Legislators at the Adamawa State House Assembly have shifted the State Emergency Management Agency(ADSEMA) to the Ministry of Reconstruction, Rehabilitation and Humanitarian Services created by Governor Ahmadu Umaru Fintiri upon assumption of office.
The legislation entitled, " a bill for a law to amend the State Emergency Management Agency Law No. 6 of 2009, so as to move the agency to the newly created Ministry of Reconstruction, Rehabilitation and Humanitarian Services, make the Chairmanship of the agency Part-Time, the Executive Secretary as the Chief Executive Officer" was enacted by the state Legislators today.
The action of the Honourable Members in moving the agency followed the third reading of a bill to that effect floated by the Member representing Shelleng Constituency, Hon. Abubakar Isa supported by 6 other Honourable Members.
Likewise, the hallowed chamber has passed a bill for a law to regulate the minimum standard for health care facilities in both private and public hospitals.
The major challenge that has continued to militate against effective service delivery by the health institutions has been the usage of substandard facilities, and the deployment of quacks who instead of meeting the health need of the citizens, end up compounding their problems.
It was in the light of the foregoing that the Speaker of the 7th Assembly, Rt. Hon. Aminu Iya Abbas, along side 24 other members initiated the bill which was read for the third time today with a view to checkmating the use of such facilities by health care service providers in the state.
The passage of the bills followed a motion for third reading by the Majority Leader of the House, Hon. Hammantukur Yettisuri, at a resumed plenary session presided by the Speaker, Rt. Hon. Aminu Iya Abbas today.
Thereafter, the speaker Rt. Hon. Aminu Iya Abbas who presided over the session, directed the clerk to the House of Assembly to prepare a clean copy of the bill for Governor's assent.
In his reaction shortly after the passage of the bills, the sponsor of the bill, Hon. Abubakar Isa (Shelleng) said that the House of Assembly amended the agency's law so as to transfer it to the newly created ministry of RRRH.
Hon. Abubakar told newmen that the legislation also amended Section 19 for the creation of Local Emergency Management Agency across the 21 LGAs, explaining that the decision to reposition the agency is to enable it address humanitarian challenges in the state.
According to him, humanity is confronted with a lot of challenges such as natural disasters, flooding, fire disasters, insurgency and communal clashes among others; hence the need to restructure the agency to meet up with the challenges.
He said that the legislation had received the general support of the Members, saying that their expectations at the moment is to see that the bill is assented by the Governor.
The Lawmaker added that the policy of creating the ministry is that of the Governor, and expressed hope that he will assent on it, calling on ADSEMA, Commissioner Ministry of RRRH and the management staff to be committed because according to him they have a herculean task to deliver.
Hon. Abubakar Isa further posited that the agency is expected to give the citizens prompt attention whenever it is needed at any part of the state.
