In order to ensure efficient and effective service delivery in the act of governance in the state, the Adamawa state House of Assembly on Tuesday passed 4 different bills, granting financial autonomy to the Auditor General of the state and that of the Local Govcernments.
Aside the financial independence, the Legislators also granted a specific term of office for, other powers so as to ensure the independence of the Auditor General for the state and that of LGs.
Likewise, the Legislators have enacted a bill for a law to provide for the management of funds of the state House of Assembly, as well as a bill for a law to amend Adamawa state House of Assembly Service Commission Law No. 5 of 2002, so as to subject the appointment of the Commission Members to the confirmation of the Assembly.
The bills have been enacted to provide for a law to regulate the mode of expenditure of the hallowed chamber and how those will pilot the affairs of the Commission will appointed.
To appropriately manage its funds for the purpose intended, the Honourable Members established a committee known as the State Account Allocation Committee(SAAC) which shall comprise of several members including Commissioner of Finance, Accountant General, 2 Members of the state House of Assembly nominated by the Speaker, Clerk to the House, Secretary of the Commission among others.
The new committee will determine and ascertain from the consolidated Revenue Fund of the state, appropriate allocation due to each arm of the state government based on the appropriation law of the state.
MEWS PLATFORM gathered that the bill has been passed to entrench probity and accountability in the financial affairs of the house, as well as define the role and financial threshold for respective organs of government.
On the State Auditor, the Legislators amended the state audit law, 2016, and provided financial autonomy, a specific term of office, for other powers to ensure the independence of the AG.
Likewise, on the Local Government Auditor General, the House resolved and amended Law, 2017 which also provided financial autonomy, a specific term of office, for other powers to ensure the independence of the Auditor for the LGs.
The passage of the 4 bills followed motions at a resumed plenary session on Tuesday by the Majority and Minority Leaders of the House, Hon. Hammantukur Yetisuri(Jada Mbulo) and Mohammed Mutawali(Girei).
After enacting the bills, the Speaker, Rt. Hon. Aminu Iya Abbas, directed the Clerk to the House to prepare clean copies of the bills for Governor Ahmadu Umaru Fintiri's assent.
