HOUSE OF ASSEMBLY COMMITTEE ON FINANCE, BPP TO PARTNER ON DUE PROCESS




Determined to ensure strict adherence to procurement process and procedures for goods, works and services by Ministries, Departments and Agencies (MDAs), the Adamawa State House of Assembly Committee on Finance, Budget and Appropriation and the Bureau of Public Procurement are to step down a joint quarterly interface with the MDAs in the state.

The quarterly interactive session is aimed at providing opportunity for the House Committee and the BPP to know whether the MDAs adhere to the Procurement process and procedures.

According to them, the session will serve as a forum where the MDAs will come with their records of payment on contracts to enable them know whether or not due process are being followed in the award and payment on contracts.

This was part of the agreement reached when the the House Committee led by its Chairman and member representing Demsa, Hon. Kate Mamuno,  paid a familiarisation visit on the BPP yesterday.

Speaking while leading other members of the Committee, Hon. Kate Mamuno, said that her Committee was at the BPP to familiarise itself with the operations of the organisation.

Hon. Kate Mamuno, added that the Committee deemed it necessary to undertake the tour so as to acquaint itself with the activities of the organisation, and see where the Committee and House will come in to ensure sanity in the state.

The female Lawmaker appealed to the BPP to close ranks with the Committee and work as a team in order to salvage the state, pledging the readiness of Committee towards organising interactive session that will enable them ensure strict compliance with budgetary provision.

Responding, the Director General( DG) BPP, Abba Bello, told the Committee that the bureau is one of the functional bureau in the country apart from that of Lagos and Kaduna states respectively, saying that so far, he has not seen a functional bureau like that of Adamawa state.

The DG said that his organisation is a product of the state Assembly which a bill for it establishment was passed in 2013, during former Governor Murtala Nyako, saying that they have been able to set up the bureau, and that all the necessary elements required for effective performance are functioning at all MDAs in the state.

Abba Bello, explained that the institution cannot operate without such fundamentals or elements at the various MDAs, and that they have been able to domesticate cadre in the state, saying that they have passed through hurdles to arrive at the present level.

According to him, BPP has been able to designed a process where stakeholders including political leaders, technocrats, and civil servants within and outside the government form part and parcel of the bureau.

He pointed out that one of their functions of BPP is to ensure proper expenditure in the system, due process are followed in the award of contracts based on the rules and regulations establishing the organisation.

Abba Bello, averred that if they have been able to work as a team, things will work in line with the guidelines and procedures provided by the House which govern the operation of the bureau in the state.
