ADHA DIRECTS MUBI EMIRATE COUNCIL TO REVERSE THE APPOINTMENT OF MADAGALI DISTRICT HEAD
Adamawa State House of Assembly has directed Mubi Emirate Council to as a matter urgency reverse the appointment of Bakura Iya, the current District Head of Madagali.
The Honourable Members of the House posited that the result of the election as the will of the majority should be respected and the appointment be reversed.
The Lawmakers further directed the Ministry for Local Government and Chieftaincy Affairs to commence the amendment of State District Creation Law 1992, to provide that " the person with highest votes should be the one to be recommended for the appointment " and that public hearing should be conducted on the bill.
The action of the State Legislators followed the consideration and adoption of the report of the House Standing Committee on Public Petitions presented before the house by the Chairman of the Committee and Member representing Fufore Gurin Constituency, Hon. Shuaibu Babas.
Earlier, the Committee told the house that letters from Mubi Emirate Council and District Head of Madagali dated 23rd and 21st September, 2019, respectively confirmed that there was an election to fill the vacant seat of the traditional institution.
According to the Committee, both the Emirate and the District Head told the Committee that 3 persons contested for the seat, explaining that the Lawans who voted during the exercise were 4 in number and that 3 voted for the petitioner, Yerima Mustapha Iya.
The Committee intimated the House that Yerima Mustapha Iya who petitioned the House polled 3 votes while the current District Head, Bakura Iya scored 1 vote, explaining that the Mubi Emirate Council recommended the name of Bakura Iya who got one vote for appointment by the then Governor Muhammad Umar Jibrilla Bindow.
The report added that the former Governor went ahead and approved the appointment in total disregard of the of the election result and the provision of the principle of peoples' will and democratic rules of the majority carry the votes.
But at it resume plenary session presided by the Speaker, Rt. Hon. Aminu Iya Abbas today, the Members directed the Emirate Council to reverse the appointment with immediate effect.
After debate by the Members, the Speaker Rt. Hon. Aminu Iya Abbas who presided over the sitting, directed the Clerk of the House to communicate the resolutions/recommendations of the Lawmakers to the executive arm for implementation.
