ADHA Urges Fintiri to Establish Security Taskforce in Numan, Lamurde LGAs



The Adamawa State House of Assembly on Monday, adopted 6-points resolutions on the recent communal clash which claimed lives as well as destruction of properties in some communities in Lamurde and Numan LGAs. News Platform 


The assembly urged the executive arm through the Ministry of Special Duties, Security, and Humanitarian Services, and in collaboration with the Ministry of LG and Chieftaincy Affairs, to establish a Community-Based Security Taskforce in Numan and Lamurde LGAs.


According to the Lawmakers, the taskforce shall comprise trained members of the local vigilante, community peace corps, and traditional hunter groups, with a clear operational framework and financial support.


Likewise, the Legislators have resolved to constitute a Joint Oversight Committee which comprises members of the House Committees on Security, LG Affairs, and Justice to work with the Office of the Adviser on Security and relevant CSOs, to develop a draft Community Security Reform bill, ensuring legality, transparency and community ownership.


It called on the Adamawa State Emergency Management Agency (ADSEMA) to immediately dispatch relief items including food, and medical supplies to affected villages in Rigange and Waduku, and set up temporary shelter for displaced persons, especially women and children.


The Members urged Numan and Lamurde LGCs under the supervision of the Ministry of LG Affairs, to convene an emergency Security Stakeholders Forum involving traditional and religious leaders, youth groups, and representatives of affected communities to build consensus and security.


It appealed to the Nigeria Police Force and the Nigeria Security and Civil Defence Corps to beef up surveillance patrols and manpower deployment across Numan and Lamurde LGAs, particularly in the vulnerable communities pending the establishment of taskforce.


The adoption of the resolutions followed a matter of urgent public importance brought before the assembly by the Member representing Numan Constituency, Hon. Pwamwakeno Mackondo.


Earlier, Hon. Mackondo, briefed his colleagues on the recent violent attacks on Rigange and Waduku communities in Lamurde, explaining the attacks affected his some parts of his Constituency as some of the displaced persons fled to Numan.


Hon. Mackondo noted that despite the existence of conventional security agencies, the vast terrain and logistical limitations have left several communities unprotected and vulnerable.

 

He pointed out the Adamawa State Government had in the past made commitments to support local securiy agencies including vigilante services, peace corps, hunters' groups, and other community-led defense structures.


He said that the absence of a structured, community-driven security architecture contributes significantly to recurring violence and lack of intelligence sharing.


He told his colleagues that historically, Numan federation used to be peaceful and has been contributing enormously in terms agricultural production and food supply chain in Adamawa and neighbouring states.


He said, "In recent days, communities within the Numan Federation, especially those located have experienced heightened insecurity, including violent attacks on villages such as Rigange and Waduku".


He added that the attack resulted in the loss of lives, displacement, and destruction of properties, saying that the incident left communities in a state of fear and affected rural economic activities.


He stated that Section14 (2)(b) of the Constitution of the Federal Republic of Nigefria, 1999 (as amended} provides that the security and welfare of the people shall be of paramount importance of the governmnent.


He commended the measures taken by Governor Ahmadu Umaru Fintiri led administration on curbing the incident and preventing further lost of lives and destruction of properties and inaugurating Peace and Conflict Resolution Commission and appreciated his colleagues for supporting the motion.


Speaking on the motion, the Majority Leader of the assembly, Hon. Kate Raymond Mamuno (Demsa Constituency), sympathised with the affected communities and described the incident as unfortunate.


On his part, the member representing Yola South Constituency, Hon. Kabiru Mijinyawa, commended the sponsor of the motion and aligned himself with the prayers of the sponsor.


After adopting the resolutions, the Speaker, Rt. Hon. Bathiya Wesley, directed the clerk to communicate the resolutions to the relevant authorities and report back in one week.
