Strengthening SRHR Governance, Accountability in Adamawa: ACF Launches AmplifyChange-Funded Initiative

 




Alimat Care Foundation (ACF) has officially commenced implementation of its AmplifyChange-funded project, “Breaking Barriers: Advancing Sexual and Reproductive Health and Rights (SRHR) for Women and Girls through Policy Reform and Cultural Transformation,” marking a significant milestone in efforts to improve SRHR outcomes in Adamawa State.


The project targets four Local Government Areas—Mubi North, Mubi South, Maiha, and Michika where structural, cultural, and systemic barriers continue to limit access to SRHR information, services, and protection mechanisms for women and girls.


Despite the existence of progressive legal frameworks such as the VAPP Law, implementation gaps remain a major challenge. Limited awareness, weak accountability systems, and entrenched socio-cultural norms have hindered effective service delivery and protection for vulnerable populations.


This initiative responds directly to these gaps by adopting a systems-strengthening and rights-based approach, focusing on: Policy implementation and accountability, Youth and community advocacy, Institutional coordination and Social norms transformation.


The project builds on ACF’s mission to advance the rights, safety, and leadership of girls and young women by expanding access to health, education, and protection services.


Through its Gender Equality and Social Inclusion (GESI) and Accountability to Affected Populations (AAP) frameworks, ACF ensures that interventions are inclusive, participatory, and responsive to the needs of marginalized groups including adolescent girls, persons with disabilities, and conflict-affected communities.


The project was formally launched on 25th March, 2026 in Mubi North LGA through a high-level inception meeting that convened over 60 stakeholders, including representatives from government ministries, local authorities, school systems, community leadership structures, and civil society organisations.


The meeting served as a strategic platform to: Present and validate the project implementation plan, Clarify stakeholder roles and responsibilities, Establish coordination and accountability mechanisms, Strengthen partnerships across sectors 


Importantly, the meeting facilitated consensus-building and reinforced stakeholder commitment to achieving shared SRHR outcomes.


Over its implementation period, the project is expected to deliver measurable improvements in: Awareness and enforcement of SRHR policies, Youth advocacy capacity and civic engagement, Community attitudes toward SRHR and gender equality.


Functionality of accountability and governance systems, By strengthening both demand-side (community awareness and advocacy) and supply-side (institutional capacity and policy implementation) factors, the initiative adopts a holistic approach to sustainable change.


In a region affected by conflict and socio-economic vulnerabilities, this project represents a timely investment in building resilient systems that protect and empower women and girls.


With support from AmplifyChange, ACF continues to demonstrate its role as a trusted local actor driving evidence-based, community-rooted solutions.
