ADAMAWA URBAN PLANNING APPEALS FOR TRIBUNAL FOR ENFORCEMENT OF LAWS
Adamawa State Urban Planning and Development Authority, Yola has sought for the House of Assembly's legislation for the creation of Planning Tribunal for the enforcement of its laws in and around the state.
The authority further requested for executive approval for the conversion of 48 daily rated staff to permanent and pensionable staff and implementation of street naming, house numbering within the state capital and other urban centers.
The Acting General Manager of the authority, Town Planner Alice Gombe, made the request while receiving the Chairman and members of the House of Assembly Standing Committee on Finance, Budget and Appropriation who were in her office on a familiarisation tour recently.
The Acting GM told the committee that the authority which has 5 departments and 9 Zonal Offices spread across the state, was established by an Edict Number 12 of 1986, which was reviewed by ADS Number 3 of 2010, with Adamawa State Urban and Regional Planning Law.
TPL Alice Gombe, added that the authority was set up to among other things administer, execute and enforce the provision of the urban and regional planning laws, prepare and execute housing development schemes, foster development of the state, development of layouts, maintenance of township roads, drainages, culverts, presentation and maintenance of natural beauty and interest among others.
She however identified lack of mobile court for the enforcement of their laws, inadequate tools, vehicles and other mobility for effective development control and lack of skilled, semi skilled and unskilled as the major challenges affecting the authority.
She recommended for the creation of Planning Tribunal for the enforcement of laws, provision of vehicles such as cranes, tippers, bulldozers, full implementation of the authority's budget and complete renovation of the organisation, because according to her the organisation has not been renovated since its establishment.
According to her, her organisation has proposed for the establishment of new parks and gardens, relocation of bye pass market(Kasuwan Gwari), relocation of dealers of building materials outside the town, motor garage for trailers and proposes to acquire land to serve as mechanics village, provision of tricycles' parks at designated areas among others.
Speaking earlier, the Chairman of the Committee, Hon. Kate Mamuno ( Demsa Constituency) said the Committee deemed it necessary to visit Ministries, Departments and Agencies so as to get acquainted with their operational challenges.
Hon. Mamuno, stressed the need for collaboration so as to take the state to the greater height, saying mutual understanding between the executive and the legislative arms will bring about development in the state.
She asked the management to list some of their challenges and forward to the House of Assembly through the Committee for consideration.
