listed above.


His words, “Our work requires diverse expertise, from forensic analysis to psychology, yet rising living costs make it increasingly difficult to maintain high morale among staff. Reviewing salaries and welfare benefits is essential for sustainable productivity.


“Additionally, ICPC personnel face security risks, especially during high-stakes investigations, making it critical to provide them with adequate security measures similar to those granted to other agencies. Currently, we have 21 state offices, but they are severely understaffed and under-resourced, which affects our efficiency nationwide," he explained.


Dr. Aliyu further noted the slow pace of court processes as a significant challenge, hampering the swift resolution of corruption cases and undermining public trust in anti-corruption efforts.


The ICPC boss also explained the particular difficulties posed by cases involving politically exposed persons, where external influences can challenge the impartiality and integrity of investigations.


He also alluded to the fact that the ICPC made recoveries as contained in the report submitted to the visiting NASS members, and that the commission is making impact for the country at international levels, citing elections into vital organs of GloBE Network and AARP-F. 


ICPC's partnership and collaboration activities with States Attorneys General and critical MDAs impacting public service delivery did not go unnoticed. Dr. Aliyu told distinguished senators on visit, "we have continued to extend hands of friendship, for synergy, with sister agencies and relevant stakeholders because we believed no one can fight corruption alone”, he added.


Despite these challenges, Dr. Aliyu reaffirmed the ICPC’s commitment to its anti-corruption mandate, emphasizing the need for continuous legislative and financial support to achieve sustainable progress. 


“We urge you to consider the Commission’s requests for adequate funding to strengthen operational resources. Such support will enable us to pursue a more effective, inclusive, and resilient fight against corruption in Nigeria,” he concluded.


In response, Senator Emmanuel Udende, Chairman of the Senate Committee on Anti-Corruption and Financial Crimes, commended the ICPC for its high standards of professionalism in the fight against corruption.


Senator Udende praised the Commission’s thorough and diligent investigations and expressed the National Assembly's intent to address the issues raised, especially regarding the ICPC’s inability to access the 2% of recoveries designated under the 2022 Proceeds of Crime Act (POCA).


His words, “At the Committee level, we’ll see what can be done to support you. Two percent is too small. If you’re recovering billions, part of your operating costs should come from these recoveries.


Other agencies, like the Nigeria Customs Service and FIRS, are allowed to retain about 50% of their recoveries, so we’ll take a holistic look at this to ensure fairness,”.

ICPC Arraigns Ex-Federal Lawmaker over N18.9million Money Laundering

 

  


The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has arraigned a former Member House of Representatives for Gboko and Tarka Federal Constituency, Hon. John Dyegh, before Federal High Court sitting in Makurdi, Benue State for allegedly laundering N18.970million.


Hon. John Dyegh, was arraigned on 5-count charge of abuse of office and money laundering before Hon. Justice M. Shitu Abubakar at the Federal High Court 1 sitting in Makurdi, Benue State, under case number FHC/MKD/CR/184/2024.


The charges detailed alleged corrupt practices, including Dyegh's receipt of N18,970,000 (Eighteen Million Nine Hundred and Seventy Thousand Naira) on May 19, 2014, intended for the construction of school facilities in Guma LGA, Benue State. 


He was accused of allegedly channeling the funds through the First Bank account of Midag Limited, a company in which Dyegh has a substantial interest. This alleged action violates Section 19 of the Corrupt Practices and Other Related Offenses Act, of 2000.


Hon. Dyegh was further alleged to have received and transferred these funds through Midag Limited and Kangnaan Global Resources Limited, companies associated with him, contrary to the Corrupt Practices Act. 


The charge sheet alleged that Dyegh abused his office by privately benefiting from contracts awarded to these companies while overseeing the related funds as a signatory on their accounts.


At the commencement of the trial, the Presiding Judge, Justice Abubakar ordered Dyegh's to be remanded at the Nigerian Correctional Center, Makurdi, pending the determination of his bail application and adjourned the matter till Monday 11, November, 2024. 


At the resumed hearing of the case, Defense Counsel S.E. Irabo moved a bail application of his client. He prayed the court to grant him bail citing health concerns. 


The ICPC represented by Bako Along and T.S. Iorngee, did not oppose the application. 


After listening to the argument of the counsels, Justice Abubakar subsequently granted Dyegh bail in the amount of N20 million, requiring two sureties with international passports to be surrendered to the court and verifiable addresses.


Justice Abubakar later adjourned the case until January 16, 2025, for a definite hearing of the corrupt suit preferred against the former Federal Lawmaker.

