Ahead of its realisation of financial autonomy, the Adamawa state House of Assembly has enacted a bill for a law to provide for the management of funds of the House of Assembly.
The bill is coming even as the State Assemblies to continue to struggle become financially autonomous from the executive arms of the government in the country.
Though the bill was earlier on passed by the 6th Assembly, but it could not be assented to by the erstwhile Governor Mohammed Umar Jibrilla, hence the decision of the present Assembly to revisit it with a view to making amendments on it.
The third reading of the bill followed a motion to effect by the Majority Leader of the House, Hon. Hammantukur Yettisuri( Jada Mbulo Constituency) and seconded by the Minority Leader, Hon. Mohammed Mutawali(Girei Constituency) respectively at a resumed plenary session yesterday.
Thereafter, the Speaker of the Assembly, Rt. Hon. Aminu Iya Abbas, who presided over the sitting, directed the Clerk of the House to prepare a clean copy of the bill for Governor Ahmadu Umaru Fintiri's assent.
But speaking to newsmen shortly after the passage of the bill, the Speaker of the House, Rt. Hon. Iya Abbas, said that the bill is one of the prerequisite condition for any state House of Assembly to become an autonomous body.
The bill according to him, was passed by the immediate past Assembly but could not be assented to by the executive arm, explaining that the present Assembly decided to bring it back to life before the implementation of the autonomy.
He told newsmen that they have made amendments on it most especially on the issue of auditing its account, saying that the House resolved that its account should be audited by an external auditor and the report should pass through the Governor.
According to him, the bill stands for transparency and accountability, saying that it is an open bill that has made adequate provision on how the funds will be managed to avoid mismanagement of resources or corruption in the way it is used.
He expressed optimism that the bill will be assented to by the Governor considering his background as a former legislator, saying he is confident that he will assent on it before its implementation.
