A Federal Legislator from Adamawa State and Member Federal House of Representatives' Committee on Public Accounts, Hon. Zakaria Dauda Nyampa has advocated for the decentralisation of procurement of military hardwares from the Federal Government to the states.
According to him, State Governors should be empowered to undertake the the execution of capital projects for the military as well as procurement processes and procedures of military equipment for military formations in their domain.
Speaking against the backdrop of the current security situation in Nigerian and the the way forward, Hon. Nyampa explained that State Governors are strategic in this regard if adequately empowered to undertake such procurement because of their proximity or closeness to military formations and understanding security challenges in their affected states.
Hon. Nyampa who is representing Michika/ Madagali constituency at the House of Representatives, said that the Federal Government should be left with the payment of salaries and other entailments of the military, while execution of capital projects and procurement of equipment of the military should be handled by the Governors.
The Legislator who was featured during Virtual Meeting organised by CLEEN Foundation recently observed with dismay that often times funds allocated by the Federal Government for hardwares or execution of capital projects in barracks were either misappropriated or diverted by the powers that be at that level and will not reach military formations in the affected state.
He noted that even where such military hardwares are supplied or procured, they either come late or sometimes not equitably distributed based on the peculiarities of state of internal security in states, and amounted to waste of public resources.
The Member stated that Governors know the state of insecurity in their various states more than those in Abuja and would be in better position to know the kind of hardwares are required to confront the situation for peace and stability in their states.
It is in the light of this according to him that the State Governors as Chief Security Officers who are conversant with the challenges should be empowered by FG to perform such roles in the interest of security situation of their states.
Speaking further on the structure and scope of operations of the National Youth Service Corps (NYSC), the Lawmaker was of the view that prospective corps members should be deployed as military trainees for the period of their service to acquire skills and knowledge of national security.
Doing so according to him, will encourage some of them to be enlisted in the military or broaden their knowledge of national security and the task ahead in safeguarding the territorial integrity and internal security of their communities before securing another job opportunity of their choice.