ICPC Chair Emerges AARP-F President, Seeks End to Illicit Financial Flow in Africa




The Chairman of the Independent Corrupt Practices and Other Related Offences Commission (ICPC), Dr Musa Adamu Aliyu SAN, has been elected President African Asset Recovery Practitioners’ Forum (AARP-F). 


Dr. Musa Aliyu, was elected President of AARP-F by the interim council members of the forum which comprise representatives from African regional blocs, ARINs, and AAACA, in an election held in Arusha, Tanzania, recently.


Speaking shortly after his election, Dr. Musa Aliyu, canvassed renewed implementation of Common African Position on Asset Recovery (CAPAR) to eliminate illicit financial flow in Africa.


He stressed the need for members of the AARP Forum to uphold their charter's objectives and advance efforts in asset tracking and repatriation to bring Africa’s development goals within reach.


He outlined the charter's primary goals including  strengthening regional and international systems and monitoring and evaluating the implementation of the Common African Position on Asset Recovery (CAPAR).


According to him, realising these objectives require close collaboration between forum members and their respective domestic Ministries of Justice and Judiciary. 


He further explained that such collaboration would help dismantle the legal barriers between African nations and facilitate a united front to secure the continent’s financial integrity. 


The ICPC chairman further emphasised the need for a robust Mutual Legal Assistance (MLA) framework under the United Nations Convention against Corruption (UNCAC) to engage international recipients of illicit financial flows (IFFs). 


He noted that this framework would encourage recipients to return assets that do not legitimately belong to them, whether held intentionally or unintentionally.


Dr. Aliyu stressed that strengthening existing legal frameworks is crucial to improving the efficiency of African criminal justice systems and overcoming procedural obstacles that hinder CAPAR's objectives.


He noted that legal technicalities remain a significant challenge for prosecuting corruption in many African countries.


The ICPC chairman also highlighted the expertise within the forum’s diverse membership as a critical resource for overcoming the barriers limiting Africa’s progress. 


Beyond financial recovery, he stated that AARP’s vision extends to reclaiming Africa’s cultural heritage, including artworks, artefacts, and all items significant to the continent's identity.

Operatives of the Adamawa State Police Command have arrested a 20 years old suspected thief, Abubakar Abudu for stabbing 30 years old house wife to death.

 

A statement by the image maker of the command, SP Suleiman Yahaya Nguroje, on Monday, explained that the accused was arrested on the 10th November, 2024.


He said that the suspect who hails from Gengle village in Mayo Belwa LGA, stabbed his victim identified as Azumi Abubakar, to death.


He said, "The suspect had on 7th November, 2024 at about 0300hrs broke into the house of the victim and stole some quantity of maize. In an attempt to escape, the victim identified and called his name. 


"Upon realizing that he was sighted and identified, he immediately attacked the victim by stabbing her with a knife as a result of which she died," SP Nguroje added.


He said that arrest followed a complaint from the victim's husband, assuring that the suspect will be charged to court as soon as investigation is completed.

SEN IYA ABBAS INSTALLS SOLAR STREETLIGHTS IN COMMUNITIES



The Senator representing Adamawa Central Senatorial District, Aminu Iya Abbas has commenced the installation of solar streetlights in some communities in his constituency. 


Iya Abbas who is the Chairman Senate Committee on Innovation, Science and Technology, said the gesture is part of his commitment towards complementing government's effort in improving security.


A statement through his Yola Media Office, explained that the installation of the streetlights in some parts of the LGAs in Adamawa Central is also aimed at enhancing socio-economic development around communities and in fulfillment of his campaign promises. 


Already, the installation has been completed in some communities while others are at advanced stage across the selected communities. 


Meanwhile, cross section of residents in LGAs which comprise the senatorial district including Girei, Song, Hong, Yola, South,Yola North Fufore and Gombi, lauded the quality representation of the Senator.


More so, the benefiting communities interviewed by our reporter have expressed satisfaction with the commitment of the Senator towards providing them with basic needs. 


According them, the streetlights have made a significant difference in their daily lives and they are incredibly appreciative of the work he has done for their communities

ALIMAT CARE FOUNDATION TRAINS ADAMAWA HEADS OF SCHOOLS ON GRP




No fewer than 27 School Administrators as well as Education Duty Bearers in Yola North and Yola South LGAs of Adamawa state respectively, were trained on Gender Responsive Pedagogy.


The participants were equipped with the needed knowledge of gender responsive teaching and learning methods and processes, especially on factoring in the specific needs of boys, girls and the vulnerable students in the entire teaching and learning process.


The 3-Day Workshop was a Self-funded Intervention organised by Alimat Care Foundation with technical support from Forum for Africa Women Educationalists (FAWE) Nigeria who initially trained staff of the organisation in a ToT and equipped the organisation with the training modules.


