Report of the Committee on Review, Rectification and Regularisation of Employment records constituted by the Speaker of the House of Assembly, Rt. Hon. Aminu Iya Abbas, has indicted several staff of the Assembly and the House of Assembly Service Commission.
The report which was presented to the Speaker of the House in his office today, by the Chairman of the Committee, Alhaji Mohammed Isa Shelleng, said that the committee found a lot of irregularities in both the House of Assembly and House of Assembly Service Commission.
Speaking while presenting the report, the Chairman of the Committee said it has found a lot of irregularities with the dates of birth of some staff, their sworn affividavits, certificates of birth, as well as their first leaving school certificate dates which are not in agreement with their nominal roll, saying all were carried out by the staff to prolong their stay in service.
According to him, some the affected staff who had already transferred their services to the main stream workforce or left the service entirely, yet are still receiving the enhanced salary of the hallowed chamber.
The Chairman of the Committee said it has found out that the use of waiver as a means of employment/transfer of service as against the conventional laid down procedure of recruitment, has resulted into over staffing in both the House and the House Service Commission respectively.
He stated that the staff employed into the House of Assembly and House of Assembly Service Commission respectively could not reflect the principle of the state character of diversity in the 21 Local Government Areas of the state.
The Committee, according to him, found out that generally there have been a wrongful placement of grade level in favour of some staff, as well as proliferation of acting appointments of grade level 15-17, explaining that a Director on GL 17, might be seen to be in office with Acting Deputy Director on GL 16, and or Acting Assistant Director on GL 15, all in the same department.
He added that his Committee discovered a lot of anomalies regarding the Grade Levels, Cadres, Departments and Units and placement in both the Assembly and the Service Commission, lamenting the under utilisation of the staff of Agriculture unit.
He pointed out that the organogram of both the organisations are in tact, but said the placement of of Audit Department to operate under Finance Department negates the principle of checks and balances.
It however recommended that the staff who transferred their services to the main stream workforce and are still collecting salaries from the house be surcharged by recovering the amount installmentally from their present pay point payable to the state government coffers.
Alh. Mohammed Isa Shelleng, stated that the Committee has recommended among other things that the Audit Department being the wacthdog of how government funds are expended, should be independent to ensure transparency and accountability in the house.
Responding shortly after receiving the report, the Speaker of the Assembly. Rt. Hon. Aminu Iya Abbas, appreciated the Committee for a job well done, saying that the entire members of the House had scrutinised and approved the membership of the Committee, and that it was not only the Speaker who decided on the membership.
Rt. Hon. Iya Abbas, told the Committee that their report has shown clearly that they have done a wonderful job, assuring them that the house will go through the report and implement all its recommendations to the latter.
He called on the state government to carry out such assignment in all ministries, departments and agencies, lamenting that one thing that encourages irregularities in government establishments is the issue of e- payment.
He questioned whether the full module of electronic payment system is being implemented, because he said, if it is being implemented, some of the irregularities will not be recorded, and further harped on the implementation of electronic payment system that will synchronise both the finger print and the BVN of each employee in the state.
