ADHA SEEKS INVOLVEMENT IN BUDGET PREPARATION BY EXECUTIVE ARM

Legislators at the Adamawa State House of Assembly have sought for their involvement in budget preparation by the executive arm, saying their role in the early preparation will enable the Members collate and present the needs of their electorate across 25 constituents.

According to the sponsor of the motion and member representing Shelleng constituency, Hon. abubakar Isa, the immediate needs of the citizens would be collated through the members right from preparation stage and factored into the annual budget estimates accordingly.

To this end, the legislators unanimously resolved and adopted the resolution to that effect as put by Hon. Abubakar Isa (Marafan Shelleng) at a resumed plenary session presided by the speaker, Rt. Hon. Aminu Iya Abbas, yesterday.

According to the mover of the motion, the 1999 Constitution as amended has given both the executive and legislative arms joint responsibility, powers and control of public funds through the mechanism of financial budgeting and appropriation, but he said that currently it is only Ministries, Departments and Agencies are involved in the preparation of the budget.

Abubakar Isa who is also the Chairman House Standing Committee on Interparliamentary Affairs, Special Duties and Internally Displaced Persons (IDP's) said that at the moment the executive arm is not receiving any input from the legislators who represent the entire citizens whom the budget is meant to provide for their security and welfare as stated in the Constitution.

The lawmaker prayed the House to seek for Citizen Centered Driven Budget whereby various needs of people of the State will be collated from the 25 Constituencies through the members right from the preparation stage and appropriately factored into the budget for implementation.

 He further urged the hallowed chamber to impress on Governor Ahmadu Umaru Fintiri that henceforth all annual appropriation bills should obtain need assessment from across state constituencies through the members at the preparation stage before it is laid by the Governor.

After observations and recommendations from the lawmakers, Speaker, Rt. Hon. Aminu Iya Abbas who presided over the sitting, directed the Clerk of the House to communicate the resolution of the House of Assembly to executive arm for further action.