Held in Yola, Adamawa State Capital, the event drew principals, vice principals across 12 Junior Secondary Schools as well as officials of the Ministry of Education and Human Capital Development and Adamawa State Mass Education Board.


Others who graced the workshop include School Support Officers from the Local Education Authority of the target LGAs, Adamawa State Universal Basic Education Board and the management and staff of Alimat foundation.


Interestingly, the event bequeathed participants with the knowledge on "Gender and Human Rights", "Gender Responsive Schools and Management Systems", "Gender Responsive and Learner-Centered Pedagogy".


Equally, they were equipped with knowledge on "Gender Responsive Language Use, Lesson, Teaching and Learning Materials" and "Gender Responsive Classroom Set Up and Management". 


Other topics extensively covered during the workshop include"Sexual and Reproductive Health and Gender Responsive Schools," and "School Related Gender Based Violence, Sexual Harassment and Trauma".


This is in line with the NGOs mission of improving the lives and future prospects of girls in Nigeria, with a strong belief that when girls are educated, protected and empowered, they have the ability to positively transform their communities, break the cycle of poverty, and create a brighter future for themselves and others.


Speaking at the event, the Program Lead of the Foundation, Yinasim Dagal, disclosed that the workshop was organised to train the participants so that they can step it down to their schools.


She noted that the event will help in promoting inclusivity in schools and the  teaching and learning outcome amongst students and also reduce gender inequality.


According to her, their effort is to have secondary schools that are gender responsive and understand the specific needs of boys, girls and vulnerable students.


She hinted that identifying those needs will help in creating gender responsive schools.


In his presentation on various topics, Ibrahim Bello, tasked the participants to make effective use of the knowledge acquired at the workshop.


Ibrahim Bello, urged them to create a profile of each student that describes the student's background, learning style, challenges and strengths, and that they should be aware of gender specific needs and disadvantaged conditions that might inhibit the ability to students' succeed in school.


He told them that children learn better when teachers believe in them, saying that if a teacher has faith in students' abilities and can see their potential, it helps their students to imagine their own success and work towards achieving it.


The cross section of the participants applauded the NGO for organising the event and promised to work towards making their school centers of excellence. At the end of the third day, the participants developed an action plan, detailing specific actions and policies  they intend to introduce in their school towards making their schools gender responsive and inclusive.

POLICE ARREST MAN FOR KILLING HIS 3-DAY OLD BABY IN ADAMAWA



The Adamawa State Police Command has apprehended a 19 year-old Aliyu Yaro for allegedly killing his 3-day old baby boy. News Platform 


The suspect who hails from Kwacham in Mubi, was accused of murdering the victim 3 days after his girlfriend gave birth to him.


Aliyu, confessed to the heinous crime while fielding questions from the Police Public Relations Officer, SP Suleiman Yahaya Nguroje on Friday.


He narrated that he had impregnated the mother of the deceased who happens to be his girlfriend known as Safiya, and after delivery, she kept calling him to come and carry the baby.


He said that she had threatened to kill or throw away the baby if he fails to come and carry him, explaining that he was left with no alternative than to carry him.


He said that he went to the house of his girlfriend in the night after calling him and carried the infant and left with him after he had sent the mother on errand to fetch water for him.


Aliyu revealed that he took the baby and fed him with milk after he had cried, and that the following day, the baby died.


He further narrated that he single handedly carried the corpse around 9:00pm and burried it at Girpata in Mubi.


The PPRO who confirmed the arrest, said that the Commissioner of Police, Morris Dankombo, had ordered that the matter be transferred to CID for investigation and prosecution of the suspects.

SEN IYA ABBAS TO BEGIN FREE MEDICAL OUTREACH WEDNESDAY



As part of his commitment towards improving health of constituents, the Senator representing Adamawa central Senatorial District, Senator Aminu Iya Abbas, is set to embark on a 6-day free Medical Outreach. 


The Phase I Medical Outreach is Scheduled to be held at Gombi, Girei and Fufore cottage hospitals from Wednesday 13th of November – Wednesday 20th of November, 2024, for Constituents of Gombi, Girei and Fufore Local Government Areas. 


According to him, the event will take place at cottage hospital in Gombi on Wednesday 13th and Thursday 14th, Girei cottage hospital on Friday 15th and Saturday 16th and Fufore cottage hospital on Tuesday 19th and Wednesday 20th November, 2024 as focal point of the medical outreach respectively. 


The Second phase which will be announced at a later date, will be carried out in Hong, Song, Yola North and Yola South Local Government Areas.


The lawmaker noted that, the outreach program will focus not only on treatment but also on preventive measures and early interventions. Regular check-ups, health screenings and education on healthy practices that can help to prevent diseases as well as to detect potential health issues early on.


