Adamawa State House of Assembly Committee on Rural Infrastructure, Community Development and Transport on Thursday, embarked on familirisation visit on ministries, depatments and agencies under it.
Some MDAs visited by the committee include: Ministry of Infrastructure and Community Development, Ministry of Transportation, Adamawa State Second Access and Mobility Project(RAMP-2), Adamawa Transport Board and Adamawa State Community and Social Development Agency(CSDA).
The committee which was recently constituted by the Speaker, Rt. Hon. Bathiya Wesley, has Hon. Jingi Ahmed Belel(Maiha) as its Chairman, Rt. Hon. Abubakar Abdullahi(Girei), Vice Chairman, while Hon.Paul Samuel (Mubi North), Hon. Bauna P. Myandasa (Lamurde) and Hon. Barr. Umar Bobbo Ismaila as members.
Speaking while leading the members of the committee during the visit, the Chairman of the committee who is the member representing Maiha constituency, Hon. Jingi Ahmed Belel, said was that the visit was to familiarise themselves and intimate the MDAs on the fulfilment of their constitutional mandate.
The lawmaker told them that the committee will soon embark on oversight visits, saying that the visit will be set as a baseline for the committee to gauge performance as well as ensure compliance, accountability and good governance in other to move the state forward.
"In this regard, the committee will like to have the following records in written, forwarded to the committee Secretary( Ibrahim M. Laweso) on the on-going/completed projects in the current year (if any), summary of Income and expenditure analysis for the current year, liabilities (if any) and, operational challenges". Jingi said.
Also speaking, a member of the committee and the member representing Mubi North constituency, Hon. Paul Samuel, said that the committee decided embark on the tour in order to know the MDAs under it.
Hon. Paul explained that government is a continuous process and pledged the readiness of their committee to strive towards the development of their constituencies, assuring that time to time, the committee will reach out to its MDAs and intervene where necessary.
On his part, the Member representing Fufure/Gurin, Hon. Barr. Umar Bobbo Ismaila, assured the MDAs that the committee is willing to support them so as to enable them provide dividends of democracy to their electorate.
Hon. Barr. Ismaila stressed the readiness of the committee to take up the challenges confronting them and give it legislative backing where necessary, and urged them to co-operate with the committee and the assembly as a whole.
Responding, the Permanent Secretary Ministry of Infrastructure and Community Development, Arch. Ahmed Mshelia, explained that the function of the ministry is to execute projects such rural electrification, rural roads among others for community development.
Also speaking while receiving the committee, the Project Co-ordinator RAMP-2, Eng. Zubairu Adamu, told the committee that the agency rehabilitates rural roads, community based development and road maintenance among others.
Eng. Zubairu briefed the committee on the challenges the agency is facing following the closure of the project in 2020 and sought for the committee's intervention.
In his address while receiving the delegation, the Permanent Secretary Ministry of Transportation, Eng. Muhammed Hamman, said that his Ministry was saddled with the responsibility of ensuring the smooth running of transport related activities.
Eng. Hamman, said, "the Ministry lacks working materials such patrol/operational Vehicles, Towing Vans/Trucks, communication Gadgets and logistics to staff. Lack of all these is responsible for the decimal performance of the Ministry in the area of revenue generation to the state".
He sought for the provision of operational/patrol vehicles, recruitment of more VIO's, purchase of operational vehicles and communication gadgets, purchase of buses for intercity and intra-city services as well as provision of additional State Government Motor Parks
Eng. Hamman told the committee that the previous assembly had passed a Bill for the establishment of Adamawa Road Transport and Traffic Management Agency (ARITMA) and amended Adamawa Transport Edict 1999, but yet to be assented to by the executive arm.
Baring his mind, the Director Road and Transportation, A. N. Mahdi, stated that more needed to be done for the Ministry to become fully operational, saying that the VIO has no single operational vehicle, office accommodation among other challenges.
On his part, the Acting General Manager (GM) Adamawa State Transport Board(Adamawa Sunshine Express), Eng. Luka Mijidadi, informed the committee that the board has no operational vehicles, lack of manpower, and that some staff spent over 20 years working as temporary staff.
While receiving the committee, the General Manager(GM) CSDA, Prof. Anthony Dami Mamza, disclosed that their primary responsibility is to impact positively in the lives of the people in rural communities.
