STAKEHOLDERS APPLAUD ADHA's MOVES TO CREATE HUMANITARIAN AGENCY


Participants at a public hearing organised by the International Republic Institute (IRI) on a bill for a law  to provide for the establishment of Adamawa State Agency for Humanitarian and Developmental Affairs have applauded the assembly for initiating the bill.

The bill floated by the member representing Nassarawo Binyeri, Hon. Umar Nashon Gubi with Hon. Joseph Ayuba Kwada (Michika), Hon. Bauna Myandassa(Lamurde), Hon. Adwawa Donglock (Guyuk) and Hon. Bathiya Wesley as co-sponsors, was aimed at addressing the basic needs of the Internally Displaced persons.

The public hearing which was held at AUN hotel in Yola Thursday, attracted cross section of participants from the ministries of Health, Water Resources, Local Government Affairs, ADSEMA, International Organisations, Security agencies as well as other government and non governmental organisations.

At the event, the participants presented their inputs that will make the bill more effective with a view to catering for the immediate needs of most especially the Internally Displaced Persons (IDPs) in some parts of the state.

Speaking while declaring the public hearing open, the Speaker of the House of Assembly, Rt. Him. Aminu Iya Abbas said that the bill is very significant to the inhabitants of the state.

Rt. Hon. Iya Abbas told the participants that the house decided to come up with the bill, so as to be in tandem with activities of the ministry of Reconstruction, Rehabilitation, Resettlement and Humanitarian created by Governor Ahmadu Fintiri led administration.

He informed them that the hallowed chamber has other bills that will need the conduct of public hearing in order to give the house direction and taste the acceptability of the proposed bill even before enactment.

He expressed satisfaction with the public hearing, saying that the caliber of stakeholders that graced the event is a clear demonstration that people are very much concernend about the wellbeing of the IDPs.

Speaking while presenting the bill for deliberation by the participants, the sponsor, Hon. Umar Nashon Gubi ( Nassarawo Binyeri) said the legislation is aimed to present a strategy and implementation framework towards achieving the objectives of resettlement policy.

Hon. Nashon added that if the bill is finally enacted and assented  to will restore infrastructure and livelihood of the displaced communities; rehabilitate and resettle the victims.

The legislator added that the bill will provide for a survey of the conflict affected communities in order to ascertain the extent of loss and destruction and put measures necessary for planning and implementation, physical and socioeconomic reconstruction.

Several participants who spoke while submitting their inputs at the event, commended the sponsor of the bill and the House of Assembly for putting machinery on motion towards making the bill to see the light of the day.