The program will feature free surgeries on Hernia Appendicitis,Lipoma,Hydrocele, Goitre, Fibroids,varian cysts,Breast lumps, Eye tests and many other surgeries


Iya Abbas said he was collaborating with relevant institutions in the healthcare sector to host the free medical outreach for the local government area in his constituency. 

IGP CONDEMNS EXTORTION OF N10MILLION BY OFFICERS



Inspector-General of Police, IGP Kayode Adeolu Egbetokun, has condemned an alleged extortion of some unsuspecting citizens by some officers of the force.


Some officers of Zone 16 Zonal Headquarters, Yenegoa, identified as ASP Emmanuel Ubong, Inspector Nse Okon, Inspector Adiewere Collins, and Inspector Kuromare Marine were accused of extorting the sum of N10million.


The officers allegedly extorted the from a group of young Nigerians and that the money has been recovered through the efforts of the new Assistant Inspector-General of Police in charge of Zone 16, and the Officers have since been detained and subjected to orderly room trial. 


IGP Egbetokun, in a statement by the Force Public Relations Officer, ACP Olumuyiwa Adejobi, condemned the act and ordered stringent punishment for corrupt officers.


The statement said that the NPF under the leadership of IGP Egbetokun, maintains a zero-tolerance policy for any act of corruption and police misconduct, as the Force takes every allegation of extortion and abuse of power extremely seriously.


It reassured the general public that the force will continue to investigate all allegations levelled against erring officers of the thoroughly.


In pursuit of restorative justice, the IGP mandated severe consequences for any officer, no matter how highly ranked, found culpable, acting as a deterrent to those who may seek to compromise the integrity of the Force.

GOVERNOR FINTIRI SINGS 5 BILLS INTO LAW



Governor Ahmadu Umaru Fintiri, of Adamawa State has signed 5 bills into law enacted by Rt. Hon. Bathiya Wesley led House of Assembly.


The bills assented to as contained in a release by Humwashi Wonosikou, the Chief Press Secretary to the Governor Fintiri include:

 

Adamawa State Water Supply and Sanitation Hygiene Services Law 2024: This law applies to various state agencies, including the Adamawa State Water Services Regulatory Commission, Private Sector Participation and Service Providers, Adamawa State Water Corporation, and more.


Adamawa State Health Supplies Management Agency Law 2024: Repeals The State Essential Drugs Programme Edict of 1996.


Teachers Service Commission Law 2024: Establishes the Adamawa State Teachers’ Service Commission.


Adamawa State College of Agriculture, Science and Technology Ganye Law 2024: Repeals Adamawa State College Of Agriculture Ganye Law 15 of 2016.


Adamawa State College Of Nursing Sciences Law 2024: Repeals Adamawa State College Of Nursing and Midwifery Law 2 of 2017.


CLIMATE CHANGE: ALIMAT CARE FOUNDATION, YOUTHS TAKE ADVOCACY TO ADHA, SEEK CLIMATE JUSTICE FOR AFRICA




A non-governmental organisation, Alimat Care Foundation in collaboration with Adamawa Youth activists for Climate Justice on Tuesday, stormed the Adamawa State House of Assembly on an advocacy visit.


Alimat Care Foundation (a Youth-led NGO in Adamawa State) in conjunction with the Adamawa Youth Activists for climate justice and with support from African Activists for Climate Justice (AACJ) organized a Road show to the assembly and demanded among others climate justice for Africa.


The activists held placards with various inscriptions such "Grants and Not Loans", "Climate Finance to the Vulnerable People" "Free Africa from Debt Burden", Debt Swap for Damages" and "Gender Responsive Climate Change"," among others.


This is coming few days to the Conference of the Parties scheduled to hold from 11th to 22nd November, 2024 at Baku in Azerbaijan.


The annual event usually attracts governments from different countries who assemble and table their demands during which negotiations are reached, funds are allocated for intervention.


Speaking while receiving the delegation at the assembly complex, the Speaker Adamawa State House of Assembly, Rt. Hon. Bathiya Wesley, congratulated them for the advocacy to the assembly.


The Speaker who was represented by the Majority Leader and Member representing Demsa constituency, Hon. Kate Raymond Mamuno, assured that the assembly will amplify the voices of the activists regarding climate change.


He informed them that the assembly has recently enacted a climate change bill and is waiting for Governor Ahmadu Umaru Fintiri's assent, expressing optimism that the Governor will assent on it to make it become law.


He commended the thought provoking messages on placards and assured the delegation of the assembly's readiness to channel their messages to the Federal Government and urged them not to relent in their advocacies.


