7TH ADHA MARKS 1 YEAR WITH 11 BILLS, 46 RESOLUTIONS

Barely one year of assumption of office, the Honourable Members of the Adamawa State House of Assembly have enacted about 11 bills and 46 resolutions in 218 days of 1st legislative year.

In all, the Honourable Members have initiated about 22 bills out of which 10 are fresh bills, while 12 are amendment bills seeking to amend existing laws to make them be in tandem with current realities.

Out of the bills, 11 have scaled through third reading (passage), 3 assented to by Governor Ahmadu Umaru Fintiri, while 9 others had successfully passed through second reading and committed to different House Committees for scrutiny.

Some of the bills passed by the House include; a Bill for a Law to Amend Adamawa State Local Government Establishment and Administration Law number 4. of 2000, so as to create Development Area Councils, a Bill for Law to provide for the Management of funds of State House of Assembly 2019, Adamawa State Minimum Standards for Health Facilities Law, 2020, Adamawa State Emergency Management Agency(Amendment) Law, 2020.

Others are; Adamawa State Health Insurance Agency(Amendment) Law, 2020, Adamawa State Estate Agency Regulatory Law, 2020, Adamawa Appropriation Law, 2020 among others.

While some of the resolutions adopted by the members include; the need to provide security to safeguard lives and property of the citizens, the need for the State, Federal Governments, ADSEMA, NEMA among others to curb the incessant incidences of fire disasters, flooding, windstorm, communal clashes and assist victims with relief materials and several others.

The Speaker of the House of Assembly, Rt. Hon. Aminu Iya Abbass, who gave the record of performance of the 7th Assembly during valedictory session marking the end of 1st session of 218 days on Thursday, said that the House of Assembly has performed creditably well since inauguration in June 2019.

He disclosed that the bills passed comprise that of the executive and the ones floated by the Honourable Members, and commended his colleagues for doing well in a year under review. 

Rt. Hon. Abbas told his colleagues while presiding over the session that the resolutions passed were people oriented which touched every aspect of their lives, saying that the hallowed chamber had performed well under his leadership.

He added that during the session, the House was  able to strengthen relationship with other assemblies in the country and beyond more especially in North Eastern States, saying that plans are on ground to harmonise the standing orders of the Assemblies.

Rt. Hon. Aminu Iya Abbas added that the cordial working relationship existing between the legislature and the executive arm contributed tremendously towards the success the House of Assembly has recorded.

Meanwhile, the State Lawmakers have confirmed the appointment of Chairman and Members of the Bureau of Public Procurement (BPP).

Those confirmed include; Yakubu Ngbale as Chairman, Eng. Jingi Mallu, Barr. Husseina Maidawa, Adamu Ali Balami, Gambo Nduhyelya Job, Muktar Abdullahi, Iliyasu Buba Gashinbaki and Danlami Babayo as members of the reputable BPP.

In the same vein, the Legislators have considered and adopted a report on a bill for a law to amend the State BPP law number 23 of 2013, so as to be in line with international best practice and strengthen the organisation.

After the consideration and adoption of the report, the Speaker Rt. Hon. Aminu Iya Abbas who presided over Thursday sitting, directed the Chairman Rules and Business to slate the bill for passage at next legislative day.
