ADHA SUMMONS RAMP CONTRACTORS, PASSES VOTE OF CONFIDENCE ON OTHERS


Members of the Adamawa State House of Assembly under the Committee on Rural Infrastructure and Community Development have rounded up an on the spot assessment of rural road rehabilitation projects being executed by Rural Access and Mobility Projects(RAMP II).

The Committee Members who passed a vote of confidence on some of the Contractors for a quality job, however ended up summoning others for breaching contract agreement by performing below standard.

The House Committee had during the week inspected about 229.04 kilometer rural roads connecting 38 Villages in Toungo, Jada, Mayo Belwa, Fufore, Guyuk, Numan, Shelleng, Gombi, Hong, Maiha, Mubi North Local Government Areas.

During the inspection tour of the 16 out of 17 roads, the Lawmakers who were visibly disappointed in some of the Contractors, further expressed satisfaction with the standard of work being executed by some Contractors.

NEWS PLATFORM learnt that the major concern of the Honourable Committee at the moment is the possibility of the Contractors completing the projects before October 2020 dateline.

This is because since the contracts were awarded to some of the Contractors in October last year, they could not achieve up to 50 percent not to talk of completing it before October this year.

Some of the roads that were rehabilitated up to the standard of the House Committee include; Ribawu Junction-Muchalla road, Mayo Gulle- Manjeken- Salma road by G and G Construction Company, Shelleng -Bakta road, Pole Wire -Ndikong road by China Zhangaw, Hong-Mijili- Kuva Gaya, Wuro Bokki- Uding- Pella road by Tec Construction Company among others.

While those that the Legislators were not satisfied with include; Kwanan Yaji- Mijiwana-Giltambara- Andur road by Tec Construction Company, Kola Junction-Bishikiri road by China Zhangaw, Gurin- Fillingo and Yolde Pate- Yadim roads by Raycon.

Meanwhile, some of the Contractors that were invited by the Honourable Members to appear tomorrow Monday include; Tec Construction Company, Raycon, China Zhangaw and Heriprom Engineering Company.

The Committee led by the Deputy Speaker of the House, Hon. Pwamwakeno Mackondo (Numan) and later by the Vice Chairman and Member representing Guyuk Constituency, Hon. Adwawa Donglock, noted with dismay the manner some of the roads are being executed.

Hon. Mackondo and Hon. Adwawa who led other Members of Committee including Hon. Joseph Ayuba Kwada(Michika), Hon. Ibrahim Musa Italiya(Mayo Belwa, Hon. Japhet Kefas(Gombi), Hon. Shuaibu Babas (Fufore Gurin) and the Secretary of the Committee, Audu Buba along aside RAMP II Consultants and Contractors, said it has become necessary to undertake the visit so as to know the level of work on the roads.

The Duo commended the World Bank and the State Government respectively for paying counterpart fund and RAMP II for executing the projects for the benefit of their electorate.

Briefing newsmen after an on the spot assessment tour, the Deputy Speaker, Hon. Pwamwakeno Mackondo said that while the Committee is satisfied with some of the roads, it is disappointed in some of the Contractors, and that their work is totally unacceptable to the Committee. 

While at Ribawu Junction- Muchalla road, he said that the Committee has inspected the road, the sizes and the cells of the culverts and bridges and the entire work from the beginning to the end and found out to be perfect, and commended G and G construction Company for a job well-done.

The Legislator averred that the Committee had recommended that henceforth any construction project should be awarded to such companies so that they will continue to carry out good job for the benefit of their electorate, insisting that the House has confidence in the company (G and G) for quality services.

He noted that the committee had discovered hitches more especially on the culverts/ bridges in Gombi, Toungo, Fufore and Mayo Belwa and cannot afford to allow the work to continue line that; hence the directives for immediate suspension of Gombi rural road in particular and the appearance of construction company.

According to him, the Committee was left with no option than to summon the Contractors handling the projects to appear before it on Monday and explain reasons behind the failure of their companies to abide by specification as contain in contract agreement. 

Also speaking during the visit, the Vice Chairman Chairman of the Committee, Hon. Adwawa Donglock applauded the Contractors that performed creditably well, calling on those that the members were not happy with their to urgently correct it.

Hon. Adwawa specifically called on the Contractor handling Kola Junction- Boshikiri road to return to site with immediate effect and complete his project, saying that the Committee will strive hard towards ensuring that the projects are completed.

Fielding questions from newsmen, the Contractors handling the rehabilitation of the rural roads, promised to correct some of the problems identified, assuring that they are working hard to complete their work on time.