Speaking earlier, the Leader of the delegation, Ibrahim Bello, said that climate change is a reality and people now live with it in their communities, and attributed drought and flooding in most part of state and neighbouring states to climate change.


Ibrahim Bello, lamented that the developed countries account for a significantly higher percentage of global pollution compared to developing countries.


According to him, the impact of climate change is felt in developing countries more than in developed countries, saying that whenever climate politics and finances are discussed, developing countries are expected to make commitments beyond their contribution to climate change, and even when funds are allocated it comes in the form of favours and loans and Africans are expected to either repay or show gratitude.


He observed that people at the grassroots hardly feel the impact of the climate finance, adding that the road show and the advocacy is to make their voices as local communities, young people heard globally.


He told the Speaker that they want issues raised by the youths to  form part and parcel of the discussion or conversation that will take place during this year's meeting at Azerbaijan.


He explained that the state Lawmakers are closer to the people at the grassroots; hence, the need to channel their demands to them so that the world will know that they are aware of the issues and also demand Climate justice for African countries.


He advocated that funding interventions for African Countries should not come as loans but unconditional grants, this way African people and their governments will get to decide how to utilise the funds in order to address the impact of climate change in their communities.


Ibrahim Bello used the opportunity to commend the assembly for passing the bill to Establish a Commission for Climate Change in Adamawa State and its commitment to providing good stewardship, and further thanked the Speaker for the warm reception.

SEN IYA ABBAS' BILL ON EYE CENTRE JIMETA SCALES 2ND READING



A bill to establish the National Eye Centre, Jimeta in Adamawa State sponsored by the Senator representing Adamawa Central Senatorial District has scaled 2nd reading.


This followed the presentation of the general principles of the bill at plenary on Thursday, by Senator Iya Abbas. He reminded the senate that the bill was read for the first time on July 10, 2024.


He said cataract was one of the commonest causes of severe visual impairment and blindness in Nigeria; hence, the need to establish the centre for the benefit of his electorate.


He added that glaucoma has led to several cases of blindness in Adamawa State and the country at large, and sought for the establishment of the National eye centres anywhere in Nigeria.


According to him, Trachoma is an infectious eye disease caused by the chlamydia trachomatis bacteria, saying “It is spread by direct contact with the eye or nose of an infected person which causes inflammation of the eyelids and can lead to scarring of the cornea.


“This is one of the eye diseases commonly found among rural dwellers in Nigeria, and Jimeta as well as other communities of Adamawa State is not an exception.


“This, in addition to other conditions like uncorrected refractive errors are found to be among major causes of blindness and visual impairment in Adamawa State and the country at large” he said.


Senator Aminu Iya listed the objective of the bill to include prevention, diagnosis and treatment of eye issues .


He said that the centre would also be involved in the coordination of research in eye diseases and training of specialists in eye diseases among others.


The eye centre Jimeta, when established will help to prevent and treat eye diseases as well as enhance and train more eye care providers and professionals alike.


“The centre will promote research and innovations in the field of eye care for Adamawa State and the country.


“In the overall analysis, the centre when fully established will create jobs, and boost local economy, which will have direct effect on the national economy” Senator Aminu Iya said.


He said the bill would not serve Adamawa State only but the adjoining states.


He said currently, anybody with eye challenge in the aforementioned states would have to travel all the way to Kaduna State for treatment.


This, he said was very challenging for most people in view of the current economic and security challenges bedeviling the country.


The Senator urged the lawmakers to support the bill for the second reading.


President of Senate, Godswill Akpabio after the bill was read the second time referred it to Committee of Health for further legislative inputs.

ADHA LEGISLATOR TASKS HERDERS-FARMERS ON PATIENCE



Following recent clash between farmers-herders which claimed 7 lives in Song LGA, the member representing Song constituency at the Adamawa State House of Assembly, Hon. Emmanuel Kefas, has urged farmers -herders to exercise patience during harvest.


However, he advised both farmers and herders to visit Security Depots which he had created to resolve their differences instead of resorting to taking laws into their own hands.


He explained that the 5 Security Depots which he had created are in Dumne, Golantabal, Bariki, Song Gari and Pakin, saying that they were created to resolve issues araising between farmers and herders.


The depots according to him, are manned by the Local Hunters, Vigilante Groups,Tapital Pula'aku, Miyetti Allah, pointing out that the non governmental forces are capable of complementing the effort of the police and other security agencies in resolving issues.


The Lawmaker who was fielding questions from newsmen in Yola, Adamawa State said that the wanton destruction of property and killings is not and will never be the solution, insisting that dialogue is the only solution to such clashes.


He added that he had created the depots last year primarily to mediate between farmers and herders to enable them live in peace and harmony more especially during harvest.


