Adamawa State House of Assembly Standing Committee on Interparliamentary Affairs, Special Duties and State Emergency Management Agency has asked Governor Ahmadu Umaru Fintiri to fix the newly created ministry, Reconstruction, Rehabilitation, Reintegration and Humanitarian Services into the 2020 proposed budget estimate before its passage.
The House Committee headed by the member representing Shelleng constituency, Hon. Abubakar Isa, had during the budget defence of the committee over the weekend found out that the new ministry has not been captured in the budget as laid before the house by the Governor.
Hon. Isa declared that if the 2020 proposed budget estimate is passed without the ministry being captured, it will make it ineffective; thereby, declaring the budget defence of the ministry inconclusive.
However, the lawmaker directed the ministry to meet with the Governor as well as liaise with other sister MDAs and fix its budget properly and recommend it to the ministry of Finance and Budget so as to capture it before defence.
He further asked the ministry to reappear before his committee today with its proposed budget estimate for consideration, commending the Governor for creating the new ministry that aimed taking care of citizens affected by insurgency and other disasters.
According to him, though many citizens affected by the insurgency have returned to their traditional homes, but said that the communities are in dire need of infrastructural facilities such as water supply, road networks, reconstruction of public facilities among others.
He asserted that the primary responsibility of government as contained in the 1999 constitution is the welfare and security of the citizens and that when people are confronted with emergencies and government fails to come to their aid, it means it primary responsibility is being compromised.
Responding, the Commissioner of the Ministry, Elijah Tumba appreciated the committee for being friendly and opened to the ministry, describing the session as educative and encouraging.
He commended the committee for encouraging them to do the right thing for the people of the state and promised to meet the house committee today with the reviewed documents for its consideration.
Hon. Elijah Tumba pledged the readiness of his ministry towards partnering the committee so as to make sure that the good intention and plans of the Governor for the people of the state succeed.
