EX- ADSU BURSAR PETITIONS ADHA OVER DISMISSAL, SEEKS REINSTATEMENT


Former Bursar Adamawa State University (ADSU), Mubi, Kumthi Ezra Anjili, has petitioned the State House of Assembly over what he described as unlawful dismissal from service by the University, seeking the Assembly's intervention towards his reinstatement.

The state University Governing Council at its 44th meeting held on Tuesday 9th to Thursday 21st November, 2019, approved the dismissal of Kumthi from the service of the institution in line with the provision of section 2.23(c) of the Regulations Governing the Condition of Service for Senior Staff of the University, Mubi, 2004.

Kumthi was earlier suspended from office by erstwhile Governing Council on 18th March, 2016, following the consideration of the outcome of investigation into allegations of financial misconduct slammed against him.

The ex-Governing Council held that the embattled Bursar absconded from his duty as bursar for several years, and that even when the 9th Governing Council invited him to appear before it during its 38th meeting held on the 4th to 6 April, 2016, at the Council Secretariat, he refused to honour the invitation, instead treated the letter with disrespect.

It was in consideration of the outcome of the investigation into the allegations levelled against Kumthi that the Governing Council axed him from the institution.

But in a petition dated 28th February, 2020,   addressed to the Speaker of the House of Assembly, Rt. Hon. Aminu Iya Abbas through the Member representing Guyuk constituency, Hon. Adwawa Donglock, the Bursar asked the hallowed chamber to wade into the matter for justice and fairness.

The embattled Bursar alleged in his petition that his dismissal was full of contradictions, and appealed to the Honourable Members to use their exalted offices and ensure that justice is done to him.

According to him, he was never at at any point in time invited by the committee, and that at no time he was invited by any Management Committee of the University or by the Governing Council to appear before it; hence his failure to honour their invitation.

He told the House that while the letter of suspension stated that he was suspended pending investigations into the allegations against him, the letter of his dismissal stated in contradiction that the letter of suspension was based on the outcome of the report that presented to the erstwhile council which led to his suspension.

He said that there was no report that led to his suspension from office, saying it was simply a mere request by a self serving group of individuals and the then Management who never wanted him to be in office for their self serving interest.

The condition of service of the University, according to him, stated clearly that before any person be dismissed from service, he must be addressed and the issues pertaining to why he is to be dismissed should be itemised and listed to the affected person in written as to why he is to be dismissed, and then given the opportunity to respond accordingly.

He added that the law establishing the University which was passed by the House of Assembly in 2002, provided a maximum period of 3 months for the suspension of a staff, lamenting that in defiance to the law and in disregard to the existing law, he was placed on suspension for over 4 years.

Kumthi Ezra Anjili expressed optimism that the government of the day led by Rt. Hon. Ahmadu Umaru Fintiri and the Honourable Members who have the love of the citizens at heart will come to his aid by ensuring that justice is done to him.

After the presentation of the petition by the Chairman House Standing Committee on Public Petitions, Public Service and Electoral Matters and Member representing Guyuk Constituency, Hon. Adwawa Donglock, at a resumed plenary today, the Speaker, Rt. Hon. Aminu Iya Abbas who presided over the sitting, referred the petition to the Committees on Petition and Education and given 2 weeks within which to its report.