He said that one cannot be able to separate farmers and herders, and that the only way to proffer solution on the clashes is through dialogue, respect for one another's business and tolerance.


The  legislator reminded them that they are into farming and cattle rearing to get food and nothing else, and urged them to respect each other's source of livelihood, advising cattle rearers to exercise patience and wait for farmers to complete harvesting their crops before grazing. 


On recent clash between farmers-and farmers in Kukta community, Song LGA, Hon. Emmanuel Kefas, commended Governor Fintiri and the security agencies for prompt intervention and adopting measures to prevent reoccurence.

ADAMAWA GOVT INVITES MEMORANDA FOR NEW DISTRICTS


The Adamawa State Government urged communities agitating for creation of new Districts to submit their memoranda to the Office of the Permanent Secretary, Chieftaincy Affairs Department for consideration.


A release signed by Humwashi Wonosikou, Chief Press Secretary to the Governor Ahmadu Umaru Fintiri urged interested communities to submit their memeranda as from Monday, November 11th to November 25th, 2024.


"All Communities desirous in new Districts are eligible and free to submit their memoranda.


"Adamawa State Government's call for memorandum is  part of efforts to improve governance and administration at the local level", he said.

5 REMANDED FOR DEFILING, IMPREGNATING MINOR IN ADAMAWA



About 5 persons were on Tuesday, arraigned before the Chief Magistrate Court I in Yola Adamawa State for the offences of criminal conspiracy and defilement of a child.


The defendants including Ibrahim Aliyu, Muhammed Adamu, Gaddafi Adamu, Usman Umar and Musa Isa, hail from Yola town in Yola South LGA.


Already, the court presided by Magistrate Alheri Ishaku, had ordered the remand of the defendants in prison custody pending the outcome of the legal advice from the DPP.


On their arraignment by the Adamawa State Police Command, the 1st defendant pleaded guilty to defilement while the 2nd to 5th defendants pleaded not guilty to all the offences.


Ibrahim Aliyu admitted having had sexual intercourse with the 15-year old, saying that she was his girl friend and even planning to marry her.


While the other defendants who pleaded not guilty to the offences, allegedly had sexual intercourse with the victim on different occasions.


According to the First Information Report earlier tendered by the prosecuting police officer, ASP Zakka Musa, the defendants allegedly conspired and defiled their victim (names withheld) who hails from Mafias Quarters in Yola town.


It informed the court that the DNA test revealed that the 1st defendant is responsible for the pregnancy contrary to sections 60 and 211 penal code law.


Addressing the court after the plea of the defendants, ASP Zakka Musa, said that whether the defendants pleaded guilty or not the 2 leg of the offences is capital in nature and prayed the court to remand them pending legal advice.


On his part, counsel to the defendants, Murtala Ibrahim, prayed the court to admit them to bail pursuant to section 159 of ACJL and section 36(5) of the constitution.


Murtala, pleaded with the court to grant them bail, assuring that his clients will make themselves available for trial, but the court refused to grant the application as prayed.

ADHA LAWMAKER FACILITATES FINANCIAL SUPPORT FOR CONSTITUENTS



In a significant move aimed at improving the lives of his constituents, the member representing Mayo Belwa constituency at the Adamawa State House of Assembly, Hon. Musa Mahmud Kallamu, has facilitated financial support for over 40 individuals across his constituency. 


The grants facilitated through the state government is part of a broader initiative of Governor Ahmadu Umaru Fintiri to alleviate poverty and enhance the economic well-being of the people of Adamawa through the Poverty Alleviation and Wealth Creation Agency (PAWECA).


The lawmaker, during the distribution ceremony held at his hometown in Mayo Belwa, expressed gratitude to Governor Fintiri for his ongoing efforts to uplift the state’s economy by empowering small-scale entrepreneurs. 


He said the financial grant is part of the governor's vision to transform the socio-economic landscape of Adamawa and support local businesses.


In addition to the financial grants, Kallamu awarded scholarships to six students from the constituency who are studying at various institutions of higher learning. 


 He announced that the scholarship initiative will be sustained monthly until a major scholarship program is launched, which he noted will be unveiled soon.


The lawmaker further showcased his commitment to job creation by presenting an appointment letter to Miracle Caleb, a constituent who recently secured a position within top Federal Government Parastatal. 


Kallamu pledged to continue lobbying for employment opportunities for more constituents across different sectors in Adamawa and beyond.


The Secretary of the People's Democratic Party (PDP) in Mayo Belwa Local Government Area, Hon. Rabiu Ibrahim, commended Kallamu for his dedication to the community, describing him as a true representative.


Ibrahim noted that the party is proud of Kallamu’s efforts toward uplifting the lives of constituents and foster development in the constituency.


