ADHA REACHES FINAL STAGE ON CREATION OF DEV AREA COUNCIL

Adamawa state House of Assembly has reached a final stage in its efforts towards amending Local Government Establishment and Administration Law, 2004, in order to create Development Area Council of 3 Membership.

To achieve this, the Honourable Members of the House may likely pass the amended bill next week so as to provide opportunity for the appointment of those that will man the council across 50 Development Areas in the state.

The council members who are expected to be appointed by Administrators are empowered by the hallowed chamber to discuss all the activities taking place at Development Area level and agreed upon.

What will make the council more relevant is the provision by the law to notify it of all the ongoing government projects (State, Federal and Intervention) and monitor same with a view to ensuring that they are actually implemented and submit its monthly report to the ministry for Local Government Affairs.

In the area of security, the membership of the council are expected to monitor and report any strange movements/activities in their Development Areas in order to forestall security breach.

More so, the council shall coordinate and support the activities of vigilante groups and local hunters association and liaise with the government and security agencies if finally assumed office.

The council, according to the house, shall serve as peace and conflict resolution mechanism and shall report any security breach within their areas to LGC Chairmen and security agencies immediately for necessary action.

Further more, the lawmakers unanimously resolved that a woman should be appointed where necessary to form part of the council, and the council shall be people of proven integrity in their affected Development Areas.

The action of the Honourable House followed the presentation, consideration and the adoption of the report of the Joint House Standing Committees on Local Government and Chieftaincy Affairs and that of Inter -Parliamentary Affairs, Special Duties and Internally Displaced Persons (IDPs) as submitted by Hon. Umar Nashon Gubi(Nassarawo Binyeri).

Recall that the House of Assembly presided by its Speaker, Rt. Hon. Aminu Iya Abbas had on Wednesday considered and adopted the report which is now at the final stage of necessary legislative action.

After a heated debate for and against some sections by members including: Hon. Abdullahi Umar Yapak(Verre), Hon. Kate Raymond Mamuno(Demsa), Hon.Simon Isa( Song), Hon. Alhassan Hammanjoda (Ganye), Hon. Abubakar Isa(Shelleng), Hon.Myandassa Bauna(Lamurde), Hon. Japhet Kefas(Gombi) and Hon. Kabiru Mijinyawa(Yola South), the Speaker directed the Chairman Rules and Business of the House to schedule the bill for third reading at the next legislative day.