Beneficiaries of the empowerment program expressed gratitude for Kallamu’s support, with many praying for Allah's blessings upon him.

A new bill to establish Adamawa State Electricity Commission saddled with the responsibility of generating power has scaled 1st reading at the Adamawa State House of Assembly.


The bill scaled 1st reading at the hallowed chamber presided by the Speaker, Rt. Hon. Bathiya Wesley, and since scheduled for 2nd reading at the next legislative day.


The resolution to read the bill for the first time followed a motion by its Sponsor and Member representing Shelleng constituency, Hon. Kantomon Bulus Naphtali, during the resumed sitting on Monday.


The bill is tagged, "A Bill for a Law to establish the Adamawa State Electricity Commission for the Generation, Transmission and Distribution of Electricity in Adamawa State and to provide for other matters incidental thereto".


According to the Sponsor, Hon. Kantomon Bulus, the bill was meticulously crafted to establish new commission to explore abundant sources of power in Adamawa State with a view to generating power for the state.


Hon. Kantomon said that the new commission will generate electricity which according to him will go along way in boosting economic activities as well as making life comfortable for the citizens.


The Lawmaker explained that there are multiple sources of power such as Kiri Dam in his constituency which can be used by the new commission if finally established to provide power for the citizens.


Likewise, the member has also sponsored a bill for a law to establish Adamawa State Security Trust Fund and other matters incidental therewith.


After reading the bills sequel to motions to that effect by its Sponsor, Hon. Kantomon Bulus, the Speaker of the Assembly, Rt. Hon. Bathiya Wesley, directed the Chairman Rules and Business of the assembly to schedule it for 2 reading.

TUKUR IYA ABBAS RECEIVES FCE AWARD FOR LATE FATHER



On Saturday 11 November, 2024 Alhaji Tukur Iya Abbas, the son of the late eminent community leader, accomplished father and educational Icon received a posthumous award for meritorious service on behalf of his late father Alhaji Abubakar Iya Abbas by Federal College of Education FCE, Yola. 


This bestowment to late Iya Abbas alongside ten other personalities was carried out as one of the events organised to celebrate the 50th anniversary of the college, pointing out that the deceased  has contributed immensely to the growth and development of the college and the nation. 


The Provost of the College Dr. Muhammad Usman Degereji in an address told the gathering that, other activities slated to mark the tripartite event include the launch of a book in honour of Professor Gidado Tahir, the pioneer provost of the college as well as display of the college archives to showcase its deep roots and history.


Other award recipients include late Ahmed Joda, late Ahmadu Ribadu, Professor Jubril Aminu, late Professor Gidado Tahir, Professor Samuel Aleideno and Professor Peter Lassa.


Other recipients are, late Musa Waziri, Madam Asia Mamman, Maikano Tafida and professor Kaletapwa Farauta.


Speaking while receiving the posthumous award on behalf of late Alhaji Iya Abbas family, Tukur appreciate the Organising Committee and the management of the institution for recognizing their late father who died on November 16, 2008 precisely sixteen years ago.


He also on behalf of Iya Abbas Foundation announced the donation of Two Million Naira (N2,000,000) to launch the book in honour of professor Gidado Tahir, the pioneer provost of the college. 


Late Iya Abbas who left behind 17 Children Including the present Senator Representing Adamawa Central Senatorial district Senator Aminu Iya Abbas, Alhaji Usman Iya Abbas and Tukur Iya Abbas of North East Development Commission (NEDC)


Senator Aminu Iya Abbas had earlier in the morning alongside other members, friends and well wishersof late Alhaji Abubakar Iya Abbas family attended the convocation ceremony of the college before proceeding to Abuja for urgent national assignment.

ADAMAWA GOVT CLARIFIES OCTOBER SALARY DEDUCTIONS



The Adamawa State Government has clarified deductions in the salary of the civil servants in the state in the month of October, 2024.


A release signed by Humwashi Wonosikou, the Chief Press Secretary to Governor Ahmadu Umaru Fintiri, said that the clarification is in response to the recent concerns raised by Adamawa State civil servants regarding deductions from October salaries.


He said, "We wish to clarify that these are statutory deductions in accordance with Federal and State regulations. The deductions are as follow: Income Tax Deductions (PAYE), National Housing Fund (NHF) – 2.5% Contribution, Adamawa State Health Insurance Contributory Scheme.


"Your dissatisfaction regarding deductions from the October salaries result from unpaid contributory National Housing Fund. PAYE and the State Health Insurance Contributory Scheme for three consecutive months. Adhering to government policy neccessitated these payments.


"The Pay As You Earn (PAYE) income tax is deducted in line with the Personal Income TaxAct (PITA) 2011 (as amended). This law mandates tax on individual earnings from business or employment across Nigeria, based on specified income rates. Contrary to reports, there was no blanket N40,000 deductions across the board; this misinformation is intended to misrepresent the government’s actions.


"PAYE is a federal mandate, not a state policy, and is uniformly enforced nationwide for all civil servants, federal and state alike, as well as private sector employees.


"National Housing Fund (NHF) Deduction: The NHF deduction, set at 2.5%, is a compulsory savings scheme established to assist civil servants in accessing housing loans for construction or renovation. This deduction, administered by the Mortgage Bank, provides civil servants with long-term benefits in securing affordable housing.


"Adamawa State Health Insurance Contributory Scheme: Under the leadership of Governor Ahmadu Umaru Fintiri, the Adamawa State Health Insurance Contributory Scheme is a key initiative that has made healthcare more affordable for all civil servants.


"This scheme, acclaimed by workers throughout the state, is part of the government’s commitment to improving the health and well-being of the workforce. We encourage all civil servants and concerned citizens to seek clarification from relevant authorities before expressing concerns publicly. Governor Ahmadu Umaru Fintiri’s administration remains steadfast in its dedication to transparency, fairness, and workers' welfare.

Points to Note:

1. Income Tax is Mandatory: PAYE deductions are compulsory for all working citizens,

regardless of their sector or position. Section 87 and 88 of the PITA Act 2011 empowers State Internal Revenue Services to administer this Tax.

2. Alignment with Government Policy: The current administration upholds these deductions in alignment with federal regulations and policy requirements.

3. Worker-Friendly Administration: Governor Fintiri’s administration is fully committed to safeguarding the rights and well-being of all employees.

4. Minimum Wage Commitment: In a demonstration of this commitment, Adamawa

State has commenced payment of the N70,000 minimum wage, underscoring the government’s dedication to fair and improved compensation.

NUMAN RESIDENTS INCLUDING PLWD CONDUCT SANITATION



Residents of Numan Local Government Area in Adamawa state have carried out monthly sanitation exercise with a view to keeping clean environment.


During the exercise, a Person Living with Disability identified as Lazarus Simon, also took part in the exercise so as to contribute his part in promoting clean and healthy environment.


Likewise, during the exercise there was presence of security agencies including military, police, civil defense, vigilante groups and staff from the LGC and that of Ministry of Environment who restricted the movement of vehicles and enforced the exercise.


Speaking to newsmen, the Zonal Coordinator Ministry of Environment, Numan Zonal Officer, Patience Harris Peter, described Saturday's exercise as a successfull one compared to the previous ones.


Patience said that the security agencies have given them support which brought about the success of the exercise, saying that the residence on their part have done their best in sanitising their surroundings.


She commended the Chairman of the LGC, Hon. Innocent Koto, for the support given to them which saw to the success of the monthly sanitation exercise.


She further commended the people for participating in the exercise, saying that sanitising their surroundings will help in preventing some diseases and have a healthy and clean environment for their habitation.


Also speaking, a Staff of the Ministry of Environment Numan Zonal Office, Ayuba Gabriel, applauded Governor Ahmadu Umaru Fintiri, for reintroducing the monthly sanitation exercise to keep clean environment.


Ayuba, said that they used to face challenge from commercial tricyclists and truck drivers because of their disobedience, saying that the security agencies more especially the military have addressed the challenge.


On his part, a Physically Challenged Person, Lazarus Simon, said that though he is physically challenged does not stop him from participating in the exercise, saying that the sanitation is to enable them have a clean environment.


He appealed to the inhabitants of the LGA not to relent in taking part in the exercise, and called on the government to come to his aid to enable him get what he will take care of himself considering his situation.

SPEAKER BATHIYA SALUTES GOVERNOR FINTIRI AT 57TH



The Speaker Adamawa State House of Assembly Rt Hon Bathiya Wesley on behalf of himself and the entire members of the state Assembly Felicitate with his Excellency Rt Hon Ahmadu Umaru Fintiri on his 57th birthday anniversary. 


The Speaker in a press statement signed by his chief press secretary Hyellamada Bernard said the Governor who assumed mantle of leadership in the state at his early 50s has written his name in Gold. 


The statement further noted that the leadership style exhibited by the Governor in the last five years is something that  people of the state will live to remember. 


Rt Hon Bathiya Wesley maintained that  members of the 8th Assembly under his leadership  is proud to be Associated with the administration and will continue to support the Governor in moving the state forward. 


While wishing the Governor more fruitful years ahead in good, the Speaker call on the people of the state to continue to pray and support Governor Ahmadu Umaru Fintiri in his desire to making the state one of the best in the country.
